민간 중심 벤처 생태계 활성화 위한 벤처 투자 시장의 자율 규제 방안 연구

  • 우리나라에서는 벤처생태계의 구성이 태생적으로 정부 주도로 법제화된 정부자금의 지원이 기초가 되어 이루어지면서 공적 자금의 정책적 목적에 따라 운영되어왔다. 따라서 벤처투자기구에 대해서 이해상충 가능성 배제, 고도의 윤리성, 공정성 및 투명성 등을 요구하는 등 강한 규제가 반영되게 되었다. 이러한 공적규제가 일면 타당성이 있을 수 있으나, 공적규제 위주의 관리감독 체계는 규제의 영향을 크게 받는 한국 벤처투자 시장의 성격상 민간자금의 유입을 제한할 수 있다. 민간 중심의 벤처투자 시장으로 전환하기 위해서는 공적규제를 강화하기보다는 자율규제 영역을 확대하여 업계의 전문성과 효율성에 친화적인 규제 환경을 조성할 필요가 있다. 따라서 본 연구에서는 벤처투자 시장의 자율규제 가능 영역을 살펴보고, 벤처투자기구의 운용사 관점에서의 자율규제 방안을 제시하였다. 구체적 방안 중 하나로는 출자자 사이의 자치적 규범이라고 할 수 있는 규약의 표준이 참여자의 전문적인 식견을 최대한 반영하여 마련된 것이므로, 펀드 결성 이후 출자자 사이의 규약을 둘러싼 분쟁이 발생하는 경우 이를 자율적으로 해결할 수 있는 1차적인 분쟁 조정 절차를 마련해 볼 수 있다.

  • Midtown redevelopment project is intended for restoration of city's declining function and promoting the utilization of land, but several factors such as participants of different nature in the project, different expectation level from them, high land value accompanied by geographical location as a city and the demand for high density development, nature of business that requires long duration to complete and vast amount of fund contribute to complication of feasibility study. Due to these characteristics of midtown redevelopment project, consideration of various factors involved with it and reliable analysis are required but suggested complication of feasibility study is causing halt in project, preventing from launching it and delaying it. So, this study was undertaken to be a help to feasibility study of midtown redevelopment project by suggesting main elements that need to be dealt with analysing questionnaire survey result attained from related expert in this area and arranging total 45 factors essential to feasibility study for midtown redevelopment project that can be classified into 5 main category such as economic/financial factors, legal/institutional factors, market related factors, technical factors and conflict related factors through documental investigation, case study and interview with specialist concerned.

  • 최근 들어 기술을 담보로 하는 신용금융의 역할이 증대되면서 자금지원 대상기업의 기술평가 시스템 구축이 중요한 과제가 되고 있다. 국내에서는 기업 보유의 기술경영성과를 측정하여 한정된 자원의 효율적 배분을 위한 민간 투, 융자를 위한 기술신용평가모형'이 제시되었다 본 연구에서는 기술신용평가모델의 평가항목 타당성을 실증 분석한다. 모형의 항목 분류가 적절하게 되었는지를 검증하기 위하여 구조적 타당성을 평가하며 통계적 유의성을 검증하여 신뢰성을 평가한다. 구조적 타당성 검정을 위해 확인 요인분석을 수행하며 평가모형의 신뢰성을 검증하기 위해서는 다변량 통계방법 중의 하나인 판별분석을 수행한다. 본 연구는 기술개발 성공 및 부실발생의 예측력을 갖는 기술신용평가 시스템 구축을 위한 기초 자료로 활용될 수 있을 것이다.

  • 지난해 225개 도내 공공건물을 대상으로 ESCO사업 도입을 추진한 결과 사업타당성이 있는 170개소가 자체예산 또는 ESCO자금으로 고효율기기 교체사업을 실시했습니다. 올해에는 읍$\cdot$$\cdot$동사무소를 비롯한 나머지 청사에 대해 ESCO진단을 실시, 향후 3년동안 약$10\%$의 에너지절약목표를 세우고 있습니다.

  • The business cycle during a recession leads to negative effects on raising funds and operations management of company. In particular, the company with many inventories in the recession causes liquidity problem. Which leads to frustration in the competitive strategy management. In this case the company experiencing cash or liquidity problems attempts to reduce its investment in inventory. However, reducing inventory investment makes problems to increase inventory operating costs. This paper presents sensitivity of total cost compared to the size for reducing inventory investment. This will guarantee the relevance of the reducing inventory investment. Optimal Inventory levels also may be required to be less than the optimal levels without reduction on inventory investments.

