Mission-oriented Innovation Policy and Korea's Social Problem Solving Innovation Policy: a Case Study ('임무지향적 혁신정책'의 관점에서 본 사회문제 해결형 연구개발 정책 - '제2차 과학기술기반 사회문제 해결 종합계획' 사례 분석 -)

  • This study examines the social problem-solving R&D policies from the perspective of 'Mission-oriented innovation policy'. To this end, we analyzed the 'second science and technology-based social problem solving plan' in terms of civil society's participation, securing the government's dynamic capabilities, and government's risk investments. The plan introduces an institutional framework for civic participation for social problem-solving innovation, strengthening R&D program coordination and integration, and new innovation ecosystem formation. However, there is a need for a concrete program to overcome a path dependency of existing activities. Otherwise new institutions are likely to be formalized. In addition, in order to derive risk investment, it is necessary to integrate innovation policy with social policy fields such as community care and climate change. It is necessary to establish an policy process that combines the agenda of social policy beyond with R & D policy, and to forms a platform for problem solving, integrates various technologies, industries and resources.

  • This study is a review paper on the contents and policy direction of the 'Transformative regional innovation policy'. The transformative regional innovation policy is a policy that develops countermeasures against climate crisis, aging, and polarization with a vision of system transformation from the perspective of local residents. The structure of the study is as follows. First, it deals with the characteristics of transformative regional innovation policy theory, which is distinguished from existing regional innovation policies. Next, studies related to major elements of transformative regional innovation policies, types of system transformation, and industrial formation are reviewed. The elements that differentiate the transformative regional innovation policy from existing policies are summarized and issues to be addressed in order to develop future discussions are drawn.

  • This article discusses the innovation activities of firms that aim for system transformation from the perspective of 'Transformative Innovation Policies'. Here, for the sustainable transformation of our society, a firm that finds the 'purpose' of business activities in solving social problems and implements a new business model is defined as a 'transition-oriented firm'. The main characteristics of a transition-oriented firm are examined in terms of 1) transition vision and mission setting, 2) business model innovation for transition, 3) network formation for system transition, and 4) securing legitimacy of transition. And through case studies, the approach, significance, and limitations of the transition-oriented corporate innovation theory are discussed. The case study is from a Eisai Korea, which aims for an integrated prevention, treatment, and care system centered on residents and citizens.

사회문제해결형 R&D 활성화를 위한 출연연 현황과 과제 : ETRI를 중심으로

  • 과학기술의 사회적 역할과 책임 확대, 기술개발을 통한 실질적인 문제해결이 강조되면서 국가 사회적 문제해결과 국민생활 전반의 삶의 질 제고를 위한 R&D 정책과 관련 사업에 대한 투자가 확대되고 있다. 정부가 사회이슈 해결을 위한 과학기술의 정책적 지향을 명확히 하면서, 출연(연) 역시 기존의 경제성장 견인과 성장동력 창출 중심의 기능에서 사회문제의 선제적 해결과 공공성 확장을 위한 출연(연)의 역할 수행을 요구받고 있다. 출연(연)은 공적임무 기반을 확대함으로써 국민들의 삶의 질 제고에 실질적으로 기여하겠다는 실천방안을 제출하는 등 다양한 모색과 자생적 혁신을 꾀하고 있으나, 연구자 연구현장의 수용성 문제와 출연(연)이 갖는 여러 특성과 맞물려 기대에 부합하는 변화의 폭과 속도를 내지는 못하고 있다. 본 발표에서는 출연(연)의 R&D환경과 사회문제 해결형 연구사업 현황을 살펴보고, 사회문제 해결을 위한 ETRI의 추진내용과 연구자 기술공급 중심의 경향성을 보완하기 위한 노력들을 소개하였다. 또한 출연(연)의 특성을 기반으로 전략적 투자와 효율적 운영, 성과의 확산 측면에서 사회문제 해결형 R&D 활성화를 위한 시사점을 제시하고자 한다.

A New way of the Measuring of Innovative Growth: Growth Accounting Model vs Schumpeterian Technological Change Model (혁신성장 측정에 관한 연구: 성장회계모형 vs 슘페테리안 기술변화 모형)

  • This paper provides a new method of measuring the degree of technological progress which contributes to real economic growth based on Schumpeter's Trilogy. Using Microdata of Statistics Korea, the results of measuring and comparing the actual growth contribution of technological progress during the period 2003-2018 by the total factor productivity growth rate(growth accounting method), the R&D investment contribution rate, and the Schumpeterian innovation growth rate, respectively are as follows. First, the measurement of the real growth contribution of technological progress by the growth rate of total factor productivity and the growth rate of Schumpeterian innovation shows contradictory results. Second, when the growth rate of production is in a decreasing trend, the difference between the growth rate of production and the growth rate of total factor productivity increases compared to when it is in an increasing trend. Conversely, when there is an increasing trend, the difference between the growth rate of production and the growth rate of total factor productivity becomes smaller compared to when it is in a decreasing trend.. Third, the technological opportunity that affects the innovation growth rate, i.e., the contribution of R&D incentives to innovative growth is only 3.3%. The reason why this result is different from the existing perception of the contribution of technological progress to growth is that different entities are being measured while measuring the same term of technological progress. Therefore, the growth rate of total factor productivity should be used to measure macroeconomic efficiency, R&D investment should be used to measure the effectiveness of new technology supply, and the Schumpeterian innovation rate should be used to measure the economic impact of technological progress. The policy implications of the research results of this thesis are as follows: ① Transition from a policy of one-sided technology supply to a policy of convergence of technology supply and new technology demand support, ② Mission-oriented R&D policy and R&D policy that links national R&D with private R&D, ③ Reclassification of capital goods reflecting the degree of new knowledge.
