사고사례 - 송파 고시원 화재 사례

  • 지난 8일 하룻동안 서울시내 9개소에서 연탄가스(Co가스) 중독사고가 발생하여 11명이 목숨을 잃었으며 10월 27일에는 서울에서 일가족 4명이 목숨을 잃었고 안양에서는 남매가 목숨을 잃은 불행한 사고가 연달아 이러나고 있어 세인의 가슴을 아프게 하고 있다. 겨울이면 계절병처럼 발생되는 연탄가스(일산화탄소) 중독사고로 인한 사망자 수가 1976년도에 벌써 7백여명을 훨씬 상회하는 희생자를 내고있다. 이와같은 엄청난 인명피해는 법정전염병으로 희생되는 수보다 월등히 높은 사정이고 보면 이에 대한 대책이 시급한 바 있다. 그러면 연탄가스 중독사고예방책은 무엇인가? 필자가 수년간 연구 비교한 바에 따라 공해에 대한 문제점과 아울러 연탄가스 예방책을 소개하므로 독자에게 다소라도 도움이 되고자 한다.

  • 최근 도시의 과밀화, 지가 상승, 평면적 토지 공간이 부족하게 됨에 따라 도시기능의 일부를 지하공간으로 흡수하고자 하는 노력이 발생하게 되었고, 이에 대한 사회의 관심이 높아지고 있어 지하공간의 활용이 증가되는 추세이다. 국내$\cdot$외에서 지하철 공사현장 가스폭발, 지하 공동구 화재, 지하가 화재$\cdot$폭발 등 지하공간에서의 사고가 다수 발생하고 있다. 이러한 사고는 재산의 손실 뿐 아니라 전력, 통신망 마비로 도시 기능을 무력화시키고, 인명 피해의 대형화를 동반함으로서 도시민의 안전을 위협하고 있다. 지하공간에 있어서 사고는 지하가, 지하통로 및 건축물 지하 등이 30%를 차지하고, 사고 형태는 화재 폭발이 36%를 차지하고 있다.(중략)

A Study of Evacuation Route Guidance System using Location-based Information (위치기반 정보를 활용한 비상대피경로 안내 지원시스템 개발)

  • The shipyard quay process struggles to control workers and maintain a secure working environment because of the presence of at least 1,000 people. Therefore, safety accidents such as an explosion or a fire are likely to occur. With the recent increase in safety accidents at shipyards, the requirements for safety and process monitoring have been strengthened. Major shipyards are conducting researchto monitor the process in real time and to detect the work environment for safety. In this paper, we propose a safe and accurate evacuation route based on the information of the dangerous area and the user's location based on a mobile application to reduce the casualty accidents in the presence of many personnel in a concentrated area. To do this, we analyze the trend of the fire escape system on the ground building, compare various algorithms for escape route calculation, select appropriate algorithms for this study, and perform programming. A basic experiment was conducted to confirm the results. The proposed method is expected to be used in large ship construction sites, passenger ships and large public facilities to reduce accidents in the case of a safety accident.

산업용 수배전설비의 보호계전기술

  • 보호계전의 목적은 인명의 보호는 물론 전기설비나 계통의 사고를 조기에 검출, 사고구간을 분리하므로써 전력설비 자체의 손상을 경감시키고 생산설비의 가동중단이 없도록 신뢰성을 높이는 것이다. 본고에서는 산업용 수배전설비의 보호를 위한 보호계전기가 적정하게 동작하도록 입력요소를 제공하는 변류기 및 계기용 변압기 선정에 대한 고려사항과 수배전계통을 구성하는 중요설비의 보호를 위해 세심한 주의가 요구되는 사항에 대해 기술한다.

Comparative Analysis of Marine Accidents in Fishing Activity Protection Zones and Port and Navigation Zones to Improve Fishing Vessel Security (어선 통항 안전 확보를 위한 어업활동보호구역과 항만·항행구역의 해양사고 비교분석)

  • In accordance with the increased demand for ocean use, the Marine Spatial Planning system was introduced to rationally allocate ocean space, under which fishing activity protection zones have been designated to protect fishery activities and promote fishery resource protection. However, fishing vessels that mainly sail in fishing activity protection zones are exposed to risk, such that they account for about 70% of marine accidents that occur in Korea, Proper risk management is thus required. This study aims to analyze marine accidents in fishing activities protection zones and port and navigation zones to secure the safety of fishing vessels passing within fishing activity protection zones. To this end, the traffic volume in marine use zones was investigated, and marine accidents were investigated by ship type, accident type, tonnage, accident cause, and loss of life. Analysis determined that most of the marine accidents per unit area of each type occurred in port and navigation zones, but overall most marine accidents occurred in fishing activity protection zones. In particular, it was found that traffic safety management was necessary because many human accidents occurred.

  • This study analyzed the chemical accidents of hydrochloric acid which is the most frequent chemical in order to make safety management improvement plans. 28 Cases have occurred for the last 4 years, 8 cases of which were casualty accidents, and more efficient plans are needed to minimize the accidents. For this purpose, this study investigated the problems through yearly statistics of the chemical accidents, and suggested appropriate measures of facility management, safety culture and management plans. It is important for businesses to make and implement the improvement measures according to time schedule.

  • Following the semiconductor industry's growing, various types of toxic gases and caustic chemicals, HF(Hydrofluoric acid), HCI (Hydochloric acid), $H_2O_2$ (Hydrogen peroxide), $H_2SO_4$ (Sulfuric acid), and Piranha, were using on the semiconductor manufacturing process. Therefore many gas leakage accidents that produce huge losses of lives were caused by the processes. This research deeply considers two basic solutions that the necessity of MSDS education on university for reducing damage of lives and protecting life from chemical leak accidents such as a HF accident in Gumi, Korea and the use of GHS, REACH and the comprehension of propriety about using MSDS for keeping safety from conflagrations by released poison chemical materials.

  • Hypergolic propellant ignited spontaneously when fuel and oxidizer contact without ignition system. Due to this characteristic, the risk of accidents is high when new propellants are evaluated. Prevention of accidents is very important because the damage can be large when the accident occur. In this work, we proposed non-ignition evaluation method which can replace conventional ignition evaluation method by using microreactor. The reactor was fabricated by MEMS. The heat of reaction as according to fuel and NaBH4 was estimated. At the condition of highest heat of reaction ignition was observed by drop test.
