  • The Landscape Act was enacted in 2007 introducing a new procedure of the Local Landscape Agreement and the Local Landscape Improvement Projects. The act has granted local governments a legal basis to support residents participation activities in order to create, improve, and maintain the townscape quality of their neighborhood environments. The degree of utilization of this particular process, however, is far below the expectation. Partly, it is due to the lack of field experience and concrete guidelines for preparation and implementation in actual landscape planning process. This study aims to seek for detailed solution to lead the residents participation for local landscape improvement in Korea through consideration for institutional strategies and cases about the local landscape planning and management in Japan. Local landscape improvement projects in Japan are progressing successfully in concurrence with a variety of local participants such as residents participation, administrative supporting and supporting of local company. And it will be possible to support systematically with systematization of participants, such as NPO and a council.

  • The purpose of this study is to analyze the Tetsugakudo Kouen Collective Housing Development Project in Japan. Project implemented cooperatively by the Tokyo Metropolitan Government in charge of river management, Shinjuku and Nakano-ku responsible for park management, and the UR, a housing project developer. This project set a significant precedent for three-dimensional river use by realizing the three-dimensional integrated development of a flood control reservoir, a park, and collective housing. The major effectiveness of this project can be summarized into four points. 1) The costs borne by individual project developers were significantly reduced by realizing a high degree of application and multipurpose use of the land through a joint project. 2) This project, which was designed to accommodate rainfall of 30 to 40mm per hour, is expected to contribute to reducing flood damage and generating significant investment effects, in terms of asset value in downstream areas, thereby increasing flood control security. 3) Local disaster prevention function were enhanced by providing an evacuation site in the case of an earthquake. 4) The living environment was improved by adding the function of a park.

  • In this paper, provisions related with the seismic design and equipments of fire protection system are being considered. The provisions from various international codes on seismic design fire protection system were reviewed. The codes, reviewed are, Japanese code, NFPA guideline and Korean Code. It is noted that all the codes excepted to Korean Code consider earthquake effect to evaluate seismic forces and behaviors. But, korean provision are not covered in seismic response in all. A brief description on limitations in Korean Code is also presented.

  • The purpose of this study is to analyze the acceptance of the On-dol, Korean underfloor heating system, in the official residences built by the japanese colonist in 1905~1945. The On-dol is the main element that formed Korean housing culture throughout our her history. Since the climate of Korea is colder than that of Japan, the Japanese-style house built in Korea needed to take measures for the harsher winter. Therefore the official residences built during the japanese colonial period, built after the Japanese-style house, accepted the On-dol as additional heating system for their houses. Over forty years the official residences were constructed in large quantities, and many of the official residences also installed the On-dol. Some important changes were discovered about the acceptance of the On-dol. To define this concretely, this study was performed empirically through the comparison and analysis of governmental architectural drawings. There is great significance to consider that an architectural element of Korea influenced the Japanese-style houses. In conclusion, differences between the official residences with the On-dol and those without, during the latter stage of the japanese colonial period have founded. These results demonstrate that this element of traditional korean architecture affected the development of foreign houses built in Korea.

  • It is a well-known fact that most of the Korean school buildings has been adjusted by the standard plan according to the united and unified teaching method ever since the modern education started. However, seeing the recent growth of care for the open education, the effort to improve the teaching method in school fileds, the practice of the 6th education plan and the education reformation, it can be said that it is high time to change. As the number of schools which practice the open education has been increasing since in 1985 in this atmosphere, there have also appeared elementary schools with the open school building. But the general understanding of the school building and the open space is not enough. Therefore, this study aims to analyze the general spacial conditions, such as the fresh and diverse types of learning method and their development and the concept of the open space along with its types, application, size, and constition by studying, from the standpoint of the building plan, the elimentary schools of a new type in Japan which adopted the open space 20years earlier than in Korean. This study can offer helpful suggestions as to the Korean school building because our situation is very similar to the early stage where the open space is adopted to the school building.

  • The objective of this study is to describe the influence of railway and railway station on the change of city structure in Korea in the early 20th century. In the 1900s, railway was constructed in Japanese concessions and in new pore cities such as Incheon, Busan, and Wonsan. In the 1920s, railroad construction became related with the cities, which could produce the corps. In the 1930s, railroad also became related to the colonial industrial cities. Traditional city structure was then completely changed because new city structure was focused on not Seoul but Japan or harbors towards Japan. So Korean cities, which were netted by railway, had become the subsystem of Japan in the early 20th century. Korean cities have developed on the basis of this system until 1945. For example, the twelve main cities were chosen through the relationship with Japanese life, and the provincial office governments moved near railroad stations. However nowadays, these cities have possibilities of being international cities, such as Incheon and Busan, because of the extroversion of these cities.

  • This research was aimed at finding clues of improving residential quality of the Urbanistic Housing which was introduced for the small household of 1-2 residents. It was the laws on communal amenity in multi-family housing that this research concentrated on. Looking into the multi-family housing standards for small household of Korea, Japan and UK, Japanese One-room housing Ordinance of Tokyo-do laid stress on avoiding conflict among residents and getting people mixed together. And UK's concentrated on every individual rooms inside HMO and suggested certain level of qualified life through the careful standards. On the other hand, Korea's just suggested minimum housing with unit households and nearly no amenity except for parking lots. There should be more than a physical space with some area which satisfies basic physiological needs in a residence. To become a quality residence filled with relationship, it is necessary that Urbanistic Housing are also required to provide communal amenities, not as much as regular housing for regular household but much more than Quasi-housing, the minimum residence. And it should be ensured by the legal system to make it more effective.

  • This study aims to examine Japanese elementary school architecture in Meiji Era, in which Japanese modern education system was settled down and the school architecture flourished by mass construction of stereotyped school buildings. It is assumed that stereotyped school architecture is due to the influence of the standard drawings made by Japanese Ministry of Education, therefore standard drawings could be a key to understand the characteristics of the stereotyped school buildings in Meiji Era. In this perspective this study attempts to analyze 4 standard drawings and interpret it in relation to regulations and design guidelines for school architecture in that time. As results of this study the change and characteristics of stereotyped school architecture in Meiji Era are clarified in several categories. They are as follows : the deviation of classroom and corridor, the change of classroom size fixing to 4 kan(間) by 5 kan(間), the absolute use of north-lacing single corridor type block-plan, and the change of other space such as waiting room(控所), special instruction room, auditorium and gymnasium.
