국내 사료 생산판매 1위를 달리고 있는 제일사료(주)는 지난 1월 29일 한국거래소로부터 환관리 우수업체로 지정받아 우수상을 받는 쾌거를 이루었다. 국내 사료업체는 사료원료를 해외로부터 수입하기 때문에 발주와 결제일에 차이가 있다. 주로 외화로 거래하는 속성상 환율 차를 잘 관리하지 못하면 엄청난 손실을 보게 된다. 이런 현상에 적극적으로 대체하여 자금 경색이 발생하지 않도록 대처하는 업무를 담당하는 제일사료(주) 자금팀을 만나보았다. 우수업체 선정에는 제일사료 박태준 관리본부장의 역할이 컸던 만큼 전 자금팀장과의 인터뷰를 통해 자금팀의 역할과 이번 수상의 의미를 짚어보았다. 박태준 관리본부장은 1994년에 제일사료에 입사하여 자금팀장을 거쳐 현재 제일사료 관리본부장(자금, 회계, 인사, 총무, 전산)을 맡고 있다.

2009년 ESCO자금 자원규모가 업계의 우려에도 불구하고 하향 조정되었다. 에너지관리공단은 정부와 함께 산업의 활성화와 정직하고 공명한 ESCO자금 운용을 위한 제도를 마련하고 정해진 예산 안에서 최대의 효과를 이끌어내기 위해 노력하고 있다. 이번 ESCO Partner 코너에서는 에너지관리 공단 자금운용실 홍순용 실장을 만나 에너지관리공단의 정부지원금 운용방안과 ESCO 활성화 정책에 대해서 자세히 알아보았다.

기업의 올바른 경영과 꾸준한 성장을 위해선 원활한 자금흐름이 필요하다. 더욱이 장기간의 경기 침체와 급변하는 금융환경의 상황에서 기업은 자금에 대한 유동성 확보 및 향후 예측력이 필요하고 체계적으로 자금흐름을 관리하여야 한다. 즉 정확한 자금흐름을 예측하여 합리적 자금조달과 운용을 실시하며 그 결과에 대한 실적 및 분석을 통해 의사결정 정보를 적시에 제공함으로써 기업 경쟁력을 강화 시키기 위한 시스템이 필요하다. 따라서 본 연구는 Cash flow 중점관리라는 효율적인 자금관리 측면의 새로운 개념의 업무 개선 방향을 정립하고 자금수지관리를 체계화 시킬 수 있는 표준 자금수지 시스템 모델을 제시하여 향후 업무 자동화 및 그룹 업무 표준화를 이루고자 한다.

Many business managers claim that treasury management is their leading concern. Managing cash flows is the center of treasury management. However, in reality, companies has experienced the difficulty in monitoring and controling this flow initiated by business transactions. To resolve this problem, Webcash Inc. developed an innovative systems called Branch Solution. Branch Solution stands in between banking systems and a company's ERP system to connect them. This system provides the company with an ability to control the financial flow in accordance with the physical flow of materials. Due to this solution many companies accomplish a high efficiency and visibility in their cash management. This study analyses a treasury management case from the perspective of supply-chain processes integration.

This study analyzed the financing ratio by operation fund financing method and their impact on management performance according to the establishment operation management entity of the medical institution. For the analysis method, ANOVA, logistic regression, and regression analysis were conducted using financial information registered with HASPA.The results of the study, The ratio of gross revenue to operating funds differed significantly depending on the establishment operation management entity. In addition, it was found that the financing ratio of each operation fund financing method was significantly related to the management results(deficit, surplus), and the impact of the operation fund financing method on management performance differed according to the establishment operation management entity. As a result, the management of operating funds of medical institutions is deemed appropriate to apply cost management first considering the ratio of revenue to operating funds, and then to utilize internal operating funds.

본 논문은 간단한 비대칭정보모형을 사용하여 자본구조의 해법을 모색하고자 한다. 본 모형의 분석에 따르면, 기대현금흐름의 크기에 대해서만 비대칭정보가 존재할 경우 부채에 의한 자금조달이 최적이며, 주식자금조달은 배제된다. 기대현금흐름의 위험에 대해서만 비대칭정보가 존재할 매는 특정한 증권의 지배현상은 나타나지 않는다. 두 가지 형태의 비대칭정보가 모두 존재하는 일반모형에서는 극단적인 주식자금조달 정책은 기각되지만 100% 부채자금조달과 50% 부채, 50% 주식 자금조달 사이의 어떤 자금조달정책도 실행가능하다. 경영자는 극단적인 외부자금조달정책보다는 안정적인 내 외부자금조달배합을 유지하려 하게 된다. 자금조달결정은 투자결정과는 분리되어 있어 비낭비적이지만, 신 구청구권자 사이에 부(富)의 이전을 초래할 수 있다. 본 모형은 왜 주식발행을 공표하면 주가가 떨어지고 채권발행은 주가에 별다른 영향을 미치지 않는지를 해명한다. 또한 추가로 검증가능한 명제들이 제시된다.

본 연구에서는 연구통합관리시스템에서 다루는 예산 및 자금관리부분을 통합재무정보시스템과의 연동할 수 있도록 시스템을 구현하였다. 또한, 연동에 따른 문제점 및 해결방안을 제시하였다. 시스템 구현을 통하여 사용자들은 중복입력 및 재무데이터의 불일치로 겪는 불편을 해소할 수 있었으며, 예산 및 자금관리의 일관성 및 효율을 높일 수 있었다.

2011년도 에너지이용합리화자금은 "2011년 에너지이용합리화사업을 위한 자금지원지침"(지식경제부공고 제2011-81호)에 근거하여 본고와 같이 추진중에 있다. ESCO투자사업 정책자금은 매월 단위로 신청가능하며 자금신청자의 공인인증서를 이용하여 에너지관리공단 홈페이지를 통해 자금추천 신청이 가능하다.
