Turnkey contract system is an effective ordering system for the organizations that technical engineers are insufficient in their construction projects. It is possible to reduce project duration and to improve project Quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system in our country. The results includes various methods for improving the system based on the analysis of bid price nd selection procedure.

International construction market has been depressed significantly after 2000. Exclusive techniques and advanced construction management methods are desperately in demand so as to ensure the competitiveness in unlimited competition. Although public construction delivery system has been revised several times starting with introduction of the lowest bidding system in 1951, there has been no remarkable achievement whenever new system was introduced. This study analyzed the successful stories of developed countries like Europe, USA and Japan to settle successful rating system down and vitalize the best value system in Korea, which was introduced in October 2007. We constructed the bidder evaluation system for domestic situation, and designed the evaluation tool which is useful in utilization. Since this study were analyzed on only same systems of developed countries and domestic similar cases, this study is limited to typical construction in Korea. The study of specialized rating system in the field related should be followed.

8월 판교신도시에 분양되는 중대형 평형부터 채권입찰제가 적용된다. 이 제도는 청약과열을 막고 소수의 당첨자가 독점할 수 있는 시세차익을 환수해 무주택 서민의 주거안정을 위한 주택 자금으로 활용하기 위해 도입된 것. 하지만 일부에서 이른바 '버블'이 포함된 인근 시세를 기준으로 채권액을 결정하게 되면 실분양가가 너무 높아지는 것 아니냐는 비판을 제기되고 있다. 채권입찰제의 주요 내용과 시행 효과에 대해 알아보았다.

Traditional bidding process and activities in public construction area has many problems in terms of the transparency and fairness of administration. And, it causes many expenses to suppliers. As part of the efforts to solve these problems, some public institutions developed the electronic bidding systems. But these systems have still problems in diverse aspects. Therefore, the purpose of this study is to analyze current bidding systems through literature survey, Questionnaire, contentment estimation and IDEF method to compare the result of the analysis with the developed electronic bidding systems and to suggest the improvement for the coming bidding systems. According to the survey, under present bidding system big problem is inconvenience of conducting process. Nearly all users of current electronic bidding systems were contented. When public institutions are planning new electronic bidding systems, standardization, security, law and bidding system consolidation must be applied. This study proposes an improved bidding system and described the effects through the improvements.

변동비반영시장을 운영하는 우리나라 전력시장에서 발전기의 연료비는 변동비의 핵심요소이다. 현행시장은 이미 발전기가 지출한 연료비에 대해 증빙자료를 제출하고 이에 근거한 사후평가체계이다. 따라서 실제 사용하는 연료비와 시장가격간 2개월 시차는 불가피한 실정이다. 본 논문은 회사별 연료구입실적에 근거하지 않고 국제유가 등 객관적 지수에 따라 적용시차를 단축하는 비용평가 개선안을 제시하고 있다. 변동비 구성요소를 재정립하고 각 평가방법을 서술하며 발전회사에 제한적인 연료비 입찰권을 부여하여 스스로 연료사용량을 조절할 수 있는 입찰제 도입을 제시하려 한다. 본 논문은 비용평가체계의 개선방안을 제시하고 그 세부적 방안을 설명하고, 제도도입시 유효성을 설명하고 있다.

The government introduced the technical proposal drafting system in September 2007, as a new method to stimulate technical competence among construction companies to require ingenuity, creativity, artistic sense, and high-level technology. However, an examination of instances has shown that this system has been applied only to large scale constructions worth 30 billion won or more, and not to small and medium constructions worth less than 30 billion won. This is because the evaluation criteria of the system is structured in a manner that makes it difficult to apply to small and medium constructions. This study presented methods to improve the evaluation factors, categories, and scoring scheme of the technical proposal creation system for medium to small scale constructions to be able to further apply the current system to small and medium constructions. The technical proposal evaluation criteria presented in this study was significant in that it enabled the technical proposal creation system that was mainly used for large scale constructions to be further applied to medium to small scale constructions. And it also contributes to the establishment and settlement of a new technical proposal tendering for medium to small scale constructions.

최근 정부계약제도는 하루가 다르게 변해가고 있습니다. 행정자치부에서는 지방정부출범 10년 맞이하여 지방자치단체의 특수성과 성격을 반영한 「지방자치단체를 위한 계약에 관한 법률」을 제정하여 올해부터 본격적인 시행에 들어갔으며, 국가계약제도 역시 정부가 추진하는 건설산업 경쟁력 강화 및 선진화 사업과 맞물려 최저가낙찰제도 확대, PQ 및 적격심사 제도의 개편, 각종 계약관련 하위 규정 통폐합 등 계약 및 입 · 낙찰제도 전반에 걸친 개편작업이 추진되고 있습니다. 본지는 이러한 정부계약제도의 급격한 변화의 흐름과 발맞추어 평소 회원사들로부터 자주 질의를 받았던 내용을 중심으로 정부시설공사입찰실무에(전문공사 50억 미만 적격심사 중심) 대한 내용을 3회에 걸쳐 게재 할 예정이오니 업무에 많은 활용 있으시기 바랍니다.

Auctions have been traditionally used to find the current price of goods when little is known about their true value. A special auction methodology, called a 'simultaneous multiple round auction', is available to auction radiofrequency spectrum where all lots are simultaneously on of for over multiple rounds of bidding. This type of auction is especially useful when there are lots that are of essentially equal value and substitutable, except that different bidders may prefer different combinations of lots. By using multiple rounds, a bidder has the opportunity to gather information concerning the value of individual lots and can change strategy by shifting the bidding to another preferred combination if one combination becomes too expensive. Information is released in three main ways during an auction: Bidder Status; High Bids; and Bandwidth Value.

전력거래소에서는 수요관리에 대한 지원금을 수요측의 입찰제도를 통하여 결정하는 시범사업을 실시하고 있다. 본 논문은 수요입찰에 의한 지원금의 결정에 관여하는 급전계획 프로그램에 대한 내용을 기술하고 있다. Scheduling 프로그램은 수요의 비선형 특성을 고려하기 위하여 혼합정수계획법(MIP)을 이용하여 작성하였으며 효용성을 입증하기 위한 사례검토를 수행하였다.
