Current Status of Library Services for Immigrants in Korea (이주민을 위한 국내 도서관 서비스의 현황 분석)

  • The purpose of this study is to current status of library services for immigrants in Korea, where the number of immigrants reaches one million. To do this, the cases of library services for immigrants in North America and Europe were investigated and persons in charge who work in 10 public libraries and 5 private libraries serving immigrants in Korea were interviewed. Also, research articles, newspapers and related websites are utilized. Current status and limitations of library services for immigrants were discussed and some suggestions were presented.

  • "The IFLA Multicultural Library Manifesto" affirms that libraries should serve all members of the community without discrimination based on cultural and linguistic heritage; provide information in appropriate languages and scripts; and, give access to a broad range of materials and services reflecting all communities and needs. Public libraries in Korea currently are facing the challenge to adopt this IFLA manifesto as Korea is rapidly changing toward a multicultural society. In regard to these speculations, this study explores the experiences and major characteristics of public library services for multicultural population in Richmond, Canada. Based on the case study, this paper scrutinizes the current situation of public library services for multicultural immigrant population in Busan area, and develops several service agenda as they can be oriented to the new strategic plans of public libraries in Korea.

Immigrants', Multicultural Experts' and Librarians' Perception and Needs Analysis on Current Multicultural Library Services (도서관 다문화서비스에 대한 이주민과 다문화전문가 및 사서들의 인식과 요구조사)

  • The research aims to investigate immigrants', librarians' and multicultural experts' information needs and perception on current multicultural services in Korean libraries, and to suggest the directions for providing multicultural library services. The research collected the data through conducting both in-depth interviews and focus group interviews with immigrants, librarians and multicultural experts. The research found the significant and emergent features on immigrants' and librarians' requests and perception about current library multicultural services. On the analysis of the findings, the research discussed the implications of the policies for library multicultural services and the alternatives to improve library multicultural services and librarians' multicultural competencies.

  • The diversification of Korean society with a large influx of migrant workers, international marriages, and international students calls for an attention to the importance of cultural competence of Library and Information Science sector in order to respond effectively and appropriately to the needs of immigrants who have diverse cultural backgrounds. In regard to these circumstances, this study is designed to develop the components of cultural competency needed by librarians. For this, this study collected its data through literatures review and interviews with librarians who are implementing services for immigrants in multicultural libraries and with experts who have experienced researches based multicultural services or involved with the management of multicultural families and migrant workers. As a result, the cultural competency components emerging from literatures review and interviews were divided into three parts ; multicultural attitude, multicultural knowledge and multicultural skills. And detailed components of three parts of cultural competency were specifically multicultural attitude, knowledge of multicultural groups, knowledge of multicultural services, development of collections, programs, and services, service delivery, language diversity, and professional education and workforce diversity.

Developing Information Services and Social Integration of Marriage Migrant Women in Korea (정보서비스와 결혼이주여성의 사회통합)

  • Korea has experienced an increase in the number of immigrants in accordance with accelerated globalization. In particular, the rapid surge in international marriages and multicultural families has created social adaptation or inclusion problems for these families in Korean society. This paper examines how information services or technological education programs affect the social integration of marriage migrant women in Korea. Using survey data on international marriage migrant women, we conducted multiple and logistic regression models to examine the relationship between information and technology services and life satisfaction and employment status. The results show that the experience of using social services tends to have positive effects on life satisfaction. Having experiences of information services or technological education improves marriage migrant women's chances of employment and increases their willingness to work or start a business. This indicates the importance of information services or technological educational training and social services in improving social adaptation and integration of marriage migrant women in Korea.

