Construction of Private networks is becoming easier due to the openness of telecommunication market, rapidly developing telecommunication technology. The size of existing private networks is becoming huge which resulted in surplus of capacity of the networks. These trends will generate a problem of efficient use of "national telecommunication resources" and which ill be a factor for the structure of domestic telecommunication market which will have a big impact on the existing telecommunication carriers. Therefore, national policy of private network issues should be considered along with the national efforts for the information infrastructure, control of telecommunication market, fairness of competition, strength power of national competition. In this paper it will be suggested that the efficient policy on the issue of domestic private network, by analyzing present situation, status quo, laws, regulation and procedure for domestic private networks and comparing it with those of U.S.A, Japan, EU.apan, EU.

전기통신설비의 기술기준에 관한 규칙은 전기통신사업자가 전기통신설비에 대해 의무적으로 준수해야 하는 규정이다. 현행 전기통신설비 기술기준 규칙은 통신망 독점체제에서 전반적인 골격이 형성되어 복수 통신사업자간 자유 시장경쟁 체제를 반영하지 않고 있다. 이에 본 고에서는 현행 기술기준의 문제점을 분석하고 이를 토대로 국내 기술기준의 개선방향 및 개정내용에 대해 제시하였다.

일본의 상호접속은 전기통신사업법에 법적인 근거를 두고 설비를 보유한 특정 전기통신사업자가 설비를 보유한 다른 전기통신사업자로부터 상호접속의 요청이 있는 경우 다음의 특별한 사유를 제외하고는 상호접속을 이행토록 강제하고 있다. 특히, 1종 지정전기통신설비를 보유한 사업자(현재 NTT 동일본, NTT서일본이 각각 지정)는 고정계의 필수설비를 보유한 시장지배적사업자로, 필수설비 접근의 제한 및 지배력남용을 방지하기 위하여 강한 규제를 받고 있다. 특히, 상호접속부문에서는 LRIC에 의한 접속료 규제를 받는 유일한 사업자로 NIT가 지정되어 있는 상황이다. 반면, 2종 지정전기통신사업자(이동계 지배적사업자)와 기타의 전기통신사업자는 이러한 접속료 규제를 받기는 하지만 1종지정전기통신사업장와 같은 접속약관인가가 아닌 신고제를 적용받고 있다. 다만, 이용자들의 end-to-end 서비스의 보장을 위해 상호접속을 실시도록 하고 있다. 이에 본고는 현행 일본의 상호접속관련 규정 및 접속료 산정 guideline인 접속료 규칙을 살펴보고자 한다.

90년대에 들어서면서부터 미래원천기술 개발에 필요한 양성자원 및 중성자원의 중요성이 부각됨으로써, 이에 적합한 고에너지(수백 MeV${\sim}$수 GeV) 및 대전류(수십 mA)의 대형 양성자 가속기가 개발되어 반도체 생산, 의료장비 등 여러 분야에 널리 적용되고 있는 추세이다[1, 2]. 이에 양성자 사업단은 21세기 미래 원천기술을 개발하고 산업경쟁력을 제고하며 공공복지를 증진시킬 수 있는 양성자가속기를 개발하여, NT, BT, IT, ST등 중요 국가과학기술분야의 발전기반을 확충하기 위한 프론티어 사업목표로 하고 있으며 이에 부응할 수 있는 양성자 가속기 연구센터 건설계획을 설정하여 추진 중에 있다. 본 논문에서는 양성자가속기 연구센터 지원시설 건축설계의 일환으로 수행되고 있는 전기, 소방, 통신 및 방범설비 설계과정에서 각 설비설계시의 주요기능 및 특징에 관해 기술하고자 한다.

The one of the big issues in fixed markets is the investment of next generation networks. The nation-wide incumbent has provided the copper cable based access networks in so far. However in the future multiple providers participant in investing network in first stage of the network investment like mobile networks. Each NRA makes efforts on the resolving construction cost of civil engineering costs through the opening conduits. To smooth operation, information opening service is needed then NRAs must determined the level of opened information and cost of usage information and so on. This paper proposed the alternation of the issues to boost the investment of the next generation networks.

최근 새로운 혁신 도시의 필요성이 대두되면서 u-City 건설이 활발히 진행중에 있다. 현재까지의 u-City 구현을 위한 통신망은 기존 통신사업자의 망과는 별개로 타 망과의 매개가 허용되지 않는 독립된 망 형태를 취하고 있다 하지만, 다양한 서비스에 대한 소비자요구가 증대하면서 통합된 서비스를 제공하기 위해 망간 연계에 대한 지방자치단체들에 대한 요구가 높아지고 있다. 그 결과 자가전기통신설비 규제와 관련하여 통신사업자와 u-City를 추진하고 있는 지방자치단체들간에 의견이 첨예하게 대립되고 있는 상황이다. 이에 따라 본 연구는 u-City 구현을 위한 핵심요소라 할 수 있는 통신망 구축 및 운영과 관련된 법적/제도적 쟁점 사항을 살펴보고 관련 제도현황 및 이해관계자들의 요구사항 분석을 통해 바람직한 제도개선 방향을 모색하고자 한다.

본 논문은 현행 전기통신설비의 기술기준에 관한 규칙 제27조에서 규정하고 있는 통신사업자가 일반에 공개하여야 할 통신규약의 종류와 범위를 규명하기 위하여 연구된 내용이다. 상기 규정에 의해 주요 통신사업자들이 자신의 망에 적용하는 통신규약을 공개하기는 하나 아직까지 어떤 정형화된 내용 범위 없이 임의로 공개하고 있다. 동 규정의 제2항에서 이에 대한 범위에 대해서는 별도로 정하여 고시하도록 하고 있으며 본 연구는 그 범위를 정하기 위한 것이다. 통신규약의 범위가 넓고 다양한 관계로 그 실제적 필요성을 좇아 공개 범위를 정하기가 용이치 않으나 그 근본 정의에서부터 실제 적용 범위에 이르기까지 조사 분석함으로써 규명된 공개 범위 요소를 설정하고자 노력하였다.

According to an apartment house environment and the service provide method of major telecom operators, is providing optic-LAN service with installing the equipments of optical office center and optic distribution at MDF(Main Distribution Frame) and under-ground of apartment. therefore the distribute is deepening between service providers because of space securement to install equipments and spare pipe securement to reinstall UTP cable. These were reasons that operators leaned to subscriber collection and neglected to maintenance, in addition, insist the facilities invested by each operators is his own assets for all that in-plant of apartment house is private land. So, would not being touched by others. Accordingly, this study will search it through the field current condition examine that service's types and methods which various telecom operators and broadcast operators are providing, the current conditions of being maintained, the problems of being happened. etc. and would like to improve that the users could use the services safely by making the information & communication facilities maintenance mandatory under the regular size of apartment house circumstances through the analysis of various laws relations which are managed information & communication construction work law, telecommunication basis law, home network. etc. technical standards by the Ministry of Information and Communication and are managed housing law, construction law, the regulation related to house construct standards. etc. by the Ministry of Construction and Transportation.
