The purpose of this study is to investigate the importance and validity of the unified policy of the administrative system for the public library through the analysis and evaluation of the outcomes and plans about the policy on the first and second Comprehensive Library Advancement Plan. In addition, this study seeks to the strategies for the public library administrative system unification by reviewing the issue details of the unification strategies. The first Comprehensive Library Advancement Plan was found to be just proclamatory without concrete and practical results through its performance analysis. The policy tasks were evaluated to lack in feasibility and specificity in the second Comprehensive Library Advancement Plan which was performed on a group of library professionals. Policy decision to determine who would be responsible for the unification into the local government was found to be valid by the results of previous research findings, policy evaluation by experts and in-depth interview survey for field practitioners. Substantial and detailed action-oriented strategy rather than bluffing and macro policy is necessary for the unification of the library administrative system. It is because we have found there exist significant issues in terms of unified approach, structure of the organization, personnel transfer and grade adjustment, property transfer, etc. through the analysis.

Our study researched on unification of KS I ISO standard harmonized with ISO and Official Test Method enacted by Korean Ministry of Environment-drinking water and indoor air quality. We reviewed KS methods related to drinking water and indoor air quality for about 23,000 KS methods. KS methods related environmental field are classified as KS I, total 635 methods and 583 KS I methods were harmonized with ISO. For Environmental Standard methods for drinking water, 100 methods were reviewed according to 232 KS methods related to ISO/ TC 147 "Water Quality". Environmental Standard methods for indoor air quality were reviewed according to 95 KS standard methods related to ISO/TC 146 "Air Quality". By reviews and comparison tests for unifiable ES for drinking water and indoor air quality with KS methods harmonized with ISO, it was evaluated that for 100 ES methods for drinking water, 23 ES methods were unification complete, 29 ES methods were unification possible, 12 ES methods were unification impossible, no corresponding methods were found in KS I ISO for 36 ES methods and for 17 ES methods for indoor air quality,1 ES methods were unification complete, 3 ES methods were unification possible, 3 ES methods were impossible, no corresponding methods were found in KS I ISO for 10 ES methods.

가스보일러의 소비효율 일원화 여부를 가늠할 수 있는 연구 결과가 다음달 발표될 예정인 가운데 관련 업계가 실익 계산을 위한 주판알 튕기기에 한창이다. 현재는 일반 보일러와 콘덴싱 보일러가 별도의 에너지소비효율제도를 적용받고 있는데 두 보일러를 통합한 단일 적용 방식으로 바꾸는 것에 대한 타당성 연구 작업이 가스안전공사에서 진행중이다. 하지만 소비효율 등급이 일원화될 경우 고효율 에너지 기자재 인증 대상에서 보일러가 제외될 것으로 알려지면서 이와 관련한 관련 업계의 계산이 복잡해지고 있다.

The 21st century is the era of knowledge and information, and also the age of education and culture. The importance of a public library, which stands in the center of the stream of the times, cannot be overemphasized. A public library is a reservoir of learning and culture as a base camp for achieving a creative economy and the flourishing of our culture. Many problems are caused with the promotion of unification of a public library administrative system coming to the fore as a large issue of library communities in poor surroundings where the public libraries don't observe the library laws and rules bottom of such a reservoir is splintered by drought, and its embankment is not solid. Accordingly, this study is aimed at suggesting the improvement plan by analyzing all arguments and problems in relation to the promotion of the administrative system unification of a public library. For this purpose, first, the study considered the developmental process of the discussion about public library unification; secondly, the points at issue and problems in public library unification are reviewed; finally, this study arranged and suggested the improvement plan related to public library unification.

본 연구에서는 국가수자원관리종합정보시스템(WAMIS), 물정보시스템, 통합홍수예보시스템에서 각각 독립적으로 사용되는 수문자료를 통합, 일원화하기 위한 방안을 연구하였다. 각 시스템의 데이터베이스는 수문자료 일부분 혹은 전체를 어느 한 시스템에서 다른 시스템으로 복사 및 이전하여 당시의 기관별 혹은 시스템별로 운영목적에 맞게 관리, 활용되어 왔는데 이들 데이터베이스에는 동일한 내용의 수문자료가 시스템별로 운영되고 있어 자료의 일치성과 관리의 일관성, 관련 시스템간의 연계성, 그리고 향후 정보의 확장성을 고려할 때 이들 개별 수문 데이터베이스 자료를 통합 및 일원화하고 관련된 응용시스템은 통합된 데이터베이스의 자료를 공유하는 형태로 구성할 필요성이 있었다. 그리하여 물관리정보 실무협의회에서 심의 확정된 물관리정보 표준을 기초로 하고 관계되는 물관련시스템과 공동활용 및 상호연계를 위해 국가수자원관리종합정보시스템과 물정보시스템, 통합홍수예보시스템의 수문자료를 통합 및 일원화하여 표준수문 DB 구조에 적용시킴으로써 자료의 일관성 및 확장성을 확보하고 물 관련 시스템과의 효율적인 연계 및 관리를 위한 수문종합정보 기반을 구축하고자 하였다.

우리나라는 1993년 포항에 최초로 해상교통관제시스템을 최초 도입하여 현재 항만VTS 15개소와 연안VTS 5개소 등 총 20개의 관제센터를 운영하고 있다. VTS에 대한 시행부처는 허베이 스피리트호 오염사고, 세월호 사고 등 대형 사고가 발생할 때마다 변경이 이루어져 왔다. 현재는 해양경찰청에서 VTS 운영에 관한 전반 업무를 수행하고 있다. 하지만, VTS 소관 법령은 해양수산부가 관장하고 있으며, 항만VTS의 경우 같은 업무를 수행함에도 해양경찰청 일반직공무원과 해양수산부 파견 일반직공무원으로 소속이 나누어져 있으며, 연안VTS는 대부분 경찰공무원이 업무를 수행하고 있어 소속과 신분에 있어서 일원화 되어 있지 않은 상황이다. 일원화되지 못한 소속 및 신분은 인력관리, 사고대응력, 관제역량 강화에 제한이 되고 있다. 이에 본 연구에서는 VTS 업무를 효율적으로 운영하기 위한 방안을 검토하기 하고자 한다. 이를 위해 내 외부의 환경을 분석하고 소속 및 일원화의 장단점을 분석하였다.

수의.축산인과 100만 양축농가의 숙원과제인 축산물위생처리법이 '97년 12월 정기국회에서 의원입법으로 의걸, 정부에 이송되어 개정법률안이 법률제5443호('97. 12. 13)로 공포되었다. 축산식품관리업무의 농림부일원화를 주요골자로 하는 축산물가공처리법이 공포되면 6월후인 '98년 6월 13일부터 시행하게 되는바, 농림부에서는 시행령.시행규칙 및 관련고시.훈령 등 세부지침을 보완.개정함으로서 시행에 차질이 없도록 대책을 수립하고 있다. 이 난에서는 동법률안의 개정에 따른 의의와 필요성 및 "특별대책반" 구성운영 등 후속조치에 대하여 기술하고자 한다.
