Improvement of Citadel Structure on Board Ship Using FDS (화재 시뮬레이션을 이용한 선원대피처의 구조 개선에 관한 연구)

  • Recently, vessel hijacking by pirates has been a big issue around the world. In case of the hostages of M/V "SAMHO Jewelry" on January 20, 2011, the Korean Navy has rescued 21 seafarers by first naval operation with somalia pirates since establishment of the Navy. Also, in case of the "HANJIN Tianjin", all crews evacuated to the Citadel promptly when being attacking by pirates and were safely rescued by the navy. By the accident, Necessity of Citadel for seafarer on board ship came to the fore against pirates. Taking in account increasing pirates accident at sea, many research relating to pirates has been implementing with a view to responding to them so far. By amending the ship facility regulation in the domestic law on Jan. 2011, the installment of Citadel on board ship became mandatory for ocean going vessel serving pirates area. Hence, this paper provides new model of Citadel structure based on an Fire Dynamic simulation in order to improve personal safety in case of vessel hijacking.

An Agent-Based Modeling Approach for Estimating Inundation Areas over Time (행위자 기반 모델링을 활용한 시간에 따른 침수 지역 예상)

  • Emergency and evacuation planning is critical to reduce potential loss of life from flooding. In order to develop evacuation plans, emergency managers and decision makers require estimates of probable inundation areas and times of inundation. In this paper, we present an agent-based modeling approach that incorporates in a hydrodynamic model to estimate both of these properties. A case study is conducted modeling the failure of a dam located in Andong, South Korea. We estimate flood travel times for Manning's roughness coefficients and discharge using a coupling of the continuity equation and Manning's equation. Using the output from the hydrodynamic model and the flood travel times, the agent-based model produces flood inundation maps at each time interval. The model estimates that for two-thirds of the Andong region the time of inundation is estimated to be slightly less than three minutes. The results of this study can be used to in the development of emergency and evacuation planning for the region.

  • 지하차도의 경우 국지 및 돌발홍수가 발생할 경우 대부분 침수됨에도 불구하고 2020년 7월 23일 부산 지역에 밤사이 시간당 80mm가 넘는 폭우가 발생하면서 순식간에 지하차도 천장까지 물이 차면서 선제적인 차량 통제가 우선적으로 수행되지 못하여 미처 대피하지 못한 3명의 운전자 인명사고가 발생하였다. 수재해를 비롯한 재난 관리를 빠르게 수행하기 위해서는 기존의 정부 및 관주도 중심의 단방향의 재난 대응에서 벗어나 정형 데이터와 비정형 데이터를 총칭하는 빅데이터의 통합적 수집 및 분석을 수행이 필요하다. 본 연구에서는 부산지역의 지하차도와 인접한 지하터널 CCTV 자료(센서)를 통한 재난 발생 시 인명피해를 최소화 정보 제공을 위한 Object Detection(객체 탐지)연구를 수행하였다. 지하터널 침수가 발생한 부산지역의 CCTV 영상을 사용하였으며, 영상편집에 사용되는 CCTV 자료의 음성자료를 제거하는 인코딩을 통하여 불러오는 영상파일 용량파일 감소 효과를 볼 수 있었다. 지하차도에 진입하는 물체를 탐지하는 방법으로 YOLO(You Only Look Once)를 사용하였으며, YOLO는 가장 빠른 객체 탐지 알고리즘 중 하나이며 최신 GPU에서 초당 170프레임의 속도로 실행될 수 있는 YOLOv3 방법을 적용하였으며, 분류작업에서 보다 높은 Classification을 가지는 Darknet-53을 적용하였다. YOLOv3 방법은 기존 객체탐지 모델 보다 좀 더 빠르고 정확한 물체 탐지가 가능하며 또한 모델의 크기를 변경하기만 하면 다시 학습시키지 않아도 속도와 정확도를 쉽게 변경가능한 장점이 있다. CCTV에서 오전(일반), 오후(침수발생) 시점을 나눈 후 Car, Bus, Truck, 사람을 분류하는 YOLO 알고리즘을 적용하여 지하터널 인근 Object Detection을 실제 수행 하였으며, CCTV자료를 이용하여 실제 물체 탐지의 정확도가 높은 것을 확인하였다.

