Industry-academy Collaboration alms to produce synergy-empowerment through co-opt between university and business within R&D and human resource management. The lack of indigenous R&D capabilities makes Korean small businesses not have sustainable competitive advantages. While the Korean government has increased the budgetary supports on small businesses since the late 1990s to enhance technological capabilities of small businesses, the competitiveness gap between large and small firms has been widened. The alternative for the government support is considered as active industry-academy collaboration. After exploring various policy measures for the collaboration with classifying them and pointing out their problems from a technological innovation perspective, this study shows the more expected roles of the collaboration to be a catalyst coordinating the R&D activities among the local small businesses, local universities, and public research institutes. Based upon the analyses, this study suggests several policy alternatives to facilitate the technological innovations of small businesses in the regional innovation clusters.
The performance-related industry has grown independently without being protected by the nation's great policy and legal boundary in the meantime. Even in the aspect of performance Act, the thoroughly pro-regulation policy on culture & art was taken while proceeding with segmenting the legislation rather than the freedom of performance art or the promotion of performance activity. Totally 17 cases of regulations including the abolition of scenario review system in January 1999 were fully abolished. Even 6 cases of regulations were steeply eased. Thus, to promote and support it in the governmental dimension, the substantial performance art policy system was adopted for training the performance art staff manpower and the national subsidy on performance hall. In performance art, the necessity of professionals' participation was imprinted such as stage lighting, sound, and stage machine. Accordingly, many regulations on performance art were all abolished except only the minimum issues for maintaining public order in about 50 years since the establishment of the government. 'Movie' was excluded from the definition of 'public performance' in 2002. Thus, the performance report system, which had been left institutionally from the Japanese colonial period, was eternally abolished. Following this, the performance Act was changed into the legislation of the supporting promoting policy, which reflected historical situation of needing to contribute to promoting public welfare, from the regulation-centered Act.

In order to create a successful regional development model, there should be an effort to foster a strategic industry which boosts a geographical features of rural areas. Because, It must be clear that the strategic industry chosen between choice and concentration of the development of the local industry development which boosts the local economy revitalization. The local government should have continual concern and roles to fulfil political subjects and keep estimating about the possibility that there could be the sustainable development by Task Ahead of the local industry. This study's indicators were established for the adequacy evaluation of the industrial policy by focusing on domestic regional development's success example. Next, Conjoint analysis was conducted on the Experts. On the basis of this analysis, the weights of indicators are derived. And this study suggest the reasonable evaluation system to take Sustainable industry plan of regional strategic. Consequently, 'Regional development' sector separate 3 categories which are 'Local economy', 'Human Resource Development', 'local marketing' and 9 indicators were derived. 'Industrial development' sector derived 9 indicators about 'Construction of infrastructure', 'Technical development' and 'business support'. Looking through the implications of this study. First, the problem needed to be supplemented based on the Diversity and concreteness of Evaluation system when government assesses regional industry development policy. Second, local government have to strategically consider the possibility of convergence between industries and easiness of network in a broad region. Finally, Foundation and support of the professional manpower and companies for the regional industries must be established.
This study is an overview of the processing of national defense reform in the meantime and to analyze the development of alternative processes are conducted in all the service system operating status of the military regime aims at prese-nting the efficient utilization of natural science and engineering professionals. The purpose of this study was to discuss about the efficient utilization of science and engineering professionals according to the Defense Reform organized as follows. Chapter 2 looked into the concept of conscription system and cause for change, Chapter 3 analyzed utilization of science and engineering professionals and the practices related to engineering and professional workforce. Chapter 4 took to understand the military system improvement based on the derived implications will be presented the role of the relevant ministries. Chapter 5 Conclusion would present a summary of the results discussed above and deploy the argument in the direction. The study conclusions are First, the need to develop alternative military service system in the desired direction to derive a social consensus about the survival of the Selective Service System Status. Second, to establish a provisional Armed Forces to train science and engineering professionals with superior officers and noncom missioned officers and they should be able to contribute to the develop-ment of an individual's development and the national economy. In particular, legal and trial and error and failures of the system was carried out in the past in the process of seeking the required institutional improvements should not make the error to repeat.
