System Development and Priority Assessment for Rehabilitation of Dam Considering Climate Change (기후변화를 고려한 댐 재개발 우선순위 평가 및 시스템 개발)

  • 기후변화로 인한 집중호우 및 태풍의 발생빈도 증가로 인하여 댐 및 저수지 붕괴 우려가 증대되고 있으며, 이에 따른 주변지역 주민들의 불안감도 고조되고 있다. 특히 2017년 2월 미국에서 가장 높은 위치에 있는 캘리포니아주 오로빌 댐은 집중호우로 인해 범람할 가능성이 커지면서 지역민 19만여명을 대피하는 상황이 발생되었다. 국내에서는 기후변화와 댐 안전, 노후화된 댐 성능개선 및 재개발, 유지관리 효율화 증대 방안 등의 다양한 대비책 마련이 제시되고 있으나, 아직까지 기후변화에 따른 수문학적, 구조적 안전성 등 다양한 인자를 고려한 댐 재개발 평가에 대한 정량적 연구가 미흡한 실정이다. 따라서 본 연구에서는 기후변화의 영향과 댐 시설물의 고령화 등에 따른 복합적인 댐 안전성 문제 등에 대비하기 위하여 기후변화를 고려한 댐 재개발 평가 기준 개발/개선하였으며, 국내 다목적댐, 발전용댐, 농업용 저수지댐 1종 시설물을 대상으로 평가를 실시하였다. 또한, 유역경계, 댐, 저수지, 도로 등의 지형데이터베이스와 수자원이용율, 유역면적, 수질, 문화재수 등의 댐 재개발 평가항목들의 속성자료를 검색할 수 있으며, 댐 구역별 기후변화 영향과 수문학적 안전성 평가 정보를 확인 할 수 있는 댐 재개발 평가시스템을 개발하였다. 본 연구성과는 댐 재개발계획 수립을 위한 의사결정 도구로 객관적이고 정량적인 의사결정 판단자료를 제공할 것이며, 댐 붕괴로 발생하는 경제, 사회, 인명 손실을 사전에 예방할 수 있을 것으로 기대된다.

A Policy Proposal for the Safety of Inland Water Ships (내수면 선박의 안전성 확보를 위한 정책 제언)

  • Korea is not only surrounded by the sea on three sides, but also has national and local rivers extending 26,843 km, so it has a geographical feature in which abundant sea and inland water surface coexist. As the number of ships operating in the inland waters is continuously increasing due to the improvement of national income, the risk of ship accidents and human casualties in the inland waters is also increasing. In this study, a macroscopic plan for the safety management of inland water ships was presented through investigation of inland water related laws and operation status analysis. As an improvement plan, as a hardware infrastructure it is proposed to secure sufficient inland water fire-boats to secure the golden time for early response to accidents and lifesaving, and to operate an institution specializing in the prevention of inland water ships accidents. And as a software infrastructure, establish departure control standards for inland water ships and the safety diagnosis system currently applied only to sea going ships, the introduction of a system tailored to the characteristics of inland water ships. The proposed inland water safety management policy is expected to contribute to the preparation of prompt and systematic countermeasures in the event of an inland water ship accident, and it is hoped that it will serve as an opportunity to continue to pay attention to safety-related research on inland water ships, which was briefly activated after the sinking of M/V Sewol.

A Research on the Navigation of Northern Sea Route According to Safety of Vessel and Crews (선박 및 선원의 인명 안전을 고려한 북극해 항로 운항 연구)

  • Arctic Ocean has rapidly melted due to global warming, by this, commercial ship has been operating through the area. Reason to develop the Northern Sea Route(NSR) even in extreme conditions, the distance than the existing route is shortened, which bring economic benefits. For these reason, the International Maritime Organization(IMO) established safety standards of the Arctic navigation(Polar Code) in order to ensure safe operation in the Northern Sea Route. In this study, it has been described ice types and safety standards of Artic vessel what officer needs to know for safe navigation on the Arctic Ocean. And It was verified by simulation the theoretical knowledge for the safe operation of the Arctic vessel. As a result, it was found that ship needs to reduce speed and analyze ice for safe operation before enter into the ice, it is necessary to enter at right angle to break ice safety and efficiently. Also according to the result of the simulation of navigation entering in ice channel(Lead), it was difficult to change course, it is believed that require emergency training for passing Vessel. In the future, It shall be analyzed precisely under various conditions of scenario.

