'주5일근무제(이하 '주5일제')와 도서관'이 왜 지금 이 시점에 우리 도서관계의 이슈가 되고 있는가. 왜냐하면 지난해 9월 근로기준법이 개정되면서 이제까지는 자율적으로 실시해오던 주5일제가 앞으로는 반드시 지켜야 할 제도가 되었으며, 그 시행 시점이 바로 2004년 7월이기 때문이다. 7월이라면 이제 얼마 남지 않았는데 도서관계의 논의는 과연 어느 단계에 와 있는 것일까. 우리 "도서관문화" 편집팀은 이번 4월호에서 "주5일제와 도서관"을 두고 우리 도서관계 현장에서 지난 몇 년간 무엇을 고민해왔으며 또한 그 고민을 해결하기 위해 현재 어떤 대비책을 마련하고 있는지를 알아보고자 한다. 이번 시도가 도서관계의 주5일제 대비 방안 마련의 기초적인 자료가 될 수 있기를 희망한다.

Japanese colonial library policy was to interfere with the library activities by Korean leaders to enlighten Korean people as a form of independence movement, and through the government library to colonize Korean people into Japanese culture. This study investigates and analyzes the background of foundation and activities of the Taegu Burip Library which was officially founded first in Korea by Japanese colonial government. It tries to find the hided intention of the Japanese colonists to establish the libraries in Korea as a part of their colonial policy.

광복 52돌을 맞았지만 아직도 일제에 의한 강제징용.징병.정신대 피해자들의 진상파악과 보상은 이뤄지지 않았다 최근 친일 문제를 다룬 자료집과 연구서, 일제에 희생당한 위안부들의 철저한 증언집이 나와 끝나지 않은 일제청산의 문제를 환기시키고 있다.

우리나라에서 본격적인 수문조사와 하천조사가 실시되기 시작한 것은 1910년대 일제 강점기라고 할 수 있다. 이 시기에는 근대적인 기술에 의해 전국적인 수문관측망이 구축되었고, 외국에서 개발된 각종 계측장비가 설치되었다. 또한 유속계가 도입되어 하천에서 유량측정이 시작된 것도 이 시기이다. 본격적인 하천개수공사도 이 시기에 시작된다. 오랫동안 자연상태로 유지되어 온 하천에 직강화 공사가 대대적으로 실시되고, 홍수피해 방지를 위한 대규모 제방 사업이 시작된 것이다. 이에 따라 일제 강점기에 하천에 관련된 많은 변화가 발생하였고, 지금까지도 그 영향이 지속 되고 있다. 일제 강점기에 이루어진 우리나라 수문조사 및 하천공사의 역사에 대해서는 거의 알려진 바가 없다. 불과 몇 권의 문헌만이 알려져 있고, 이마저도 일본어로 작성되어 있음으로 인해 자료의 분석이나 활용이 이루어지지 못했다. 또한 일제 강점기라는 특수성으로 인해서 이 시기에 이루어진 하천관련 사업은 관심의 대상이 되지 못하였다. 그러나 비록 일제 강점기에 일본인들의 주도로 이루어진 하천사업이지만 우리나라 땅에서 이루어진 우리의 역사라는 점에서 이 시기에 이루어진 하천 관련 사업에 대한 자료의 발굴, 분석 등은 매우 중요하다고 판단된다. 본 연구에서는 일제 강점기에 발간된 수문조사, 홍수피해 조사, 하천조사, 공사연보, 조사연보, 논문 등을 발굴하여 분석하였다. 이 시기에는 조사에 대한 방대한 사업이 이루어져서 조선하천조사서, 수력조사서 등의 문헌이 발간되었다. 또한 1925년, 1934년 등 이 시기에 발생한 대홍수에 대해서 다양한 형태의 조사보고서가 발간되었고, 매년 하천공사나 수문조사 결과를 담은 연보가 발간되었다. 한강, 낙동강, 대동강에 대한 홍수예보를 위한 논문도 이 시기에 작성된 바 있다. 본 연구에서 발굴한 이와 같은 문헌은 모두 100여건에 이른다. 이 시기에 작성된 문헌들은 수문조사나 하천과 관련해서 중요한 정보를 담고 있다. 1911년부터 시작된 수위 및 유량측정에 대한 상세한 방법과 결과, 연도별 수문조사 결과, 하천 직강화 이전의 하천형태, 연도별 하상변화 내역, 대홍수시의 범람상황, 하천별 개수공사 내역, 하천공사와 관련된 각종 통계 등이 사진, 그림, 도표 등의 형태로 작성되어 있어 있다. 본 연구에서는 이와 같은 자료를 분석하여 정리하였다. 본 연구에서 분석한 일제 강점기의 수문조사와 하천에 대한 내용은 향후 하천복원, 수문통계 작성, 하천공사 등에 유용하게 활용될 것으로 판단된다.

