Condition of Use on Management Support System of Private Forest by Forest Ownership Type - Focus on subjects of Sincere forest manager, Forest successor and Forest owner - (산림 경영주체별 사유림 경영 지원제도의 이용실태 - 독림가, 임업후계자, 일반산주를 대상으로 -)

  • This study was conducted to contribute to propose the improvement by looking into the use of private forest support system and then analyzing the status of support system and problems among forest owners. The study result showed that the recognition of private forest support system was 57.8% in sincere forest managers and 47.6% in forest successors, but only 17.6% in forest owner. The application experience was 79.2% in sincere forest managers, and 58.6% in forest successors, but 28.6% in forest owner which was significantly low as was shown in the recognition. Response on 'not knowing the support system' as the reason they were not able to ask for support was 36.1%, 43.0%, 78.6% in sincere forest managers, forest successors, and forest owner respectively in that order, which were the same results with the recognition. In the contrast, the effects of support for private forest management were higher in forest owner than sincere forest managers and forest successors, and overall level of satisfaction was also 28.5% in sincere forest managers and 36.8% in forest successors and 41.5% in forest owner. It turned out that forest owner who had somewhat low numbers of application had rather high satisfaction on overall management. Therefore, in order to attract active forest management from forest owner who take up most of forest owners in South Korea, the recognition on private forest support system is needed to improve and the local government and the Forestry Association should come up with active plans for public relations and support.

A Study on the Assessment of Standard Wage System for Forestry Workers in Korea (임업기능인 임금조사를 통한 직종별 기준임금 산정에 관한 연구)

  • Working in the forest would require a wide range of skills and experience for specific tasks which involve with a high level of risks to worker's safety. However, there has been a concern on the current standard wage system for forest workers because it does not effectively reflect the characteristics of typical working conditions in the forest. In addition, the current standard wages for forestry workers was estimated based on the construction industry's wage system. Therefore, the purpose of this study is to assess a current wage system through the mail survey method and to develop a new wage system for forest worker which effectively reflects skill sets and experience required for successful completion of the work in the forest. We mailed the survey questionnaire consisting of 19 questions to 659 forest workers and received 188 responses resulting in a 28.5% response rate. The results showed that the current average optimal wages of forest worker, special worker and feller were 97,680won/day, 127,559won/day and 152,403won/day, respectively though there were variations depending on the regions. In developing the new standard wage system, this study suggest the current work types(worker, special worker and feller) could be divided into 5 work types (forest-environment workers, forest operations in beginner, forest operations in intermediate, forest operations in advanced and forest equipment operator) reflecting specialty of forest operation thereby stabilizing the new wage system for forest workers.

A Study on the Concept Definition and Institutional Foundations of Local Forestry Using the Delphi Technique (델파이 기법을 적용한 지역임업 개념의 정의와 제도 기반에 관한 연구)

  • In the face of complex crises such as a shrinking society, regional imbalance, and climate change, there is a need to seek sustainable development in local communities. In the forest sector, attempts are being made to link forest resources with local industries. However, the current support system, which is centered on the central government, has limitations in achieving sustainable forest management. On the other hand, the international community is actively promoting a shift in systems by introducing the concept of local forestry, which emphasizes local initiatives to achieve sustainable forest management. However, in the Republic of Korea, the concept of local forestry is still unclear, which hinders the promotion of a paradigm shift. In this paper, we applied the Delphi technique to conduct three surveys of 29 academics, administrators, and field experts in the Republic of Korea. The aim was to define the concept of local forestry that is suitable for domestic conditions and identify institutional measures to establish and revitalize it. The results showed that local forestry can be defined as a broad concept that is both consultative and systemic in nature and that an institutional approach that supports actors and their activities is necessary to revitalize local forestry.

산지 규제 완화 약인가, 독인가

  • 산림청은 올해부터 산지에 대한 개발 및 이용규제 등을 대폭 완화한다는 계획이다. 산지 개발 및 이용에 관한 권한을 지방자치단체에 대폭 이양하는 등 산지 규제를 완화해 지자체와 기업, 임업인들에게 도움이 될 수 있도록 하겠다는 것. 이에 대해 그동안 산지를 마음대로 활용할 수 없어 고민하던 임업인과 지자체들은 환영하는 분위기다. 하지만 지금까지 정부가 강력한 산지규제 정책을 시행해왔어도 골프장, 공장 건설 등으로 산지훼손이 심각한 것으로 나타나 이번 산지 규제 완화에 대한 우려의 목소리도 있다. 산지규제 완화 정책과 이에 따른 효과 및 문제점은 무엇인지 살펴본다.
