The International Convention on Standards for Training, Certification, and Watchkeeping of Seafarers (STCW) outlines the qualifications that maritime cadets must meet in order to serve as merchant marine officers. Maritime English is one of the most essential qualifications for STCW, and each national authority is implementing Maritime English education that complies with national and international regulations. In this study, an English proficiency background survey was conducted to investigate the factors related to the Maritime English skills and competencies. In line with this, maritime cadets utilized the Standard Maritime English Communication Phrases (SMCP) learning platform to track their learning progress and its efficacy. This study examined the applicability of the automatic scoring platform for Maritime English education, as well as its future potential for widespread use in the maritime education field.

The purpose of this study is to use as a basic data of establishing operating Course-based National Technical Qualification(CNTQ) support program by examining the educational needs for operating CNTQ of vocational school teachers, and to contribute to the vocational school settlement of CNTQ course. To achieve those purposes, this study drew 27 tasks performed by teachers operating CNTQ. Also, it surveyed the perceived importance and the performance. The findings of this study are as follows. First, it is showed that 'selection of qualification fields and confirmation of organization criteria, organization of educational training time by competency unit, organization of subjects and establishment of competency unit operating plan by grade and semester, selection of teaching materials, implementation of education and training, establishment of evaluation plan, implementation of evaluation, re-education and re-evaluation students with grades under 40%, guidance of paper evaluation, guidance of practical evaluation, guidance of interview evaluation' are the first priority tasks in the result of the need analysis. Second, it is indicated that 'application of external evaluation, guidance to retake an exam for failure' are the secondary priority tasks. According to these results, the following conclusions were made. First, it will be more positive effects if the educational needs in the next CNTQ support program include contents of the first priority tasks. Second, it is indicated that the priority of the educational needs for tasks of operating plan stages is commonly high. In particular, the highest ranking in the result means that it is completely supported from the first step on operating course. It is expected that the program which teachers on operating the course of similar qualification fields share each operating experience is effective. Third, the priority of the educational needs for external evaluation step ranked high. External evaluation has a different level of difficulty and a form of practical evaluation output according to qualification fields, so the method of guidance has to be different. It needs the program constructed by similar fields.

This paper describes a research for improvement official approval of information processing in national technical qualification. In this paper, we analysis the contents of current exams and propose the new evaluation method of practical exam in information processing fields through grafting new trends of ICT and ability unit, fulfillment criteria in national competency standards(NCS). Also, we have verified the effect of exam through the pilot test. In the future, we will apply the new exams after the revision of guidelines for marking questions by expert group in its duty fields basis on this research

This paper describes the research aimed at improving the evaluation method of practical exams in a field of welding on a national technical qualification examination based on national competency standards (NCS). In this study, new evaluation methods of practical exams on master craftsman welding reflect the latest welding technique trends and are applied to the ability unit and the fulfillment criteria of the national competency standards. The effects are then verified through an advisory conference and demonstration evaluation. The practical exams on the master craftsman welding in the current welding field were analyzed systematically. In the future, the national technical qualification examination of master crafts welding will be applied after completing the revision of the question standards through an expert group in its duty fields based on this research.

The purpose of this study is to systematically measure the effectiveness of continuous education of librarians using the Kirkpatrick education evaluation model. A three-stage educational evaluation was conducted on 136 librarian teachers who participated in the 『Qualification training for librarian teacher level 1』 in the summer of 2022. The first stage was a satisfaction survey on the overall education, and the second and third stages were investigated before and after education, and the actual effect of education was measured by pre-post difference analysis. The second stage is learning evaluation, and the third stage is job competency improvement evaluation. As a result of the study, high measurement scores were calculated at all stages, and the before and after effect of education was statistically significant in the second stage of learning evaluation. In the third stage of the job competency improvement evaluation, the score fell after education, but it was not statistically significant. Significant results were derived from the second stage of evaluation, and future studies suggested that the evaluation model should be supplemented and that a balanced curriculum should be designed to produce valid results.

Using the 2017 and 2019 Survey on Immigrants' Living Conditions and Labour Force, we examine how the job training programs in Korea affect immigrants' labor market outcomes by applying the propensity score matching method. The results show that job training programs increase the probability of being employed by 6.4 percentage points and positively affect monthly wages. There is significant heterogeneity in the effects of job training effects across visa categories. For immigrants with work visas, the effect on the employment rate is relatively small, while the wage effect is considerably large. On the other hand, we do not find a positive wage effect for marriage migrants. Both the employment rate and the monthly wage increased through job training for permanent residents.

본 연구는 다양한 통제메커니즘이 관계의 질에 미치는 영향과 환경불확실성의 조절효과를 분석하고 있다. 국내 모 백화점의 202개 공급업체를 대상으로 한 서베이 분석결과, 위 연구문제들에 대한 해답은 명쾌하게 제시되고 있지 않다. 첫째, 관계의 질에 가장 큰 영향을 미치는 변수는 조직간 통합인 것으로 나타났다. 조직간 통합은 신뢰, 만족, 장기거래의지를 모두 증가시키는 것으로 나타났다. 둘째, 인센티브로서 공급자의 거래특유투자가 많을수록 만족과 장기거래의지는 증가하는 것으로 나타났다. 셋째, 자격제한과 감시의 주효과와 환경불확실성의 조절효과는 없는 것으로 확인되고 있다. 결론부분에서는 이상의 연구결과가 구매자-공급자간 거래에서의 통제메커니즘의 활용과 관련하여 가지는 이론 및 실제적 의의와 시사점을 기술하고 있다.

이 글은 활용 개념과 수형도를 근간으로 기술되어 온 한국어 문법 모델에 대한 대안으로 표지 개념과 모빌 구조를 제시하고 이를 바탕으로 개발된 한국어 구문분석기의 특성을 소개하고자 한다. 먼저, 조사와 어미를 독자적인 토사 단위인 표지로 처리함으로써 국부 구조의 통사 범주와 문법적 기능을 명확하고 일관되게 구분할 수 있으며, 모빌 구조는 한국어의(상대적) 자유 어순 현상을 효과적으로 기술할 수 있다. 이에 의거한 문법 모형은 언어학적 지식과 구문분석 엔진 사이의 독립성을 향상시킴으로써 향후 구문분석기의 성능 개선을 보다 용이하게 한다. 이 글에서 소개하는 구문분석기는 언어학자에 의해 구축된 지식을 이용한다는 점에서 지식기반적이라고 할 수 있는데 여기에는 동사의 하위범주화 정보, 첨어 유형정보, 의미정보가 핵심적인 언어 지식으로 이용된다. 모빌 구조에 의한 구문분석은 국부 구조를 단순화함으로써 구문적 중의성을 최소화하며, 의미정보는 주어진 술어의 논항적 자격을 검증하는 기준으로 작용하여 구문적 중의성을 감소시키고 정확한 분석을 가능하게 한다.

This paper investigates the impact of the School Library Revitalization Project of the Daegu Metropolitan City. The Project started in 2003, and by 2009 it revitalized 374 school libraries or 86% of all school libraries in Daegu. Utilizing statistical analysis and questionnaires, this research is divided into two parts. Part 1 analyzes the progress of annual budgets, facilities, collection, personnel, and the circulation data of the libraries. The other part surveys the following: the effects and the satisfaction level of the Project; the teacher's perception of the library's functions; the qualification of the libraries' personnel; the initiatives for developing the library, policy and future plans of the Daegu Metropolitan Office of Education for the libraries. Three groups participated in the survey: principals, class teachers, and teacher librarians.
