This study delineates how recipients access, understand, and make use of social welfare information in their life-worlds. Through this vivid illustration about recipients' information behaviors, this research aims to suggest that government-centred welfare informatization policy should be readjusted. South Korean government has made enormous efforts to deliver and share social welfare information and knowledge with recipients, by organizing IT eduction programmes, offering free computers, and opening welfare portals. However, despite of such endeavors, not a few recipients find difficulty in gaining, grasping, and using welfare information. In fact, welfare informatization programmes have so far been initiated by the governmental bureaucratic system, and the voice of recipients have hardly been reflected on the informatization policy. Starting from this problem, this study examines how low-income recipients perceive and accept social welfare information in their daily lives and reflects on social welfare information at their point. For this purpose, this research conducted in-depth interviews with 14 recipients and analyzed the data using a framework analysis method. Based on the results, it raises the need for the remodelling of current welfare informatization measures from the perspective of recipients rather than following the custom of the bureaucratic system.

Today, documents existing on internet by the development of communication network increase in number. And it is required the information retrieval system that can efficiently acquire the necessary information. Most information retrieval systems retrieve documents using a simple keyword or a boolean query of keywords. But, the method is not fit for novice users to use and has many difficulties than user's dialogue query from the viewpoint of convenience and precise understanding for query. So, this paper has an aim to suggest the method that will cope with above problems and to design and implement a meta query processing system for information retrieval using Korean dialogue sentences. The system implemented in this paper can generates a new boolean query for a given Korean dialogue sentence and resolve lexical ambiguities through morphological analysis, syntactic analysis and extension of query using thesaurus.

정보통신기술(ICT)은 우리 일상생활에 너무나 깊숙이 스며들어 이제 정보통신기술 없이는 행정서비스, 경제활동, 사회참여, 문화활동 등을 향유하는데 많은 제약이 따르는 시대로 접어들었다. 정보통신기술에 접근하고 이용할 수 있는 사람과 그렇지 못한 사람들의 정보격차 (Digital Divide)가 경제격차와 사회문화적 격차를 유발하여 사회 불평등을 심화시키고 궁극적으로 사회통합을 저해할 가능성이 크다. 정보통신 접근성(ICT Accessibility)은 신체적, 인지적 제약으로 정보통신기기나 서비스에 접근하는데 어려움이 있는 장애인이나 고령자가 일반인과 차별 없이 정보통신의 유용성을 향유할 수 있도록 정보통신기기나 서비스에 대한 접근을 보장해 주는 것을 의미한다. 우리나라는 미국이나 유럽 등 선진국들에 비해 정보통신 접근성을 위한 법 제도적인 출발이 늦었지만, 최근 수년간 관련 법률의 제정, 정보통신 접근성 보장을 위한 지침 및 표준의 제정 등 다각적인 노력을 경주하여 빠른 속도로 선진국 수준을 향해 나아가고 있다. 지금까지 '한국형 웹 콘텐츠 접근성 지침 2.0', '금융자동화기기 접근성 지침' 등 12개에 이르는 표준을 제정한 바 있으며, 정보통신 보조기기의 개발 보급, 관련 전문인력 양성 및 교육 홍보 등을 통해 정보통신 접근성 수준 향상을 위한 노력을 지속해 왔다. 앞으로도 모바일 시대, 디지털 융합의 스마트 시대에 대응하여 다양한 정보통신기기 및 서비스에 대한 접근성 표준 제정, 관련 기술의 연구 등을 지속적으로 추진하여 모든 사람이 정보화의 혜택을 누리는 디지털 통합 (Digital Inclusion) 시대를 열어나가야 할 것이다.

Separation of mixed plastics is not a simple task due to similarities of specific gravity and limitations of sizes, etc. In this study, a new technique was developed to separate plastics selectively by a thermal adhesion method using the different softening or melting temperatures of various types of plastics. Tests were conducted to investigate softening or melting temperatures and adhesion probabilities of plastics with change in temperature. Tests also were conducted to analyze the operating variables, including contact times, size and color pigment. It was founded that LDPE, HDPE and PVC, PET, etc among mixed plastics could be separated selectively according to the change of temperature.

