A Study on Development of the Tidal Database for the Philippines (필리핀을 위한 조석 데이터베이스 개발에 관한 연구)

  • Korea Hydrographic and Oceanographic Agency(KHOA) carried out a research project named 'Marine Fisheries Infrastructure Construction and Technology Training for the Philippines' as part of the 1st Official Development Assistance(ODA) from 2015 to 2018. It is preparing for the 2nd ODA project which will begin in 2020. Besides, recently, the Philippines is paying attention to marine territory management and response capability due to problems such as the sea-level rise and coastal erosion caused by climate change. Therefore, before 2nd ODA to the Philippines, this study analyzed the vertical ocean model on the vertical datum in Korea and suggests the direction of development of the vertical ocean modeling system for the vertical datum in the Philippines using the observed data from the permanent tide station which was built by the Philippines ODA research project over the last four years. Moreover, as a pilot study, the Sulu Sea in the Philippines was selected and analyzed by harmonic analysis method. At each tide station, constants for correction had been computed. And the grid-based tidal model was constructed based on this study. As a result of the study, similar tidal characteristic were observed when the prediction and the measured tide were compared by applying the constants for correction between two station in the sea area with similar tidal level. These results could be used as basic data for the 2nd ODA to the Philippines, and contributed to construct and maintain a close cooperation and friendship between Korea and the Philippines.

  • Overseas advanced countries are aware of the importance of research equipment and are providing a lot of policy support to revitalize the research equipment industry. However, Korea does not have any law to support policies or related projects to revitalize the research equipment industry. Therefore, there is an urgent need for legislation to support policies and projects for revitalizing research equipment industry. It is considered necessary to establish a separate special law for revitalizing the research equipment industry so that it can gain competitiveness in the global market of the research equipment industry. As we have seen, the necessary articles in the relevant laws should be specified so that various promotion policies can be developed to foster the research equipment industry. In order to promote the development of research equipment industry, there are three essential items to be specified in the law. First is research and development support, second is infrastructure development, and third is business incubation. The following contents should be included in each contents. First of all, "research and development support" includes research and envelopment project promotion and support policy items, research equipment development trends and investment trends, joint research between industry, academia, And research and development support for fusion, hybrid and commercialization. Next, the items to be included in "infrastructure development" should include the establishment of research equipment clusters, related support items, training of professional manpower, and research equipment development base area and institutions. Finally, the items that should be included in "business incubation." include support matters for the development of excellent companies (priority purchase system, etc.), matters related to technology transfer and marketing, matters concerning the protection of intellectual property, And matters for promoting overseas expansion.

A Study on Open Source Transition Strategy of Record System (기록시스템의 오픈소스화 전략 연구)

  • This study aims to analyze the environment for the open-source records system and to identify the risk and requirements for the success of the strategy in Korea. For this, Chapter 2 presented a review of the strategic benefits of open source to public organizations, developers, and users. It also discussed the process of cooperatively developing and releasing the source code and the technology infrastructure supporting open source. In Chapter 3, six representative open-source projects in the field of records management were selected, and case studies were conducted. To derive comprehensive implications, we have divided the main development body of open-source projects into international organizations, international cooperation systems, national archives, and software development companies. We also analyzed the background and purpose of each project, the agents of development and funding, the governance model, the development period and cost, the business model and software architecture, the community composition, and the licensing strategy. Through this, we have derived four critical success factors. In terms of technology, a component-based design was required; therefore, we proposed a microservice architecture and a model-view-controller design pattern. Next, it was necessary to reestablish system requirements of records center and archives. Moreover, we also proposed a dual licensing strategy to allow developers to easily participate in open-source projects. Lastly, we emphasized a strong governance structure and an effective cooperation framework to create a sustainable community. For a record system to be open-source successfully in an organization-centered market, the roles of software developers and end users should be exercised more in the community. To achieve this, it is important to build various collaborative tools and development infrastructure from a planning stage to a centralized one.

