A Study on the Model of Equipment Layout Verification for Offshore Plant Maintenance Equipment Engineering (해양플랜트 유지보수장치 엔지니어링을 위한 장비 배치 검증수행모델에 관한 연구)

  • This paper is a study on validation model that can verify the arrangement of equipment constituting offshore plant using system engineering approach in offshore plant tender stage. In order to design offshore plant topside maintenance equipment, topside layout verification should be preceded. However, there are many errors in the bidding stage due to the FEED results that are not perfect, the verification can not be performed sufficiently due to the limitation of the bidding period and others reasons. Therefore, we propose a validation model that can effectively verify the equipment layout within a limited condition by simplifying the main process in the system engineering process, which is a multidisciplinary approach, and confirmed through the Functional Deployment Model. Also, we verified the validation model for topside equipment deployment through case studies.

  • Recently, construction industry demands have been changed by domestic construction circumstances such as high-technology, mega-projects, and the complexity of construction. In order to deal with the change of such a domestic construction circumstances, the Ministry of Construction and Transportation (MOCT) has introduced advanced delivery methods. However, the advantages and disadvantages of the advanced delivery methods have not been effectively applied for previous projects. The reason for this is that the "Reviewing Standard for the Large-scale Construction Bidding Method" has not reflected enough prcject characteristics when the delivery method is selected in the project planning phase. Therefore, this paper proposes the Analysis on the Impact Factors of Delivery Method for Multi-Family Housing Projects.

  • Nuritkum Square Project is a IT Complex which is being constructed in Digital Media City. The project consists of several buildings and is a Design-build, so that the systematic construction management from design to construction stage is more important for a successful project. This study introduces the practical tasks of construction management during the project and analyze some of main tasks to increase understanding construction management in the design-build project. Based on experience of construction management in this project, we examine managerial problems which frequently occur in this kind of project, and suggest how to improve construction management in Korea.

  • A construction project consists of many types of contracts. In the process of selecting the successful contractor after bidding, there will inevitably be fierce competition, which may lead to corruption or bribery. Even after signing the contract, during the period of settling the amount of the contract, bribery could occur. Such corruption could harm the development of the construction industry. It is, therefore, necessary to establish a strategy to prevent corruption by strengthening the transparency of the bidding process. In this study, to prevent corruption in the construction industry, a new service is proposed in which the successful bidder is selected by a professional third party, and the introduction of diverse delivery systems for construction projects and the invigoration of alternative methods of settling disputes are also proposed in this study.

  • 상거래의 의미가 곧 전자상거래로 대변될 만큼 전자상거래의 전성기를 맞이하고 있으며 국내도 예외는 아니다. 전자상거래방식을 기초로 하는 인터넷 경매는 경매인과 입찰자의 상호의사표현을 통한 거래를 인터넷으로 하는 것을 말한다. 인터넷 경매에 있어서 에이전트는 입찰자, 경매인, 중개인의 경매 참여자를 대신하여 업무를 대행해주거나 결정을 도와주는 소프트웨어라고 정의할 수 있다. 기존 인터넷 경매에서의 에이전트는 단순한 검색기능과 광고만을 대행하고 있고, 경매인이 물품등록을 하고자 할 때, 주관적인 가치평가에 의해 경매시작가를 결정해야 한다. 이러한 경매인의 주관적인 경매시작가는 높은 경매시작가로 인해 유찰이 되거나 낮은 경매시작가로 낙찰가가 낮아 불이익을 가져온다. 따라서 본 논문은 경매인이 등록하고자 하는 물품에 대한 사례 경매 데이터베이스의 경매기록을 기초로 경매시작가를 분석된 정보를 제공하는 경매 정보 시스템(Auction Information System)을 제안하고자 한다.

  • 전력 거래 체제에 관한 기존의 연구들은 분석의 편의를 위해 복잡한 전력 시스템을 너무 단순화하여 현실성을 좀더 반영해야 할 필요가 있었다. 본 논문에서는 양방향 입찰의 전력 도매 경쟁 시장에서 선도 계약 시장의 도입과 가격 결정 방식의 변화가 장기적으로 전력 가격의 수준 및 변동성, 그리고 발전 회사들의 이윤과 같은 시장 성과에 미치는 영향에 대해 실제 데이터를 적용한 객체 기반모형 시뮬레이션을 통하여 분석하였다. 시뮬레이션 결과, 선도 계약 시장이 도입되는 경우 전력 가격은 상승하며 투자가 활발하게 발생하고, 가격결정방식이 단일 가격에서 차별 가격으로 바뀌는 경우 전력 가격과 가격 변동성이 감소하였다.

주파수 경매제 현황 및 정책적 시사점

  • 주파수는 무선 통신 및 방송 등 무선 서비스 제공에 필수적인 매개체로서, 국가에 의해 관리되는 자원이다. 이동 통신을 중심으로 무선 서비스가 지속적으로 발전하고 경제에 미치는 효과가 커짐에 따라 주파수에 대한 수요가 급증하면서 경제적으로 희소성을 띄게 되었다. 이에 흔신 관리에 치중했던 기존의 전파 관리 체계에서 점점 경제적 가치를 고려한 시장 기반의 전파 관리 체계로의 전환에 대한 관심이 높아지고 있다. 시장 기반의 전파 관리 체계에서 주파수 이용자를 선정하는 할당 방식으로 많이 이용되고 있는 것이 주파수 경매제(auction)이다. 주파수 경매제는 주파수 수요자들의 입찰을 통해 주파수의 가격 및 이용자가 결정되는 방식으로 아직 우리나라에서는 시행되지 않고 있으나, 미국, 영국, 독일, 호주 등이 시행하고 었으며, 현재 우리나라도 도입을 검토하고 있는 단계이다. 이에 본 논문에서는 주파수 경매제의 개념 및 장단점, 이론적 배경 등에 대해 살 펴보고 주요국의 경매 정책 및 최근 경매 동향에 대 해 살펴본 후 국내 적용을 위한 시사점을 도출한다.

  • In public project market, design-build projects have been increased because of market trend change which enables technical competition. In this condition, its importance is also getting important. Generally, life cycle of design-build project consists of planning, preliminary design, procurement, contract, detail design, start of construction, construction, end of construction, and evaluation. From contractor's viewpoint, it has problems such as difficulties in project management and information sharing because of frequent change of charged division. To solve these problems, it is desirable to change from function-based management system to process-based management system. The purpose of this study is to develop management process model for design-build project by progress phases. This study analyzed main conflicts and decision making factors of each stage in design-build projects, then systemized management subjects' responsibilities and management points' change. And also this study defined the key information that is the key point by project characteristics and progress phases. Based on this analysis, this study did business process modeling from planning stage to construction design check stage. At last, we proposed the way to manage business process by design-build project progress.

  • Recently advanced nations utilize evaluation system about LCC, and KOREA begin to introduce the system to reduce construction expense. And Introducing "Technical proposal type bid" that is new government construction order mode made needs for valuation of price to evaluate facilities LCC. These days LCC is evaluated by BTL and turnkey project in KOREA, but it is suffering from difficulty in evaluation. because evaluation element and standard are indefinite. In addition LCC evaluation of public construction business except BTL and turnkey is not consisting. Therefore, in this research we present LCC evaluation Index for systematic and objective evaluation.
