품질보증 기술기준은 지금까지 발전소의 건설, 운영에 있어 외국 기술기준의 적용에 수반하였던 외국 기술기준상의 품질시스템인증, 공인검사, 설계문서의 인증 등 제도적 요건의 적용에 대한 문제점을 해소하고 우리나라의 법체계와 산업여건 및 관행에 맞는 제도를 정립하고자 제도의 운영에 있어 필수적이고 상세한 요건인 원자력 품질보증계획, 공인검사기관 및 공인검사원 자격 인정 및 설계문서를 인증하는 등록기술자의 자격인정에 대한 기술기준을 범위로 하여 제정되었다.

There's a controversy about an invasion of privacy which includes a leakage of private information and linking of user's behavior on internet. Although many solutions for this problem are proposed, we think anonymous authentication, authorization, and payment mechanism is the best solution for this problem. In this paper, we propose an effective anonymity-based method that achieves not only authentication but also authorization. Our proposed method uses anonymous qualification certificate and group signature method as an underlying primitive, and combines anonymous authentication and qualification information. An eligible user is legitimately issued a group member key pair through key issuing process and issued some qualification certificates anonymously, and then, he can take the safe and convenience web service which supplies anonymous authentication and authorization. The qualification certificate can be expanded according to application environment and it can be used as payment token.

정부는 지난 '97. 3 자격기본법을 제정하여 사회적 수요에 부응하는 우수 민간자격에 대해 자격심사를 거쳐 국가공인회를 추진키로 해 인터넷기술자격증의 국가공인의 길이 열려, 앞으로 예상되는 인터넷 전문인력 공급에 신뢰성을 부여할 수 있게 되어 안정적 전문인력 수요가 가능하게 되었다.

세계화의 진전으로 사실상 국가간 장벽이 없어짐에 따라, 전문직 자격에 있어서도 각국이 공통으로 적용할 수 있는 국제적 기준이 필요하게 되었고, 이에 따라 UIA는 건축사자격에 대한 국제 기준이랄 수 있는 '건축실무에 있어서의 전문성에 관한 국제기준 권장안(UIA Accord on Recommended International Standards for Professionalism in Architectural Practice, 1999)'을 발표하였다. 때마침 WTO에 의한 전문서비스분야의 시장개방문화와 함께 우리나라의 건축사제도에도 일대 변혁이 불가피하게 된 것이다. 이에 우리 협회에서는 현안에 대한 신속한 대처를 위하여 UIA와의 관계정립이 필요하다는 판단하에 UIA 회원단체로서의 가입을 추진하는 한편, 구체적인 대안마련을 위한 연구를 진행하여 '건축사자격 상호인정에 따른 대응방안(1999.9)'을 발표하였고, '한중일 건축사협의회'를 설립, 3국의 공동대처방안을 모색하는 등 지속적인 노력을 기울여 왔다. 협회 뿐만 아니라 학회를 중심으로 한 건축학교과과정의 모델연구, 건교부와 건축3단체가 참여한 '건축사자격제도 개선방안에 대한 대응방안연구(2002.12)'등을 통하여 이미 5년이상의 건축학 교육과정이 신설되었고, 건축교육인증을 위한 인증원 설립준비가 진행되고 있다. 이러한 변화는 비단 세계화 혹은 무역자유화라는 현안에 대한 대응의 필요성 뿐 아니라 궁극적으로는 우리나라 건축교육의 질을 높이고 국제기준과 동등한 건축사제도를 갖춤으로써 건축사의 자질을 향상시켜 국제경쟁력을 강화하고자 하는데 목적이 있다 하겠다. 나라마다 건축사제도의 성립 과정과 배경이 다르지만, 대부분의 나라에서 건축사제도는 건축사단체에 의하여 운영되고 있다. 우리 협회도 최근에 진행되고 있는 인증원 설립을 위한 연구에 적극적으로 참여하여 주도적 역할을 담당하고 있기에, 관련 내용을 소개하여 회원여러분의 이해를 돕고자 한다.

2017년 국제 정보보호관리체계 전문가에 대한 자격 기준인 ISO/IEC 27021 표준이 발표되었다. 이 기준을 만족하는 ISMS 전문가를 인증하기 위해서는 인증스킴과 인증기관으로 이루어지는 인증체계가 필요하지만, 국내의 인증 체계는 ISO에서 인정하는 사람에 대한 인증 요구사항을 만족하기 어렵다. 이 논문에서는 ISO/IEC 27021의 요건을 만족하는 인증된 ISMS 전문가를 배출하기 위해 필요한 사항들을 살펴보고 인증 스킴의 개발 방법과 전문가 인증 방안을 검토한다.

Recently the demand for civil bodyguards and security guards shows rapid growth. However the supply and training system have some limitations. Educational and training systems for civil body and security guards are in the basic level and private organizations trained the professional work force. University level training started recently. To protect individual life and property, body and security guards have to be trained professionally. For it the role of professional training organizations is emphasized. The purpose of this article is to analyse current situation of civil body and security guard training industry and to seek an educational model. For it, the following questions will be examined. ${\cdot}$ Do the professional training organizations meet social demand for the body and security guards? ${\cdot}$ What kind of training has to be provided for the body and security guards? ${\cdot}$ What tare the qualifications of the trainers? ${\cdot}$ What are the differences in training courses between private organizations and universities? ${\cdot}$ Is there any differences in the job placement among the trainees of private organizations and universities? In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim.

Grid web applications by standard Web technology are increasingly used to provide grid service to users as normal Web user interface and service. It is however difficult to integrate a grid security system such as Grid Security Infrastructure (GSI) into Web applications because the delegation way of standard Web security is not the same as the one of Grid security. This can be solved by allowing Web applications to get a Grid credential by using an online credential repository system such as MyProxy. In this paper, we investigate the problem that occurs when MyProxy, which assumes mutual trust between a user and Grid web application, is adapted for achieving security integration between Web and Grid, and we propose a new Grid proxy delegation service to delegate a Grid credential to the Web without assuming mutual trust. In the service, the X.509 proxy delegation process is added to OAuth protocol for credential exchange, and authentication can be done by an external service such as OpenID. So, users can login onto the Grid web application in a single sign-on manner, and are allowed to securely delegate and retrieve multiple credentials for one or more Virtual Organizations.