  • 차세대 통신망 기술은 개별망에서 단일망인 광대역통합망으로 발전되어 가고 있는 추세이며, 향후 유. 무선 통합 및 방송. 통신 융합이 가능한 IP 기반의 멀티네트워크로 통합될 것이다. 본 고에서는 우리나라가 주도하고 있는 국내, 국제 연구망과 해외 여러 나라들이 추진하고 있는 연구개발망에 대해 살펴보고 첨단 연구개발망을 활용하여 연구개발하고 있는 주요 사항들 즉, IPv6, Measurement, Multicasting, VoIP 같은 네트워킹 기술과 바이오, 나노, 의료, 기상, 교육, 환경 연구 등 과학기술 전반에 걸쳐 6T를 포괄하는 첨단기술을 연구하는 연구개발망에 대한 동향 분석과 IT 분야의 핵심기술과 인프라 제공을 위한 BcN 기반의 연구시험망 구축 방안에 대해 살펴본다. 이러한 첨단 연구개발망은 지속적인 성장과 글로벌시대의 고부가가치 창출을 위한 차세대 연구망으로 미래 선도기술을 배양하는 역할을 수행하는 핵심기술개발과 상용화와 연구개발 기술간의 격차를 줄임으로써 개발기간의 단축과 가격경쟁력을 향상시킬 것으로 사료된다.

  • As demand for drone test flight is rapidly increasing, it is difficult for Goheung Aviation Center alone to meet the test flight demand. Newly developed drones or modified existing aircraft carry potential flight risks due to unpredictable flight performance or poor pilot skill when performing test flights outside the test site. Therefore, it is necessary to ensure sufficient test flight space for the safety verification of manned and unmanned aircraft. Therefore, this study analyzed the status of domestic flight test site and chapter 5 of ICAO DOC 9184-AN / 902 Part 1 (Airport Planning Manual). And to build a comprehensive flight test infrastructure, the methodology for preliminary evaluation of candidate sites for flight test sites and a method for evaluating infrastructure test sites was presented.

Development of Bicyclists' Route Choice Model Considering Slope Gradient (경사도 에너지 소모량을 고려한 자전거 경로 선택 모형 개발)

  • Although the government and local governments devote efforts to activate bicycles, they only access to the supply infrastructure such as bike lanes and the public bicycle rental service centers without considering the measures to overcome the geographical constraints of slope. Therefore, this study constructs bicyclist's energy consumption estimation model through experimental methods of slope gradient and heart rate measurement and suggest the bicycle route choice model which could minimize the energy by the slope gradient. After calculating the RMSE of the estimated energy consumption by applying this model to the simulation section, it is confirmed to be 41% better than the model which does not reflect slope gradient. The results of this study are expected to be applied to the bicycle infrastructure planning that considers both longitude and transverse of bike lanes and the algorithm of bicycle route guidance system in the future.

  • In 2017, amid changes in the security market such as integrated security (IS) and convergence security (CS), a variety of security paradigms in terms of operation and management have been suggested. Rather than changing existing network infrastructure and bringing about fluid, multi-dimensional changes, these solutions and technologies focus entire security capacity on a primary protection, leading to network infrastructure suffering from unexpected inherent violations and problems in a continued manner. Therefore, it is time to propose and develop a flexible network section that can protect from attacks of similar pattern and concentrated traffic attacks by applying a new concept of WB (Water-Bubble) to network infrastructure and analyzing on the basis of experiment and installation. Methodology of the WB-based highly secure flexible network section proposed in this study is expected to provide materials for studies on how to achieve network section security taking into account three major limitations and security standards: fluidity, unpredictability, and non-area scalability by contact point ratio, by changing a network area predicted to be the final target of attack into resonant network section (area) with flexible area changes.

  • All of the government, private enterprises, and local governments are promoting the spread of electric vehicles to reduce carbon emissions depending on the green growth policy of the government that began in 2009. Due to this background, the prevalence of electric cars is being spread. However, the efficient management and operation through the exchanging information between electric vehicles and charging infrastructure, as well as the development of electric vehicles are essential to disseminate them. In this paper, we present a service framework for exchange of information between electric vehicles and charging infrastructure, and propose a communication method to meet it. To do this, we propose the most appropriate communication method through the performance evaluation by identifying and comparing the existing wireless communication methods can be applied to exchange information between electronic vehicles and EV charging infrastructure.

  • As the title signifies, the current study aims at the realization of u-City, which is short for the Ubiquitous City. For this purpose, firstly, the meaning of u-City realization is sought in the study based on future urban changes. Along with this, current issues in the course of u-City realization are gathered based on in-depth interviews with relevant experts. Thirdly, necessary for the comprehensive planning and management of u-City, several strategies are presented by classifying it into u-Infra and u-Service, and considering relevant laws and regulations. And the study divided the execution process into project, development and management levels, and then suggests some realization strategies that are level-dependent.
