새 정부는 국민의 행복실현을 위해 안전의 중요성을 강조하고 있다. 이에 해양수산부에서도 해양사고 30% 감소를 목표로 해양안전실천운동본부 발대식 및 해양안전헌장 선포, 선박안전관리자협의회 출범 등 민 관이 함께 해양에서의 안전 확보에 노력하고 있다. 그러나 안전관리의 주체인 해운선사의 안전관리 수준을 객관적으로 평가하기 위한 평가지표 및 안전관리 평가시스템 등은 없는 실정이다. 이에 본 연구에서는 도로, 철도, 항공 등 타 분야의 안전관리 정보시스템 구축 및 운영사례를 조사 분석하여 시사점을 도출하였다. 또한 해운선사의 안전관리 수준을 평가하기 위해 해양사고정보, 항만국통제 점검결과, 안전관리체제 심사결과 데이터를 분석하여 이들 데이터를 통합 관리할 수 있는 데이터베이스의 구축, 평가프로그램을 개발하였다. 본 연구에서 개발한 안전관리 평가시스템을 이용하여 해양안전 우수사업자 평가업무, 우수 선박관리사업자 인증업무 등에 활용할 수 있을 것으로 기대된다.

아직도 자율안전확인제도를 시행하지 않고 있는 선진국들이 기술력이 부족해서 강제인증을 유지하고 있다고는 생각하지 않는다. 또한 현재 협상 중인 자유무역협정(FTA)의 상대국 요구와 같이 국내의 각종 규제에 대한 개선요구가 상당히 부담스러운 것도 사실이다. 하지만 몸집만 커진 우리경제가 풀어야 할 많은 과제를 해결하기 위해서는 어떠한 정책이 국익과 국가경제발전에 크게 기여하는지에 대한 냉철한 판단이 요구된다. 시장경제의 논리도 합법적이고 미래지향적인 방향으로 나아가야 하며 아울러 하루빨리 중고품과 재제조에 대한 확실한 정의와 기준을 정하고 재활용에 관한 정책을 개발하는 것이 국내산업의 발전에 기여하고 지구의 환경보호를 위한 길이라고 생각한다.

참여정무가 동북아 물류중심국가 건설을 위해 노력해 온지도 2년이 지났다. 그동안 수많은 산학연관 물류관계자들의 의견을 수렴하고 정책을 추진한 결과 물류업계도 눈부신 발전을 거듭하여 글로벌 기업화 되어 가고 있다. 정부부처 중 특히 강동석 건설교통부 장관은 물류분야의 전문가로서 종합물류기업 인증제도 실시, 한중 물류협력회의 창설 등 동북아 물류중심국가로의 도약을 위한 그 역할을 충실히 수행해 온 인물 중의 한사람이다. 건설교통부 수장으로서의 지난 한해 그에 대한 평가와 2005년 새해 계획에 대해 어떠한 구상을 가지고 있는지 들어보았다.

정보통신기기 상호인정협정(MRA)은 수출시 필요한 제품에 대한 시험, 인증절차를 수출국 기관에서 행할 수 있도록 수입국 정부가 수락하는 협정이다. 이는 수출 제품의 시장접근을 용이하게 하고, 기술장벽을 완화하는 효과를 가져옴으로써, 무역상기술장벽협정의 취지에 부합한다. 본 고에서는 무역의 자유화, 기술규제의 조화로 대표되는 통상환경의 변화에 따라 주요국가들의 정보통신기기 상호인정협정 동향을 살펴보고 향후 전망을 함으로써 IT 통상 정책 수립에 시사점을 제공하고자 한다.

최근 ITU-R에서는 전파혼신과 밀접한 관계가 있는 무선기기의 RF 항목(주파수허용편차, 점유주파수대역폭, 불요발사 등)에 대한 권고안 SM.1045, SM.328, SM.853, SM.329, SM.1539 등을 제정하거나 개정하였다. 이와 관련하여 본 논문에서는 국내 무선설비규칙의 전파 질 허용치 및 측정방법과 연계하여 ITU-R RF 성능 권고(안)의 핵심내용에 대한 분석결과를 제시하였다. 본 논문의 내용은 무선기기의 인증 및 무선국 검사에 적용되는 국내 무선설비 기술기준치를 이해하는 데 참고자료로 활용될 것으로 기대된다.

Qualitative management and certification of higher education and higher education programs are important in Australia and Hong Kong. The purpose of the study is to analyze the higher educational Institute accreditation in Australia and Hong Kong and to provide basic data for the domestic evaluation accreditation system For this purpose, the analysis was conducted based on the analysis framework of Kis(2005), which was modified by the researchers in Tertiary Education Quality and Standards Agency(TEQSA) and Hong Kong Council for Accreditation of Academic and Vocational Qualifications(HKCAAVQ). The quality assurance approach in Australia and Hong Kong is common as 'accreditation' and focuses on other evaluation methods, evaluation data, nature of the report, evaluation purpose, evaluation result, and follow-up evaluation. Australia and Hong Kong had separate evaluation agencies for accreditation of higher education qualifications, degrees, and educational programs, and were performing accreditation at the independent institutions. Australia and Hong Kong do not agree with the evaluation standards of higher education institutions because of different academic system and qualifications system from Korea. Higher education institutions need to consider international interchange in terms of exchanging higher education human resources between countries. It is also necessary to conduct evaluation of higher education institutions with reference to higher education quality management standards.

Recent national policy agenda of 'Low-Carbon Green Growth' has been implemented as the important vision of the country. The government has set a target of entering the seven major world powers of Green Nation at 2020, and five major world powers at 2050. In order to achieve the goal, the reduction of greenhouse gases and the composition of green land and transportation has been promoted as an important policy. In a construction industry sector, policies and technologies for reducing greenhouse gas emissions and energy have been actively developed. In the case of developed countries, research for green road infrastructure has been conducted, which is the basis for certification system of green highway. This paper benchmarks the policies and cases of developed countries, verifies the applicability in the domestic road sector, and suggests the introduction of the certification system of green highway.

In order to prevent interference and interference of the frequency, it is required to convert the regulatory standard into the center of the radiation power radiated to the actual public. Since the radiation power regulation is related to general radio management such as technical standards, permits, and inspections, it is gradually introduced in consideration of applicability and urgency, and the radiation power related laws of major countries And a method of controlling the output of the radio equipment such as measurement, inspection, and authentication. In Korea, the proportion of antenna power supply is high, and in Europe, radiation power is high. Since the number of radio stations will increase and diversify in the future, institutional improvement should be made so that it can be measured in parallel with the radiocommunication infrastructure of the space manager. In order to convert to the radiative power management system, the system for the related radio system needs(Technical standards, certification, inspection of radio stations, post-management, etc.) to be improved.
