  • The Operational Mode Summary/Mission Profile(OMS/MP) is a document which describes how a system or training device will be used in wartime and/or peacetime at the time it is field with focus on the future. OMS/MP is also typically used for the RAM goal setting in an early phase of weapon system development. This paper provides OMS/MP and RAM goal of the Next-MILSATCOM which is following military satellite system after ANASIS. We propose operational concepts, user-side OMS/MP model and RAM goal.

  • This paper describes a basic process of reliability analysis in shipped guided weapons. The OMS/MP provides originating data for RAM analysis. However, The process of reliability analysis is often done with an insufficient understanding of OMS/MP. This work proposed the improved reliability analysis process with Relax. It is shown that the process is applicable to shipped guided weapons.

A Study Techniques of OMS/MP Generation Using War Game Simulation (모의분석을 통한 OMS/MP 산출기법에 관한 연구)

  • This study proposes an OMS/MP preparation methodology using a simulation method instead of a survey method. We applied our methodology to the next generation detection radar, providing reasonable peace- and war-time OMS/MP values. Based on these results, we propose the process to calculate RAM objective values. The previous survey method required to supplement its method since the method used data from a similar weapon system. In addition, the previous method didn't provide enough reliability for the future weapon system. Instead of using the previous survey method, we propose to use war game simulation, which provides a better OMS/MP values. Based on these results, we propose the logical consecutive process that prepares combat and simulation scenarios, peace- and war-time OMS/MP values and RAM objective values.

  • The following study, as the importance of military role in a national disaster is emerging as a part of comprehensive security, there has been a number of elements of social disaster-related support in support of each type of national disaster aimed to improve the military's role towards comprehensive security but there has been no regular study of this topic. The point of this study is to analyze various aspects and hardships during the mission and improve the effectiveness of future support missions by observing and interviewing the military personnel which substituted the role of train drivers in the Seoul Metro in 2016, when the Korean Railroad Corporation [KORAIL] Workers Union was on strike [72 days] which is the longest period of a national disaster requiring military assistance.

  • 최근 CNN(Convolutional Neural Network)은 영상 분류, 객체 인식 등 다양한 비전 분야에서 우수한 성능을 보여주고 있으나, CNN 모델의 계산량 및 메모리가 매우 커짐에 따라 모바일 또는 IoT(lnternet of Things) 장치와 같은 저전력 환경에 적용되기에는 제한이 따른다. 따라서, CNN 모델의 임무 성능을 유지하연서 네트워크 모델을 압축하는 기법들이 연구되고 있다. 본 논문에서는 행렬 분해 기술인 저계수행렬 근사(Low-rank approximation)와 CP(Canonical Polyadic) 분해 기법을 결합하여 CNN 모델을 압축하는 기법을 제안한다. 제안하는 기법은 계층의 유형에 상관없이 하나의 행렬분해 기법만을 적용하는 기존의 기법과 달리 압축 성능을 높이기 위하여 CNN의 계층 타입에 따라 두 가지 분해 기법을 선택적으로 적용한다. 제안기법의 성능검증을 위하여 영상 분류 CNN 모델인 VGG-16, ResNet50, 그리고 MobileNetV2 모델 압축에 적용하였고, 모델의 계층 유형에 따라 두 가지의 분해 기법을 선택적으로 적용함으로써 저계수행렬 근사 기법만 적용한 경우 보다 1.5~12.1 배의 동일한 압축율에서 분류 성능이 향상됨을 확인하였다.

A Study on an Operational Availability Computation Model for Weapon Systems (무기체계 운용가용도 산정 모델에 관한 연구)

  • In this study, we propose the operational availability computation model that can be used on the weapon system's requirement planning phase. The proposed model consists of the time parameters of Ao(Operational Availability) for a system and each time parameter's estimation method. The time parameters for Ao computation are TT(Total Time) and TDT(Total Down Time). The time parameters are defined by considering OMS/MP(Operational Mode Summary/Mission Profile) elements. TT is a calendar time as a specific mission time at wartime or one year at peacetime. TDT consists of TPM(Total Preventive Maintenance time), TCM (Total Corrective maintenance time), TALDT(Total Administrative and Logistics Down Time). Then the estimation method for these time parameters are presented by the weapon systems types.