This study aims to identify and understand nurses' experience on patient safety accidents in general hospital. The qualitative research method was used to analyze the daily life of seven nurses who had experienced nursing safety accidents directly or indirectly in general hospitals. The nurses' experiences were divided into 7 categories and 24 subordinate properties and 7 categories were "unexpected experience", "missing caused by negligence", "facing the anxiety", "difficult of loneliness", "resignation from the hospital", "entering into conflict" and "being practiced a nurse". The results of this study will contribute to the establishment of policies for safety accidents in hospitals and also it will help to make a practical improvement plan to prevent the patient safety accident at the clinical site.

기존에 잠수부가 사용하던 질소가스가 인체에 치명적인 공기 색전증을 유발하게 되면서 헬륨 산소혼합가스는 이를 극복하기 위한 대체 호흡용 가스로 사용되고 있다. 특히, 헬륨가스는 명료도가 낮은 squeaky voice를 유발하기 때문에 잠수부들의 비정상적인 음성에 대한 해석에 어려움이 많다. 또한, 헬륨가스는 일상생활에서 자주 접하는 것이며 다양한 TV프로에서도 헬륨가스를 마신 후 변하는 목소리를 통해 웃음을 전달하고 있다. 따라서 본 논문에서는 헬륨가스가 조음기관에 미치는 영향을 음성분석학적 요소의 적용을 통해 측정하는 연구를 수행하였다.

Speech emotion recognition (SER) is a technique that is used to analyze the speaker's voice patterns, including vibration, intensity, and tone, to determine their emotional state. There has been an increase in interest in artificial intelligence (AI) techniques, which are now widely used in medicine, education, industry, and the military. Nevertheless, existing researchers have attained impressive results by utilizing acted-out speech from skilled actors in a controlled environment for various scenarios. In particular, there is a mismatch between acted and spontaneous speech since acted speech includes more explicit emotional expressions than spontaneous speech. For this reason, spontaneous speech-emotion recognition remains a challenging task. This paper aims to conduct emotion recognition and improve performance using spontaneous speech data. To this end, we implement deep learning-based speech emotion recognition using the VGG (Visual Geometry Group) after converting 1-dimensional audio signals into a 2-dimensional spectrogram image. The experimental evaluations are performed on the Korean spontaneous emotional speech database from AI-Hub, consisting of 7 emotions, i.e., joy, love, anger, fear, sadness, surprise, and neutral. As a result, we achieved an average accuracy of 83.5% and 73.0% for adults and young people using a time-frequency 2-dimension spectrogram, respectively. In conclusion, our findings demonstrated that the suggested framework outperformed current state-of-the-art techniques for spontaneous speech and showed a promising performance despite the difficulty in quantifying spontaneous speech emotional expression.

This study is aimed to introduce the newly developed mobile application for effective provision of assistive devices for people with disabilities in South Korea. By combining of ICF code and ISO 9999 code, more effective way of searching user fit assistive device information and selecting appropriate assistive devices were possible. 10 people with visual impairment were recruited for an usability testing. For the data analysis, paired t-test were used and confidence interval was 95%. The result showed newly developed mobile application was more effective in comparison with on-line based assistive device information. The outcome of this study will enhance the provision of assistive devices for people with disabilities more effectively within better user understanding of their needs and compensate for their body function as well as environmental barriers.

At most of the home or office, we have planted ornamental plants raised in pots, but it is difficult to follow because of busy life and lack of expertise in plants management. In this paper, we intend to design and implement a home network-based potted plants management system to solve the difficulty of plants management. To attain this end, firstly, we designed the structure of the plants management system, information flows and operation control flows. Secondly, we implemented the system based on designed results. Finally, we verified the implemented system through the functionality test for 10 items. In the results, it is expected that we can manage the potted plants efficiently than existing ornamental plant management systems and home network systems focusing appliances.

The aim of this study was to suggest family support plan based on the results of this study in order to reduce or buffer the caregiving burden experienced by mothers of adults with developmental disabilities. This study conducted in-dept interview targeting 5 mothers of adults with developmental disabilities using daycare center operated by 2 rehabilitation center for the persons with disabilities and 3 social welfare center in B metropolitan city. The caregiving burden experienced by participants were classified into 3 categories, 9 sub-categories and 19 subjects. The family support plan for reducing the caregiving burden of adults with developmental disabilities and their families were discussed and political and practical plan were suggested based on the results.
