The Effects of the workforce Age Structure on Productivity or Labor Costs (사업체 근로자의 연령구성이 생산성과 인건비에 미치는 영향)

  • In this paper, we use panel dataset from Korean linked worker-firm to analyse the effects of the workforce age structure on the productivity or labor costs. We measure 'labor productivity' as added value per capita, 'cost of labor' as labor cost per capita and estimate a dynamic panel model to study the effects of the workforce age structure on the productivity or labor costs. Empirical analysis results show that the workforce age structure is positively related to productivity and labor costs, but only up to the aged of 35-39. That is, we find that an increase in the proportion of younger workers or elder workers rather than the aged 35-39 has a negative effect on productivity and labor cost. In particular, the difference between the estimation coefficient of productivity and labor cost when the share of workers aged 50 or older is increased instead of the aged 35-39 is higher than the difference between the estimation coefficient of productivity and labor cost when the share of workers aged 30 or younger is increased instead of the aged 35-39. Our results exhibit that it is reasonable for firms to worry about declining productivity of elderly workers, whereas firms already used older workers efficiently, such as by adjusting their labor costs.

  • 대부분의 대학에서는 연구과제 관리 및 연구비 집중관리를 위한 정보시스템을 운용하고 있다. 하지만 새로운 제도의 도입이 잦은 해당 업무의 특성상 정보시스템의 유지보수가 매우 어렵다. 이에 본 논문에서는 학생인건비 pooling 제도를 분석하고, 연구과제관리시스템 및 연구비관리시스템을 운용하고 있는 국내 K대학에서 인건비 pooling 제도 도입에 따른 유지보수 사례를 소개하고자 한다. 본 연구는 기존에 운용되고 있는 시스템에 대한 분석 결과를 바탕으로 새로운 제도를 접목시키는데 필요한 기능을 추출하고, 이의 구현을 위한 설계 변경을 실시하였다.

  • 원자재 가격의 계속된 오름세는 그렇지 않아도 힘겨운 설비건설업계를 더욱 옥죄고 있다. 이번 호에서는 4/4분기 주요 자재 전망과 현장 손익관리 요소에 관하여 소견을 내어 보았다. 현장 손익의 핵심 요소는 인건비, 자재비 관리라고 할 수 있는데, 인건비는 단가가 거의 고정이므로 투입 인원 관리 외에 별도로 고려할 내용이 없지만, 자재는 공사기간 내내 변동성이 크므로 특별한 전략이 필요하다고 생각한다. 먼저 자재 동향부터 살펴 보자.

A Study of the Librarian Personnel for Public Libraries on the Lump-sum Personnel Expenditure System (공무원 총액인건비제에서 공공도서관 사서직 인력에 대한 고찰)

  • The purpose of this study is to identify the influence of the change on librarian number of local governments on the lump-sum personnel expenditure system. Data were collected and analyzed from the Enhanced local laws and regulations information system and local government home pages of 15 local governments where opened more than two public libraries from 2008 to 2010. Results show that the number of 15 government employees was increased but the number of librarian was slightly increased. Also, the number of administrative positions was increased using plural series position system. It shows that the number of librarian can be increased under the lump-sum personnel expenditure system.

  • Today, politics, economy and technique in the world are rapidly changed. To respond to these changes public institutions as well as government and corporate try to change themselves and to adapt these situation and environment. Total payroll costs system which is one of critical methods to adapt changing world began to introduce in 2004 for public services in Korea. After exhibition and enforcement, all education administration in Korea adopted this system in 2013. This study focus on how total payroll costs system can be successfully controled and utilized, and who this system increase organizational effectiveness and efficacy in public services. Organizational members' effort, perspective, attitude and behavior are most important factors for organizational change and new option. Organizational change and adaptation always involve members' change and adaptation, so this study emphasizes on members' perspective and attitude on total payroll costs system. As a result, distribution justice, procedure justice, and receptivity about total payroll costs system are related to organizational performance such as job satisfaction and organizational commitment. This means organizational members' perspective(distribution justice and procedure justice) and attitude(receptivity) are most crucial factors for effectiveness and efficacy of total payroll costs system. Furthermore with distribution justice, procedure justice and receptivity, total payroll costs system would increase members' job satisfaction and organizational commitment. To sum up, members' perspective and attitude are most important factors for change, thus for success of total payroll costs system, we should understand how people are critical, especially their distribution justice, procedure justice, and receptivity; and also how total payroll costs system are valuable system; and how we can control and handle this system.

Comparison between Korean Regional Public Hospitals and Private non-profit General Hospitals for Investment Efficiency and Management Performance (지방공사의료원과 민간 종합병원 간의 투자효율 및 경영성과 비교)

  • This study analyzed the financial information between 2011 and 2014 comparing management performance and utilization of capital and human resources between private non-profit general hospitals and regional public hospitals operated as general hospitals. The purpose of this study was to enhance the productivity for financial independence of regional public hospitals. Comparison analysis variables were value added to the total assets, value added to the productive activity tangible fixed assets, value added to personnel expenses, ratio of value added, and operating margin to revenues. According to the analysis results, regional public hospitals showed lower investment efficiency indicator and higher ratio of value added, as well as significantly lower operating margin-to-revenues compared with private non-profit general hospitals. Moreover, the effect of investment efficiency indicators on operating margin-to-revenues was value added to the productive activity of tangible fixed assets and value added to personnel expenses in regional public hospitals; the value added to personnel expenses in private non-profit general hospitals had a significant effect on the operating margin-to-revenues, the effect of value added to personnel expenses was the greatest. Therefore, it is necessary to asset utilization to the revenue and propriety of human resources to personnel expenses in regional public hospitals.

동판접지전극과 동선접지전극사용에 대한 기술적 및 경제적 비교

  • 현재 우리나라에서 사용하고 있는 접지전극은 30*30$cm^{2}$의 넓이와 0.7,0.9,1.0,2.0mm의 동판전극들이다. 인건비가 비싸고 전극 자료비가 우리나라에 비하여 싼 외국에서는 접지봉을 많이 사용하고 있다. 접지봉을 사용하면 인건비는 적게들지만 매설하기 위한 기계의 시설비와 같은 접지저항치를 얻기 위한 동량이 판전극 사용시보다 더욱 많이 필요하므로 우리나라 현사정에는 부적당하다. 본 연구의 목적은 소요접지저항을 얻는데 동판전극보다 더욱 경제적인 접지방식을 모색하여 이것과 동판전극방식과의 기술적, 경제적비교검토를 하는데 있다.

  • 현재 업체에서 제공하고 있는 반도체 정보의 수집 및 가공이 모두 수동으로 이루어져 있어 많은 시간의 노력과 인건비가 들어가고 있다. 현재 개발되어 있는 에이전트는 범용적이고 일반적인 형태의 에이전트로 특화된 반도체 정보의 수집 및 가공에는 부적합하다. 따라서 본 연구를 통해 반도체 정보 시스템에 특화된 웹 에이전트를 개발하여 현재 수동으로 이루어지고 있는 반도체 정보 시스템의 정보처리 과정을 자동으로 수행하는 웹 에이전트를 개발하여 인건비의 절감과 정보 시스템의 신뢰성 향상 및 정보처리 과정의 자동화, 체계화를 이루고자 한다.