This study attempted to analyze the deposit stations in Japanese Colonial Era of Korea. To do this, this study reviewed the related literature such as articles, records, statistics, books and reports selected from databases, archives and libraries. The deposit stations were categorized by the colonial governmental bodies that included the central and local governments, by the non-governmental bodies that included the quasi-public organizations, the anti-Japanese organizations and the others and religious organizations and by the public libraries. These deposit stations were analyzed according to the time and purpose of establishment, the audience and area of the services, the ways of the services and the theme and quantities of the collections. Finally, the study could find that the deposit stations were widely adopted to supplement the lack of a library infrastructure by various administrative bodies and non-governmental bodies in Japanese Colonial Era of Korea.

일본의 휴일은 52일, 구미의 휴일은 120일인 것 같다. 그것은 주휴 2일제이냐 아니냐에 달렸다. 일본의 타이어계도 목하 이것을 진지하게 고려, 일부에선 실시에까지 이르렀다. 그리고 74년에는 토요일에 한하느냐 어떠냐는 고사하고 주휴 2일제는 본격화의 양상을 띠울 것이다. 여하튼 과중한 동노운운하고 있을 시대는 아니다. 그렇다고는 해도 판매점단계에는 아직 허다한 문제가 있을 것같다.

우리나라는 지난 반세기 동안 6ㆍ25전쟁과 무분별한 국토의 개발로 인하여 문화재가 많이 파괴되고 유실되는 피해를 입어왔다. 한번 손실된 문화재는 기존 데이터 없이는 완전복구가 어려운 실정이지만, 이러한 문화재의 복원을 위해서 오늘날 아직도 일제시대의 지적도를 아무런 검증 없이 사용하고 있는 것이 현실이다. 또, 일제시대 지적측량의 기술상의 착오, 지적도면의 신축에 따른 오차를 무시하고 고분의 복원작업에 그대로 사용하고 있다. 따라서, 본 연구에서는 TS를 이용하여 일제시대의 지적도와 현재의 현황측량을 바탕으로, 일제시대의 지적도가 오늘날에 와서 고분들을 복원할 때 얼마나 이용가치가 있는지 판단 할 수 있는 토대를 만들기 위함이고, 또 과거와 현재의 자료를 비교 분석함으로써 역사적 사실을 알 수 있는 기초 자료기반을 구축하는데 있다.

This research is to analyze reasons for violation of the Self Carfree day policy. It also analyzes satisfaction of the policy participation incentives. The results are that the violation rate is increasing if the drivers live in a zone which is highly energy consuming, which has low potential demand per bus stop and low trip generation per number of houses, which therefore requires more bus routes and bus services, and in which the drivers pay more car operating fees and show less tendancy towards participation even with the 5-10% oil price increase. The results are significant at the 0.05 level.

This study aims to review the socialist news magazines between 1925 and 1936 under the Japanese regime, then to analyze how they published and how they managed the branch. The socialist magazines appeared legally and officially right after the 3 1 movement when the ownership and publishing of newspapers and news magazines was partially allowed. However, there were many obstacles because the permission by the Japanese regime was a result of deceptive cultural policy. The Japanese government more sensitively responded to the socialists' related news stories rather than other types of publications. Due to over-censorship and financial difficulty, the life time of most socialists' news magazines was very short. However, these news magazines did play an important role to disseminate socialism. In doing so, because the news magazines were a part of social movements, the delivery network was also maintained based on social movements.

The first purpose of this study is the verification of hypothesis on Abies holophylla planted as a guardian for Japanese. Second, the purpose of this study is on Abies holophylla planted in the historic sites for anti-Japan fighter. Japan planted Abies holophylla to honor the god of Suwataisha that took care of the Jingu-Kogo's Conquest of Samhan(Three Kingdoms). The fact that Abies holophylla was planted in the historic sites for anti-Japan fighter such as General Gwon Yul, Yi Sun-Shin was investigated. The hypothesis that Abies holophylla was planted as a guardian for Japanese was verified through survey on the pictures of Abies holophylla in Japanese temple, public sites, company of nursing the saplings, commemorative tree of governor and the judgment of Abies holophylla damage incident. Further studies should focus on the intention of planting Abies holophylla by Japan. Researcher should discuss Abies holophylla planted in the historic sites for anti-Japan fighter because old big trees will be respected.