Development of Nursing Students' Volunteer Activity for Goryeo-in Immigrants Based on Service Design (서비스디자인 기반의 고려인 이주민을 위한 간호대학생 봉사활동 개발)

  • The number of Goryeo-in immigrants has been increasing recently. National attention and active interactions are required for them to settle down with the identity of Koreans. The purpose of this study was to develop volunteer activity for Goryeo-in immigrants based on service design. The study was performed in G metropolitan city from October to November 2019. The participants were 33 Goryeo-in immigrants and 3 stakeholders. Data was collected through a survey and interviews of Goryeo-in immigrants and stakeholder interviews. In the field surveys and interviews, it was found out that the main problems faced by Goryeo-in immigrants were communication difficulties, maladjustment, job insecurity and smoking. The core issue was defined as 'How Goryeo-in immigrant women can improve their communicate ability in Korean'. In order to solve this problem we developed a program called 'Goryeo-in Han-gul ssugssug' for volunteer activities, and the program delivered through a storyboard and a role play. Using the service design process, a meaningful volunteer activity was designed considering lots of situation of Goryeo-in immigrants and nursing students in various ways. This study shows that the service design methodology is a useful way to reflect the needs of consumers and volunteers in developing volunteer work.

Improvement of Tourism Information Web Contents in Multicultural Society (다문화사회의 관광정보 웹 콘텐츠 개선 방안)

  • With the beginning of foreign workers' immigration since 1990, Korea has faced multi-cultural society. At the same time, the number of female marriage immigrants have constantly increased. But the social services for immigrants are not yet prepared. According to the research on the actual condition of immigrants' culture enjoyment, which was done by Ministry of Culture, Sports and Tourism of Korea, the most preferable leisure activity of immigrants is 'sightseeing'. So this study focused on improvement of web contents of tourism information to satisfy the information needs of immigrants. Concretely, this study analysed the present condition of the existing tourism web contents, and analysed deeply the web site 'Tourism Busan' for special reference. Especially this study tried to analyse VOD images among web contents of 'Tourism Busan', and provided concrete improvement plan for that. And also this study processed interview with marriage immigrants to provide web site evaluation at the level of immigrants' eyes. As a result of evaluation, immigrants was the most dissatisfied with 'contents quality', and showed lower dissatisfaction at 'service quality', 'interface quality' factors.

The Role and Function of Small Community Library for Foreign Immigrants: the Case Study of Multicultural Library at Wongok-dong, Danwon-gu, Ansan-si (국제이주민들을 위한 작은도서관의 역할과 기능: 안산시 단원구 원곡동 다문화작은도서관 운영사례연구)

  • According to the rapid increase of foreign immigrants, South Korea recently has grown more and more interested in the acceptance of cultural diversity in diverse fields at the whole society. Korea Library Association also has sought the way of multicultural service for foreign immigrants in libraries and many previous researches has suggested those. This paper examines the ways in which small community library functions for foreign immigrants, analyzing on the case of multicultural library located in Wongok-dong, Ansan-si, where about 80% population of residents are foreign immigrants. Ansan multicultural library has two functions in the community. One is the educational place for helping immigrants' settlement and adaptation of South Korea. The other is the cultural place for social integration between immigrants and South Koreans based on mutual understanding and communication. Ultimately this paper shows how values small library in the community has significantly for foreign immigrants.

Non-Agricultural Occupations of Korean Immigrants at the Russian Far East (러시아 극동지역 한인이주민의 직업에 대한 연구: 비농업직(非農業職)을 중심으로)

  • The paper examines non-agricultural occupations of Korean immigrants in the Russian Far East from 1860s to 1930s. First of all, theoretical perspectives regarding immigrants\` job selection and positions in the labor market such as cultural theory, segmented labor market theory, human capital theory, and ethnic enclave theory were reviewed and then how these theories can be applied to various jobs of Korean immigrants including mining, fishing, small business, service, and miscellaneous jobs was studied. Next. this article points out that those theories cannot explain both supply and demand sides of migration simultaneously, suggesting the need to integrate two sides of migration. In order to fill out this gap in the literature, this paper suggests the integrative approach which combines supply side and demand side of migration. According to this model, several factors in the non-agricultural jabs which were affecting Korean immigration in the Russian Far East. were identified and discussed in relation with existing theoretical perspectives. Finally this paper concludes that, in order to understand Koran migration in the Russian Far East properly, we have to take into consideration simultaneously both supply-sided factors of immigration including farming-oriented characteristics of Koreans, Korean socio-economic problems preceding immigration, and self-dependent tendencies of Korean immigrants and demand-side factor like the Russian migration policy to the immigrants and various regional situations in the Russian Far East.
