전국화물자동차운송사업연합회는 지난 7월 30일 전경련회관 3층 대회의실에서 화물운송 관계전문가 250여명이 참석한 가운데 화물자동차운송산업의 선진화를 위한 토론회를 가졌다. 이날 토론회에서는 화물자동차운송산업의 선진화를 위해 현 화물운송업계의 시장진입제도를 개선하고 규모의 경제실현을 통한 생산성 향상을 위해서 규모화를 유도해야한다는 의견이 제시되는 등 다양한 논의가 이뤄졌다. 본지는 이날 주제 발표로 나선 전국화물자동차 공제조합 부설연구소 임종길 박사가 발표한 내용의 핵심인 ''화물자동차운송산업의 10대 선진화 전략''에 대해 요약 정리해 게재한다.

자동차 산업에서 $CO_2$ 감축은 다른 산업에 비해 가속화 되고 있다. 이에 따라 자동차 산업에서 $CO_2$ 감축을 위해 전기자동차 생산을 통한 $CO_2$ 절감대책을 수립하고, 효과적인 공정별 및 공급망 프로세스별 $CO_2$ 감축 전략을 제시하고자 한다. 그리고 전기자동차 생산전략을 통해 $CO_2$ 감축 전략을 제시하고자 한다.

1980년대 초 이후 최대의 불황이 자동차업계를 덮치고 있다. 고유가와 미국발 금융위기로 선진국의 자동차 수요가 급감하면서 지난해 세계 자동차 수요는 6%가 감소한 것으로 추정된다. 금년 세계 자동차 수요는 상반기 경기침체의 심화로 인해 10% 정도 감소할 것으로 예상된다. 이에 따라 세계 자동차업계는 대대적인 구조조정에 돌입하였으며, 국내 자동차업계의 구조조정도 외국계 완성차업체를 중심으로 가속화되고 있다. 이하에서는 국내외 자동차업계의 동향과 전망에 대해 살펴보고, 타이어산업의 금년 수출을 전망해 본다.

과거 10년전만해도 산업, 난방, 발전 등이 대기오염의 주된 원인이었으나 자동차의 증가로 말미암아 최근에는 자동차의 배기가스 즉 질산화물질(NOx), 일산화탄소(CO), 탄화수소(HC), 총먼지(TSP : Total Solid Particlate), 아황산가스(SO2) 등이 대기를 오염시키는 주요 물질이 되었다. 인구의 증가, 산업의 발달, 경제수준의 향상은 자동차 증가를 촉진시키는데 촉매제 역할을 해왔으며 대도시에서의 자동차에 의한 오염물질 배출량은 앞으로도 차량의 증가와 더불어 가속화할 전망이다.

현재 미국과 세계 경제시장뿐만 아니라 우리나라에서도 자동차 분야는 매우 중요한 산업으로 자리잡고 있다. 우리나라에서 자동차 산업이 국가경제에 기여하는 바는 결코 적지 않은 상황이지만, 자동차 분야에서 현재 우리나라의 위치가 어느 정도이고 또한 어느 정도의 경쟁력을 가지고 있는지에 대하여 특허를 이용한 분석은 미흡한 실정이다. 미국 상무부에서 분석한 미국의 자동차 산업분야에서의 경쟁력에 관한 본 보고서가 이에 관한 좋은 본보기가 될 것으로 보인다.

This study was done through Panel Gravity Model to analyze the trade pattern of Korean motor industry and empirical analysis was also performed on the effect of regional economies joining to the Korean trade is to draw out some implications. Compared with per capita pattern regarding the income levels of both the countries, the results indicated that trade of Korean motor industry followed GDP pattern in accordance with the overall market. The results of effect on regional economic integration to Korean motor industry reflected 179% and 198% increase in motor trade industry and motor parts trade, respectively. To expand the trade of Korean motor industry at the international competitiveness level, focus should be made on smaller, smarter and greener car with lesser impact on the environment. Hence, the present investigation suggested that government should not delay in retaining the core technology as well as private sector should also aggressively invest in the market.

최근 우리나라의 자동차산업은 비약적인 발전을 거듭하여 이젠 자동차의 왕국이라 할 수 있는 미국에까지 년간 수십만대의 국산자동차를 수출할 수 있을 정도로 성장하였다. 그러나 자동차를 위시하여 수송기관과 산업용 기계의 동력원으로 많이 사용되고 있는 디이젤 엔진의 경우 이미 1964년도부터 대우중공업에서 양산해 오고 있다는 사실을 알고 있는 사람은 별로 없을 것이다. 그만큼 대우중공업은 우리나라 디이젤엔진산업을 위해 선구자로서의 그 역할과 임무를 다해 왔다. 본문에서는 대우중공업에서의 디이젤엔진 산업이 걸어온 발자취를 살펴 봄으로 써 단편 적으로나마 우리나라 디이젤엔진 산업의 발전과정을 엿볼 수 있을 것이다.

The Korea's automotive industry has been changed since 1990's for the global reform of the automotive industry even though the rapid growth of domestic market from the late 1980's to early 1990's The cultural understanding for an automobile in the Korea society has been relatively lacked by the political reason, which focused on the economic growth through the industrialization. This works as a limit which caused by the point of view which is concentrated into the automotive industry as an economy developing tool. As much as being observed in the advanced nations which have the long history and huge scale of the automotive industry, an automobile is not only a single product, but also a way of life which has a cultural background. It is possible to develop a competitive quality and design with an understanding the cultural background. And the most important thing to the Korean automotive industry is a uniqueness with the cultural character which is gained by the cultural understanding of automobile as in the public Therefore the contribution of infrastructure of Korean automotive industry and culture would become more important in the future.

세계 자동차산업의 구조개편이 가속화되고 있는 가운데 금년 세계 자동차와 타이어 수요는 증가세를 유지할 전망이다. 국내 자동차 수요는 소폭 증가할 예상이며, 미국과 서유럽 등 선진국 수요는 다소 감소할 예상인 반면 중국, 인도, 러시아 등 개도국의 자동차 수요는 큰 폭으로 증가할 전망이다.본 고에서는 세계 자동차산업의 판도 변화에 따른 수요 전망과 국산 타이어의 장기 수출 전망에 대해 분석해 보기로 한다.
