Analysis of Actual State of Motor Vehicle Fires in Korea (자동차화재 실태 분석)

  • The actual state of motor vehicle fires was analyzed based on Annual Report on Fire Statistics and National Fire Data System and as a result, the followings were obtained. Motor vehicle fires occur over 16 cases every day with over 0.5 casualties and direct property loss of 50 million won. Most motor vehicle fires are caused by mechanical reasons, followed by electrical factors and arson. Arson accounts for 7.39% of all fires but 13.79% of all motor vehicle fires. Yearly fatalities and casualties per 100 motor vehicle fires were 0.9 and 2.4 on the average, respectively. Although fires which occur in the expressway account for 12.55% of all motor vehicle fires, fatalities, casualties, and property loss caused by motor vehicle fires in the expressway were 16.12%, 21.05%, and 20.65%, respectively.

  • Diesel cars employ a diesel particulate filter (DPF) to reduce the discharge of fine dust. However, cases of fires caused by DPFs have been reported in diesel cars. In this study, I examined the regulation of exhaust gas and exhaust gas recirculation in diesel cars. Then, I analyzed cases of car fires caused by DPFs, their characteristics, car fire factors related to DPFs and preventive measures, and their consideration in investigations of the causes of fires. Finally, regarding car fire investigations, this study proposed a process of proving that fires are caused by DPFs.

  • 최근에 이르러 자동차 화재는 일반화재 보다 높은 연평균 16.5%의 증가율을 나타내며, 전체 화재 건수의 17%로 주택 및 아파트 다음으로 화재 발생 건수가 많다. 자동차 화재는 엔진과열, 전기장치의 불량, 전자 제어화에 따른 각종 감지기의 연결상태 및 기능 불량, 교통사고로 인한 엔진의 파괴 및 연료 누출등이 원인이 되고 있으며, 주로 엔진룸에서 화재가 발생하여 차량 내부로 전파되는 특징이 있다. 따라서 화재 발생 초기에 화재를 감지하여 운전자에게 경보를 발하고, 화재를 진압할 수 있는 자동차 화재 감지시스템의 개발이 중요해 지고 있다.   • 본 논문에서는 승용자동차에 대한 소화기 비치 필요성 및 소화기의 효용성 및 적정성에 대해 평가하고자 한다. 이를 위해 소방청 국가화재정보센터에 입력된 차량화재를 분석하였으며, 국외 자동차용 소화기 비치기준을 조사하였다. 또한, 자동차를 대상으로 한 시뮬레이션 선행연구 결과를 분석하여 다른 차종에 비해 승용자동차의 위험도가 가장 높다. 한편, 기존의 시뮬레이션 연구결과를 분석해보면 소화기를 이용한 초기진화가 가능한 황금시간은 실내화재 시 2분, 엔진룸화재 시 약 7분 정도임을 알 수 있다. 이는 승용자동차 화재 시 소화기를 이용한 초기소화가 절실하다고 할 수 있다. 따라서 승용자동차 화재로부터 국민의 안전과 재산을 보호하고 국내 자동차 안전환경 및 자동차 안전기준을 국제기준에 맞춰 국제 경쟁력을 확보하기 위해서는 승용자동차에 소화기 비치를 의무화할 필요성이 있다.

The Analysis of the Risk of Vehicle Fires in Korea and the Effectiveness of Initial Fire Extinguishing (국내 자동차 관련 화재발생 위험성 분석 및 초기소화의 효과성 연구)

  • Purpose: In this study, the status and the risk of fire occurrence in domestic automobile were evaluated and the damage reduction effect by using the fire extinguishing mechanism was evaluated. Method: The analysis of the risk of the occurrence of Vehicle Fires in Korea and the damage of human and property by the use of fire extinguisher applied to fire extinguisher were investigated and analyzed. Results: The annual damage rate of the damage caused by the automobile fire is 4.74%, which shows an annual increase. As a result of the analysis of the personal injury caused by the passenger car in the car fire situation, the damage amount per 100 cases of the fire occurrence increased from 424.65 million won to 473.06 million won in the past 5 years (2012 ~ 2016). Conclusion: When fire extinguishers are used in the case of passenger Vehicle Fires, the average amount of property damage per fire occurrence is estimated to be about 307.5 million, emphasizing the importance and necessity of the initial fire fighting.

  • 엔진 정지 중 발생한 자동차화재는 엔진 정지 전에 이미 화재가 발생해 있었으나 이를 모르고 엔진 정지 중에 화재가 발견되는 경우와 엔진 정지 후에 발생한 경우로 나눌 수 있다. 엔진정지 전 발생한 화재는 운행 중 화재가 발생할 수 있는 모든 원인에 의해 발생할 수 있고, 엔진정지 후 발생한 화재는 전기적인 원인에 의한 화재, 담뱃불에 의한 화재, 방화, 다른 곳에서 발화된 후 자동차로 확대된 화재 중의 하나로 압축할 수 있다. 그러므로 외부발화 또는 방화나 담뱃불에 의한 화재가 배제되는 경우는 전기적인 원인만을 생각할 수 있다. 엔진정지 전에 이미 엔진룸 등에 불이 붙어 있어도 주차 중 이를 인식하지 못하는 것은 엔진정지 시 화재의 규모가 작거나 눈에 띄는 이상징후가 나타나 있지 않고 또한 이를 관심 있게 확인하지 않기 때문이다. 엔진정지 전에 화재가 발생한 경우에는 일반적으로 주차 후 대략 10분 이내에 화재가 발견되고 있다. 따라서 주차 후 10분이 경과하지 않은 시점에 화재가 발견되었다면 엔진정지 전에 이미 화재가 발생하였을 가능성이 크다고 볼 수 있다.

  • Although it is widely accepted that a fire can occur due to electrical causes even when an engine stops, there is little introduction of detailed case analysis. This study analyzed a fire case caused by an electrical cause during engine stopping at parking lot in detail. Moreover, it was revealed that the fire was mainly caused by design defect.

  • There is an increasing number of car fires along with the increasing numbers of cars. The purpose of this study was to verify the possibility of fires caused by car tuning, which is one of the causes of car fires. The result showed that the possibility of car fires was increased by car tuning including replacement of headlights, excess of allowable current of wires or fuses by using multi cigar jacks, wire damage, earth fault, and vulnerability of wires and cables (sold in auto parts stores) to heat.

Analysis of an Arson fire of Motor Vehicle (자동차 방화사례의 분석)

  • In this study, a fire cause of setting fire to one's own car to collect the insurance is analyzed. Through a close examination of causes of this car fire, it is suggested to improve current practices and institutions: (1) A collection system of fallen vehicle parts or fire debris in the fire site should be established; (2) A system of providing fire site information in detail should be established when a police station requests National Institute of Scientific Investigation (NISI) to examine causes of vehicle fires; (3) When a burned car is suspected of arson, a fire station and a police station should maintain a mutual cooperation system; (4) Procedures of examining the causes of vehicle arson in National Institute of Scientific Investigation (NISI) should be improved; and (5) Recognition of the examination of fire causes and correlation with analysis equipment should be changed.

  • It is often thought that when a fire is found in parked motor vehicles, the fire may occur after an engine stops. Also, it is easy to judge that when motor vehicle fires occur during engine stopping, it may be caused by arson or electrical causes irrespective of a fuel system. This study analyzed motor vehicle fires which occurred in operation but were found after parking and revealed that these fires were caused by the defect of a fuel system and the same motor vehicle types had fires by the same causes. Moreover, this study provided judgement process of major fire causes and periods for fire investigators to apply when investigating fires of parked motor vehicles. And this fire is related to automotive products liability.