The Definition and Regulations of Drone in Korea (韓国におけるドロ?ンの定義と法規制)

  • Under the Aviation Safety Act of Korea, any person who intends to operate a drone is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of drones in the daytime, (ii) Operation of drones within Visual Line of Sight, (iii) Maintenance of a certain operating distance between drones and persons or properties on the ground/ water surface, (iv) Do not operate drones over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by drone, (vi) Do not drop any objects from drones. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes legal issues as to definition and regulations of drones in Korean Aviation Safety Act. This paper, also, offers some implications and suggestions for regulations of drones under Korean Aviation Safety Act by comparing the regulations of drones in Japanese Civil Aeronautics Act.

Analysis on Technical Standard for High speed Power Line Communications (고속전력선통신 기술동향 및 기술기준 연구)

  • 본 고에서는 전력선통신 기술동향을 분석하고 국내 기술기준에서 어떻게 규제를 받는지 분석하였다. 전력선통신은 초기에 전기 이용기기의 원격 제어용으로 비교적 적은 데이터를 송수신하는데 이용되었다. 그러나 광대역 통신 요구에 따라서 전력선을 이용한 고속 전력선모뎀 기술이 개발되어 인터넷 등과 같은 고속 데이터 통신을 할 수 있게 되었다. 그러나 전력선통신은 기존 전선로를 사용하므로 높은 주파수의 신호를 전송하면 전파 방사에 의해서 다른 무선설비에 영향을 줄 수 있다. 현재 30MHz 이하의 대역을 사용하고 있으나 이 대역은 해상, 항공 등 인명 안전을 위한 중요 통신에서 이용하고 있다. 그러므로 전력선모뎀이 기존 무선설비에 간섭을 주지 않으면서 주파수 대역을 공유하기 위해서는 간섭을 최소화할 수 있는 spread spectrum이나 OFDM과 같은 기술을 활용해서 설계되어야 한다. 이미 이러한 기술들을 활용한 전력선 모뎀이 상용화되어 있으며 옥내 뿐 만 아니라 옥외까지 용도를 확장하기 위해서 간섭 완화기술 및 방법 등이 활발히 연구되고 있다. 본 고에서는 전력선통신의 고속화를 위한 기술 동향 및 간섭 완화 방법 기술을 분석하고, 구현된 시스템이 다른 무선설비와 간섭 없이 사용될 수 있도록 규정하고 있는 관련 기술기준을 분석하였다.

Application Plan of Flooding Forecasting and Warning System by Site Type of Excavation Work (굴착공사현장 수재해 예방을 위한 침수 예·경보 시스템 적용방안에 관한 연구)

  • 기후변화로 인해 집중호우, 돌발 홍수 및 태풍의 규모가 대형화되고 있고, 이에 따른 수재해 피해 사례도 증가하는 추세이다. 특히 건설 현장 중 굴착공사 현장에서의 침수로 인한 사고는 인명피해로 이어질 가능성이 더 크기 때문에 더욱 주의가 필요하다. 하지만 현재 국내에서 실질적으로 굴착현장에 적용하기 위한 침수 대응 예측 시스템 및 구체적인 침수 예경보 체계, 기준, 매뉴얼은 존재하지 않는 실정이다. 따라서 본 연구에서는 굴착공사현장의 수재해 예방을 위한 침수 예·경보 시스템의 적용방안을 제시하였다. 또한 경제적이고 효과적인 측면을 고려하여, 공사현장 규모에 따라 적용하는 침수 예·경보 시스템을 이분화하여 소규모 공사현장에는 Track A, 대규모 공사현장에는 Track B 침수 예·경보 시스템을 적용하도록 제안하였다. 이러한 이유는 소규모 공사현장의 특성상 전체 공사비가 작고 운영되는 장비와 인력이 제한적이므로 침수 예·경보에 필요한 비용과 인력 투입이 어려울 수 있기 때문이며, 또한 대피가 필요한 전체 인원이 대규모 현장에 비해서는 적기 때문에 비교적 신속하고 원활한 대피가 가능할 것이라고 판단하였기 때문이다. 본 연구에서는 각 시스템별 적절하다고 판단되는 예·경보 기준을 제시하였다. Track A에서는 강우법에 의한 최소한의 경보시스템으로 필요한 안전목표를 달성할 수 있도록 고려하였고, Track B에서는 현장인원 대부분이 성인 남성임을 고려하여, 성인 남성의 부상을 유발할 수 있는 수심(H)과 유속(V)의 곱을 척도로 하는 한계 H·V곡선을 기준으로 운영되는 경보시스템을 제안하였다.