  • Global path planning for autonomous driving of unmanned ground vehicle is essential. When setting global path planning, its accuracy and effectiveness is increased if useful information such as terrain type of driving route has been reflected on global path planning. As a method to reflect the terrain type, there is a method to perform global path planning by applying the weight to each terrain type. At this time, how to assign appropriate weights corresponding to the terrain type is more important than anything. In this paper, we proposed a method to determine the weight for terrain type that may affect the results of global path planning. Moreover, we presented effective operation method and design results(GUI) to check the possibility of the use of the proposed method.

무인항공기(드론) 사고의 법적책임 연구

  • 조종사가 탑승하지 않고도 지정된 임무를 수행할 수 있도록 제작된 무인항공기(드론)가 다양한 장비(광학, 적외선, 레이더 센서 등)를 탑재하여 활용되고 있다. 지금까지는 국가안보 유지 수단으로서 감시 정찰 정밀공격무기의 유도 등의 임무를 수행하여 왔다. 최근에는 민간부문에서도 다양한 용도로 활용되고 있어서 정부(국토교통부 산업통상자원부)는 무인항공기의 국내경제발전의 파급효과를 인지하고, 세계 무인항공기시장에서 우선순위를 선점하기 위해 투자확대를 기해 왔다. 무인항공기시장이 산업발전과 고용촉진에 도움이 되어 국내경제에 긍정적인 효과가 많다고 하더라도 무인항공기의 안전운행을 담보할 다양한 법적 제도적인 장치의 마련이 필요하다. 따라서 무인항공기로 야기되는 다양한 유형의 사고를 검토하여 이에 대한 법적 책임에 대한 분석이 필요하다. 무인항공기의 사고는 운영자의 운영상의 과실로 인한 사고도 있고 무인항공기 자체의 결함으로 인한 사고도 발생할 수 있다. 또한 운행자의 고의과실로 인한 타인의 권리(프라이버시권 등)를 침해하는 경우나 무인항공기끼리의 충돌사고도 발생할 수 있다. 이러한 사고로 인한 책임은 민사책임으로서 대부분 지상 제3자에 대한 생명 신체 또는 재산상의 손해배상책임이다. 이러한 책임을 규율하는 국제협약으로 로마협약이 있지만 체약국이 없기 때문에 국제협약으로서의 역할을 못하고 있다. 따라서 현재로서는 각국의 국내법에 의하여 해결될 가능성이 많을 것으로 생각된다. 무인항공기 운영자의 과실로 인한 사고는 민법이나 상법이 적용될 수 있고, 무인항공기의 제작결함으로 인해 사고가 발생하였을 경우와 시스템의 오작동으로 인해 사고가 발생하였다면 제조물 책임을 물어야 할 경우도 있을 수 있다. 이러한 법적 쟁점에 대한 검토를 통하여 무인항공기 공급과 활용의 확대로 인한 다양한 사고발생과 책임범위를 명확히 하여 사고당사자들의 책임관계를 인식시키는 것이 필요하다.

  • Operational Mode Summary/Mission Profile(OMS/MP) is a document to quantify the operational and maintenance requirements based on the future operational environments and its mission and How to Fight concept in the development of the weapon system. It is important as a key document for the RAM goal setting in the early phase of weapon system development. The paper presents a systematic and practical submarine OMS/MP model processes with a deep analysis of relevant case studies and current status domestic and abroad. Especially, it proposes the unique Scenario Planning and Switch on List techniques with real case studies which have recently performed. The paper will contribute not only the basis of improved requirements for the development of weapon system but also the sustainment of readiness with the enhancement of RAM and reduction of total life cycle cost.

A Study on Establishing OMS/MP and Target RAM Values of SONAR Using Field Data of Similarity Equipment (소나체계의 OMS/MP 설정과 유사체계 운용실적 분석을 통한 RAM 목표값 설정 방안 연구)

  • In this research, items and contents of SONAR were derived from investigation of OMS/MP of previously-operated submarines and domestic and international references related to weapon system. Such items and contents were established in detail and were categorized into four separate groups after consulting system design experts and specialists in the field of SONAR's operation. Ultimately, based on wartime and peacetime scenario and operation concept of SONAR, RAM values were obtained through various methods using submarine-operating records and maintenance records for the past eleven years.