Development of Flood Prediction Model using Hydrologic Observations in Cheonggye Stream (수문관측 기반의 청계천 홍수예측모델 구축)

  • The objectives of this study are to provide an observation-based urban flood prediction model and to evaluate their performance on a restored Cheonggye stream. The study area, which has its own unique hydrologic and flooding conditions that can be characterized the standard of flood occurrence by watergate opening and walk lane inundation, measured stream discharges at the 5 sites and watergate opening and walk lane inundation through the main stream since 2006. This study derived the relationship between precipitation intensity and watergate opening and walk lane inundation time by using the observations of 2006 and verified their performance on 2007 flood events. The result showed that the coefficients of determination are ranged on 0.57-0.75, which would be acceptable if considering the complexity of the area and the proposed model simplicity. It also suggested the continuous observation of these properties is required for further improvement of the models.

Explorative Study on Movement Patterns in Uljin-gun and Samcheok-si Wildfire Event (경북 울진·강원 삼척 등 산불에 따른 인구 이동 패턴에 대한 탐색적 연구)

  • In 2022, wildfires broke out in Uljin-gun and Samcheok-si, which set the record for the longest forest fire in Korea, but there were no casualties. To protect local residents from wildfires, they must evacuate. Predicting the demand for evacuation in the event of wildfires is essential for the efficiency of disaster management. The purpose of this study is to analyze the human mobility patterns according to the occurrence of Uljin-gun and Samcheok-si wildfires. SKT floating population data was used in this study to analyze the human mobility patterns in Uljin-gun and Samcheok-si. The main findings are as follows. First, while the movement of the resident and visiting population decreased, the movement of the worker population was found to be similar to normal. Second, the resident population of Buk-myeon, Uljin-gun moved to the surrounding area to avoid the wildfires. Third, the region is an area judged to be safe from wildfires, and this mobility patterns are related to emergency disaster text messages. This study confirmed human mobility patterns of the population in the area where the wildfires through the floating population data, which is quantitative data. This suggests that it is important to guide residents to shelters through emergency text messages to minimize damage in the event of wildfires.

  • In a daily life these days, the safety and the comfort are considered very important. As the same as other areas, the good maintenance of fire protection systems and the fire drill plans in buildings can minimize the loss of human life and the property in case of fires. In this paper, a survey has been conducted to investigate the maintenance status of the fire protection systems of apartment buildings, shopping center and office buildings. Both practical procedures for checking the systems and for fire drills and strategic plans to minimize the losses in case of fires are suggested by analyzing how well the occupants in the buildings acknowledge the evacuation drills when the fire occurs.

  • If fire is occurred in the subway, the train must be moved to the closest station and make passengers get off the train. As a matter of fact, the Fire of Dae-gu Subway was coped with this way. But, the fire smoke extraction system of real subway stations have not designed to deal with fire of trains yet. Therefore, we have to establish a plan of station railroad for preventing from unexpected damage when the fired train comes to the station. The purpose of this study is to establish the effective smoke extraction measure that is to prevent stations from damage by the scale-down experiment.

  • Since subway fire disaster at Daegu, Korea smoke control system and passengers evacuation distance has been focused to reform. Existing smoke control facilities need to expand volume of ventilation capacity however, the complicate subway station structure can hardly react dispersion of smokes from massive subway cabin fire. Smoke flow at platform level move upward thought vertical stairway and passengers evacuation goes with same direction. The victims of evacuees from subway station fire mainly due to exposure of heat radiation and smoke. The study demonstration the effect of downward evacuates stairway system by separating evacuation route to smoke movement pass way including saving times of evacuation.

  • The cities keep growing due to industrialization and the risk of disaster gets higher as the society gets sophisticated. The center of current disaster plan has spent more efforts on post processing of disaster and it is the current status that the plan for shelter that minimizes the life and property damage has not been established effectively. Especially, the whole area of Noksan Industrial Complex at Noksan-dong, Gangseo-gu, Busan Metropolitan City was designated as danger area of tsunami, but the shelter has not been selected. Thus, this paper is willing to select the shelter using AHP analysis and GIS method that is multi criteria decision making analysis after grasping the buildings that can be selected as the shelter.

  • 건축물 내 외벽에 주로 사용되는 건축용 자재 중 샌드위치 패널은 양면으로 도장한 철판 사이에 심재로 단열재를 넣어 구성된 합성복합자재이다. 샌드위치 패널의 사용범위는 창고시설 및 공업용 건축 등의 용도로 많이 사용되고 있으며, 최근에는 시공에 따른 이점으로 주택 및 상업용등으로 널리 확대되어 사용되고 있다. 본 연구에서는 화재초기의 연기밀도는 인명 대피 시 시야확보에 있어 중요한 역할을 하기에 현재 국내에서 사용되는 건축용 외장재를 용도별로 선정하여 시간에 따른 연기밀도의 값을 구하고 용도에 따른 화재 연기의 확산 정도를 예측하는데 목적을 두었다.