Direction of Fire Safety Development through Analysis of Previous Firefighting-Related Research (소방분야 선행연구 분석을 통한 소방안전 발전방향)

  • The purpose of this study is to suggest the development direction of fire safety through the analysis of previous researches in the field of fire fighting. To this end, 929 papers published in the Journal of Korean Institute of Fire Science and Engineering have been sorted by field of study and analyzed for frequency. Accordingly, it was confirmed that researches were conducted in the order of fire chemistry and physics, detection and extinguishing system, fire safety design and management, evacuation and human behavior. In contrast, very little research has been conducted on human behavior, fire safety education, or training. This result is discussed in the article, and suggestions for future research objectives are made.

  • According to the statistics released by Ministry of Public Safety and Security, the number of restaurant fires in Korea reached around 2,400 and 169 damages of human life and damages to property was approximately over $8.8 billion for recent 3 years. It could be desirable having automatic commercial fire-extinguishing equipment at commercial facilities excluding housing facilities for the safety, applying at the place first where it has been more risky and expected fire can be occurred relatively because economical burden can be accelerated. In order to do this, adjust its level to meet the same level of the kitchen for 'Specific Target for Fire Fighting' that "gas leak alarm" has be equipped relevant regulations and it is considered and reasonable to expand the limit of application gradually.

The Experimental Study on the Leakage of Automatic Pressure Differential · Overpressure Control Dampers (자동차압 · 과압조절형댐퍼의 누설량 실험 연구)

  • Recently, Since buildings are bigger and higher, the damage of human life can be increased by fire flame and smoke in fire. Smoke control system is necessary to decrease this damage. Therefore, Air supply pressurization smoke control system is applied to vestibule of escape stairway. NFSC requires pressure differential of 40 Pa~60 Pa, but pressure differential is over 60 Pa in the field. It is known that the cause of this over pressure differential is much leakage of damper. Over pressure differential can bad effect to escaper by pressurizing the door. Analyze the real leakage of damper by testing for identifying this problems. The result of testing, leakage is $0.090m^3/s{\sim}0.154m^3/s$. It is necessary to limit the leakage of dampers for safe of escapers.

Comparison of Evacuation Efficiency for Stair Width and Code for Occupant Load Calculation in High-rise Buildings (고층의 주상복합건축물 계단폭과 수용인원 산정기준에 따른 피난효율의 비교)

  • An evacuation simulation was carried out to confirm evacuation efficiency for stair width and problems in calculation of occupant load for high-rise buildings. The evacuation time and number of evacuated persons from a 39 story condominium-mercantile building were calculated by using Simulex for stair widths of 1.2 m, 1.5 m, and 1.8 m. The total occupant load based on the Korean code was higher than the number of actual residents by 2.3 times, and that based on the NFPA 101 Life Safety Code by 2.6 times, respectively. For the occupant load based on the Korean code, smaller stair width resulted in lower evacuation efficiencies due to bottlenecks in egress. For the actual residents and NFPA code-based occupant load, a high evacuation efficiency and negligible effects of the stair width on evacuation efficiency were confirmed. It was shown that there was a bottleneck even at the stair width of 1.8 m for the Korean code-based occupants, while the stair width of 1.2 m provided safe egress to the actual residents or NFPA code-based occupants. This recommended further studies on possibility of lowering the level of the Korean code in calculation of the occupant load.