Relationship between Net working capital and Cash flows in General Hospitals, Hospitals (병원의 현금흐름 종류가 순운전자본에 미치는 영향)

  • This study calculated the cash flow using the financial information by fiscal year for 25 general hospitals and 23 hospitals, and analyzed the relationship between cash flow and net working capital. The analysis results showed that 73.3% of general hospitals and 83.3% of hospitals did not secure funds required for operating activities by fiscal year. The cash flow types that affect net working capital were expenses not involving cash outflows and changes in borrowings in general hospitals, and expenses not involving cash outflows and income not involving cash inflows and changes in borrowings in hospitals. However, in case of shortage of funds required for operating activities, at general hospital, due to expenses not involving cash outflows being high and income not involving cash inflows being low and resulting in increased borrowing, at hospital, due to expenses not involving cash outflows being high and resulting in increased borrowing. Therefore, for the stability of cash flow in management activities, the adequacy and relevance of the expenses not involving cash outflows need to be reviewed, and it will be necessary to review the appropriate internal policy measures to systematically and rationally manage cash flow in consideration of cash flows.

  • Usually feasibility analysis in a narrow sense is a economic analysis of project. Feasibility analysis focused in this study is confined to the matter of finance. Many studies have been executed in qualitative element which include decision-making process or prediction of housing market. But it is difficult to find economic analysis related to characteristics of planning. In this study, floor area ratio, selling area ratio and term of works are adopted as the Characteristics of Planning. So, the purpose of this study is to analyze the Influence of the characteristics of planning on the cost of apartment by means of multiple regression analysis and what-if method.

The Financing Behavior and Financial Structure Determinants of Korean Manufacturing Firms (한국제조기업의 자금조달행태와 재무구조 결정요인에 관한 연구)

  • The central factor in the pecking order theory of financial structure is the asymmetric distribution of information between managers and less-informed outside investors. Myers and Majluf (1984) show that this asymmetry leads managers to prefer internal funds to external funds. Funds are raised through equity issues only after the capacity to issue debt has been exhausted. In contrast, according to static tradeoff theory, an optimum financial structure exists by the tradeoff between tax saving by debt and bankruptcy costs. This study examines the recent changes of Korean firms' financial structure and financing behavior and the determinants of financial structure. The sample of firms comes from the period of $1996{\sim}2004$, and the number of firms is 32,003. The major findings are as follows. First, in contrast with previous studies using US firms as sample, Korean firms have been using debt financing as their major financing instrument. Especially, the firms in the fund deficit situation relies much more on $long{\sim}term$ and $short{\sim}term$ debts rather than on equity issues. Second, as is the case with previous studies using US firms sample indicates, the financing deficit variable can not explain perfectly the net debt issue. However, compared with net equity issue variable, net debt issue variable is more closely related to the financing deficit variable. Third, when financing deficit variable is added to the current list of explanatory variables of financial structure determinants model, it has a significant and positive explanatory power. In addition, the coefficients of determinants are much improved. Thus, it is concluded that although pecking order theory is not perfect, it appears to be more useful compared to static tradeoff theory, at least in explaining the recent financing behavior of Korean manufacturing firms.

한국에 있어서의 원자력발전의 전망

  • 오늘날 실현된 원자력발전에 필요한 제반의 과학적 기초와 공업기술은 고도로 발달된 것이며 이와 같은 과학기술개발에는 막대한 자금과 인재 그리고 강력한 공업력의 배경을 필요로 한다. 따라서 현재로서는 독자적으로 원자력발전을 근본적으로 개발하고 있는 나라는 미, 소, 영, 불 정도이며 기타국가는 자국의 사정에 부합된 원자력발전계획에 따라 전기 강대국과 협조하여 그 계획을 추진하고 있다. 원자력발전 개발사업이란 그 기초 기술개발에 막대한 자금이 소요되므로 그것이 대규모화하지 않으면 경제적인 타당성이 없다. 따라서 독자적으로 기술개발을 해온 국가들도 이 사업을 국가사업으로서 추진하고 있을 뿐만아니라 국제원자력기구 등을 통하여 국제적인 유대하에 사업의 경제성을 모색하고 있는 형편이므로 이 사업추진에 있어서는 비교적 국제적인 혜택도 받기 쉬운 것이다. 그리고 원자력발전이란 비교적 새로운 문제이고 또한 방사능문제등의 특수문제도 게재하므로 원자력발전 계획수립상 고찰되어야 할 특수조건이 많다. 이와같은 문제에 관련된 원자력발전의 공학적문제와 그 경제성에 대한 전망을 소개하겠다.

  • This paper attempts to analyse the financial validity of the Eco-therapy project which 'J' city in 'C' province has been eagerly trying to implement for its regional economic development and also to estimate the potential economic impact of the project on its regional economy. In doing so, it employs system dynamics which is a methodology for studying and managing complex systems, such as one finds in business and other social systems. Analytic framework for this study is constructed, based on the existing theoretical studies. This study concludes that the Eco-therapy Project concerned is economically and financially valid and it is also expected that the regional economic impacts arising from the construction and operation of the facilities concerned are greater than any other project which 'J' city has been pursuing.
