이 글은 중화인민공화국의 도서관정보학회의 중진이며 현재 대련시 요령사범대학 도서정보학과 주임교수인 단행교수가「고교도서정보학간」1989년 3호에 기재한 글을 저자의 승인을 받아 다께우치교수(죽내철:도서관정보대학 부학장)가 번역하여「도서관계」(도서관계 Vol.43 No.4) 게재한 것을 김용원선생 (일본학술정보센타)의 협조로 저자, 번역자, 저작권 소유자인 일본도서관학연구회의 허가를 받아 번역한 것임.

This Research considered the case of scholarly journal - electronic journal in particular - which are currently in a state of change and investigates the policies of the Korea and Japan government and other related organizations. The decision to acquire electronic journals, participation in consortia and the present conditions were investigated, and the differences in policy between the two countries were considered with a view to the possibility of cooperation.

필자는 현재 미국 일리노이 대학 도서관장인 동시에 동 대학 도서관학과 교장의 직에 있다. 그는 미국 도서관협회에 의하여 ‘일본’과 ‘토이기’ 양 도서관 학교를 설치하는 임무를 띠고 다년간에 걸쳐 일본과 토이기에 가 있던 분이다. 본 논문은 그가 그의 임무를 수행하는 동안에 얻은 경험에 의하여 작성된 것으로서 이 두 나라의 도서관 사정이 우리나라의 그것과 흡사함으로 우리나라 도서관 교육에 관심을 가지고 있는 분에게 큰 도움이 되리라 믿는다.

The purpose of this study is to investigate the present status of outsourcing of the academic library working in Jagan and to suggest the alternatives of the problems facing with conversing the National University to the Corporation(named the government authority Corporation). The Corporation is implemented because of government financial crisis and decreasing of student candidates. As the result, the university autonomy will be enlarged, but the government financial assistance will be decreased. So outsourcing will be increased in the reason of the cutting of working expenses. For facing to the that environmental change, academic library should make preparations of their future.

미국과 일본 등 해외 각국들은 정부가 주도적으로 나서 각 대학 디지틀 라이브러리를 하나의 네트워크로 구축하는 디지틀 도서관 망 설치 작업을 진행중이다. 이는 사용자가 어디서나 필요한 자료를 연결된 대학 도서관을 검색해 쉽게 획득할 수 있도록 하기 위해서이다. 미국과 일본의 사례를 살펴봤다.
