사회, 경제적 한경변화에 따른 화재 위험도나 대형 인명사고의 우려가 갈수록 커지고 있는 실정이다. 이런 상황에서 국민의 생명과 재산을 보호하기 위한 대책이 시급해졌고 이런한 요구에 맟춰 나온 것이 바로 국가화재안전기준이다. 국가화재안전기준은 사람의 생명과 재산 보호를 위한 소방방재시설 및 기술기준, 관리 및 유지적 요건 등을 규범화 하고 있다. 국가의 생명보호정책이라는 중요한 과제를 안고 있는 화재안전기준에 대해 보다 자세히 알아본다.

After the fire in Grenfell, a special fire safety survey was conducted, and the spirit of building fire safety is increasing. However, as can be seen from the fact that more than 80 people were injured in the Ulsan residential fire in 2020, there are no cases of making it a life safety standard for buildings, and there is an urgent need to investigate this. In this research, we will investigate the five fires that occurred in Grenfell, England, derive the problems, and use them as basic data for establishing the safety standards for Korean-style human life in the future.

최근 들어, 국내외에서는 화재안전 분야에서 성능기준이라는 개념이 중요한 토의 주제가 되고 있으며, 성능기준 화재안전 설계 기법을 적용한 건물들이 주요 선진국에서 들어서고 있다. 따라서, 기존 법률 기준으로 적용하기 어려운 새로운 건물이 들어서고 있으며, 이에 대한 화재안전의 중요성으로 말미암아 건축기술자, 화재안전 기술자와 건물에 대한 이해 관계자들 사이의 기술적, 법적인 이해 관계아래 건물의 미관을 살리며, 인명 및 재산의 보호를 동시에 만족시킬 수 있는 기술적 기준을 마련하고자 나타난 것이 성능기준화재안전에 기초한 설계기법이다. 인명피해를 넘어 터널 내부의 설비와 구조물의 파손에 이르는 피해정도가 대형화되는 추세이다. 이에 장대화되고 있는 국내 도로터널의 현황 및 방재설비 기준에 대한 문제제기를 통해 효율적 방재시스템 구축과 화재시 안전기준의 개정을 살펴봄으로써, 직.간접적인 피해를 최소화하는 노력이 필요하다.

This study conducted an experiment on the crowd walking speed, one of the factors for calculating the evacuation capacity of a building. The experiment was measured the crowd walking speed by factor of corridor width and Vulnerable People to Disaster. The result of experiment, it saw the decrease of crowd walking speed due to rate of Vulnerable People to Disaster. In the future, using this as basic data, it is considered that additional research is need to development Human Safetay Standards in Korea.

방재 및 인명안전분야와 관련된 새로운 기술과 제품들이 지난 6월 NFPA 세계안전연차총회 및 박람회에 처음으로 소개되었다. 이런한 것들에 영향을 주는 것으로는 각 지역의 건축기준과 시스템 및 기술의 트렌드, 업계의 요구 등 몇 가지 중요한 인자들이 있으며, 이 분야에 종사하는 사람들은 NFPA를 포함, 기준의 요구조건을 충족하기 위해 다중의 기술들을 이용하고 있다.

The number of fires in the Korean distribution warehouse increased by about 350 from 1,070 in 2014 to 1,416 in 2020. In addition, the fire load increases with the scale of the distribution warehouse, and even if the automatic sprinkler operates, there is a limit to the direct intrusion of the water source into the ignition source, and the detector is often installed on a high ceiling. The sensing time is often delayed. In order to improve the fire safety of such distribution warehouses, the US NFPA stipulates in detail the contents related to the facility, such as sprinkler water discharge standards, rack-type warehouse installation height restrictions, and regulations on collection and equipment. However, in Japan, the goods loaded inside the distribution warehouse are not classified in detail, and it is considered that the fire safety for the distribution warehouse is low due to the relaxation regulations of the fire prevention section. Therefore, in this study, common problems are classified into material, spatial, and safety management characteristics through the cases of distribution warehouse fires that occurred in Korea and abroad, and the problems related to distribution warehouses in Korea and abroad are compared and analyzed. And present basic materials for improving the life safety standards of future distribution warehouse facilities.

In Korea, the occurrence and risk of similar fires are high, so setting up fire prevention measures through fire case investigation is considered the most basic measure in securing human safety. Therefore, the purpose of this study is to research status and related regulations of Life Safety Codes for High Fire Risk Building Applications In the future, using this as basic data, it is considered that additional research is need to development Human Safety Standards in Korea.