This study analyzes the current status and performance of regional industrial policy in the face of the weakening industrial competitiveness under the global trend of the 4th industrial revolution and suggests the policy direction that regional industrial policy as a new national growth strategy. This study focuses on the suggestion of new regional industrial policy framework under new policy environment based on literature review. We propose a new industrial policy framework that simultaneously pursues equality between regions and efficiency within the region at the same time. As a core policy recommendation, we suggest first, establishing the region-centered industrial policy governance, second, strengthening planning function of local government through human resource development and institutionalized national government consulting, and the third, constructing lifestyle industry-ecosystem based on cultural asset and identity of region, fourth, utilizing Smart City, as a platform for participatory innovation, entrepreneurial and capital attraction, and cultivating new industry based on public procurement and data. Main suggestions of this study would be a new guideline coping with the declining industrial competitiveness and the Fouth Industrial Revolution. Details would be necessary.
The purpose of this study was to investigate the vocational identity through the reflection of the major experience as the teacher through the life history of the technical high school. In order to achieve the purpose of this study, two technical high school mechanical and career teachers were selected as research participants and in-depth interviews were conducted with them. The data obtained through the in-depth interviews were analyzed through six steps. Six major experiences of the participants were identified as results of the research: (1) the experience of trying to train the specialist of precision machining in the beginning of teacher's life, (2) experience as a skill competition team teacher, (3) experience of innovating public education by introducing new industry field, (4) experience of constant learning new field and sharing with colleagues, (5) experience in the rapid change of the status of technical high school, (6) experience in the prevention of students' safety accidents and maintenance of the practice field. Through these educational experiences, each research participant was forming one's vocational identity as a mechanical teacher. The vocational identity of the research participants were identified as follows: (1) identity drifting phase, (2) identity stability stage, (3) transition stage of the teacher role, (4) suspended stage to preserve identity, (5) identification sublimation stage, (6) identification of the true meaning of the teacher, and integration of the identity. Through these six steps, their identities were formed, strengthened and changed at each stage.
These days open source softwares are being introduced and applied in many countries in the world. Especially, both government and private companies tend to become an spearhead in vitalizing the open source software. In this paper we try to check the degree of vitalizations in open source GIS software and to draw implications in vitalizing ecosystem of open source GIS software. Key players of open source GIS software ecosystem are government, private companies, academic and research institutes, and nonprofit foundations. Government does not have very little policies related to the investment and the support of open source GIS software. Private companies related to the open source GIS software are very few in the number and do not have any clear business model to make a profit. Academic and research institutes are weak in using the open source GIS software, which can be an major obstacle to cultivate software developers. OSGeo Korean branch, established in 2009, is the only nonprofit foundation in Korea which makes an effort to vitalize the open source GIS software, but its results are not very strong up to now in view of both quality and invigoration. In order to vitalize the open source GIS software ecosystem, lots of efforts of key players are needed. Especially, government efforts are very important because it can provide a trigger in vitalizing the open source GIS software ecosystem. The tasks that government should propel are R&D investment, test bed projects in the area of public sector, professional manpower training, and international cooperation and marketing.

This paper is analyzing the SoC policy of major nations as the U.S, Japan, Europe, Taiwan, China and draw the suggestions for the development of semiconductor industry in Korea. SoC is the non-memory semiconductor to support and put into action the function of system. SoC is big market over the 200billion dollars and have a huge potential for new IT convergence market. Developed countries as the US, Japan, and Europe have enforced the industrial competitiveness by company investment and Taiwan supported the SoC Industry by government fund. Korea is No.1 superpower in DRAM semiconductor, but very weak in SoC Industry. We should secure the competitiveness of SoC Industry by the development of core technology, planning the growth policy, and building the cooperative model to leap the SoC power nation.

1960년대 경제개발 5개년 계획의 시작과 함께 우리나라 과학기술의 발전을 위한 투자가 본격화되었고, 과학기술 혁신이 정부정책의 가장 중요한 시책으로 부각되었다. 지난 40 여 년간 우리나라 과학기술은 선진기술의 모방에서 출발하여 효율적으로 단계별 성장을 거치면서 2000 년대에는 세계수준의 지식 및 기술을 창출할 수 있는 토대가 마련되었다. 본 발표에서는 한국과학기술의 현주소와 향후 전망을 분석하여 국내 연구개발의 방향을 조명해 보고자 한다. 1982년 특정연구개발사업을 시작으로 국가적 차원에서 목표설정 및 연구개발 자원을 전략적으로 집결하여 다양한 국가 연구개발 사업들이 수행되어 왔다. 그 후 20여년이 지난 현재 20개 부처에서 200 여개의 국가 연구개발사업이 추진되고 있으며, 이러한 연구개발사업의 성과로서 DRAM, TFT-LCD, CDMA 등 첨단 분야에서 세계 최고 수준의 국제경쟁력을 갖춘 기술들이 다수 확보되었다. 주력 산업인 IT산업, 자동차, 철강, 조선, 섬유 등도 기술혁신에 의한 국제 경쟁력 강화로 수출이 확대되면서 우리 경제의 견인차 역할을 하고 있다 최근 10년간 연구개발 투자규모는 3배 이상 증가하여 2000년 기준으로 세계 8위의 투자규모를 달성하였으며, 민간의 연구개발 투자 비중도 크게 늘어나 민간주도형 연구개발체제로 전환되게 되었다. 2001년에 이르러서는 총연구비 투자규모가 15조 이상으로서 이는 전체 GDP의 ∼3% 에 해당되는 수치이며 선진국 수준에 육박하고 있음을 짐작 할 수 있다. 지식기반사회를 선도하여 국가 경쟁력을 높이기 위해 정부는 연구개발 투자를 계속 확대할 정책을 시도하고 있으며 창의적 과학기술인력의 양성 체제 구축 및 효율적인 활용에도 적극 투자하고 있다. 과학기술부는 과학기술혁신의 중추적 역할을 담당하고 있으며 현재까지 20,000여개이상의 과제를 수행하여 국가경쟁력 강화에 크게 기여하여왔다. 정부는 국내외 과학기술 환경변화가 심한 21세기를 맞이하여 새로운 기회와 도약을 위하여 과학기술 중심국가 건설이라는 새로운 비전을 제시하게 되었다. vision 2025를 통해 2025년까지 21세기 첫 4반세기 동안 과학기술 경쟁력을 세계적인 수준으로 끌어올려 과학기술에 기반을 둔 선진국 진입을 실현하고자 다양한 정책적 대응을 물색하고 있다. 세계 시장규모, 전략적 중요성 등을 토대로 한 10대 산업을 육성하기 위하여 과학기술부는 기술수요조사를 바탕으로 49개 주요기술을 도출하여, 과학기술 일류 국가 실현, 국민소득 2만불 달성이라는 국가적 슬로건을 내걸고 “차세대 성장동력” 창출을 위한 범정부차원의 기획과 연구비의 집중투자를 추진하고 있다.

Community colleges are key constituents of higher education in Korea, along with four-year universities. The number of community colleges in Korea also holds significance. However, the main focus of the Master Plan for Library Development decisively lies in university libraries, with little consideration to the poor condition of community college libraries. This study aims to identify problems of community college libraries by conducting a document research on their current standing and, based on that, to present six policy proposals for government support. They are a) to develop library collections based on the school specialty, b) to build theme-oriented libraries, c) to facilitate cooperation between community college libraries, d) to reinforce capacities for library service, e) to improve legal status of community college libraries and develop an evaluation index, f) and to estimate demand and evaluate service quality.
