The impact of the recent small business start-up competition in the market, has become overheated. It is effected by early retirement of a generation of youth employment. This study is a study on the impact of SEMAS(Small Enterprise and Market Service) system operating of the funding system, education support programs, and consulting support system on the business performance of small business owners. It has surveyed 272 business owners, in Gyeongsangnam-province. The study includes specific support system for usage frequency and satisfaction and conducted from January 2013 to September 2015. In addition, it analyzes characteristic that motivation, business model, item, owner's experience, sales and demographic by small business owner. Analysis results, the management performance of small business that uses financial support system and consulting support system is shown to be high. But education support system is the opposite effect. As a result, the management performance is related to industry experience. Therefore education support system need to be reorganized to the support depends on the development stage. This study was conducted to help small business owners entered the start-up market and a decision-making person with a policy decision.

신재생에너지 보급 확산을 위해서 정부에서는 2009년부터 2030년까지의 시평을 가진 '제3차 신재생에너지 기술개발 및 이용 보급' 기본계획을 수립하고, 이의 달성을 위하여 예산투자와 함께 기술개발 지원, 보급 보조 및 융자, 발전차액지원제도, 그린홈 100만호 보급사업 등을 다각적으로 추진하고 있다. 이러한 보급지원제도의 하위제도로써의 융자지원제도는 신재생에너지 설치자 및 생산자를 대상으로 장기저리의 융자지원을 해주는 제도이다. 이를 통해 초기 투자비를 경감, 사업적 경제성을 확보하여 신재생에너지설비 및 관련 산업을 보급, 육성하고자 하는 것이다. 융자지원을 위한 금리는 기준금리(국고채 3년물 수익률)에 연동하여 분기별로 조정되고, 시설자금, 생산자금, 운전자금으로 분류하여 태양열, 태양광, 바이오, 폐기물, 수력, 지열, LFG, 풍력, 연료전지 등의 분야에 지원한다. 따라서 본 연구에서는 융자지원제도 현황을 고찰하고, 기준금리의 변동에 따른 융자지원 금리의 변동을 함께 살펴보았다. 각 에너지원별 지원에 어떠한 영향을 주는지 알아보았다.

The purpose of this article is to analyze the structure and characteristics of the care manager systems of the long term care insurance in Japan's social welfare institution. In order to realize such purposes, this paper develops the discussion process as follows. Firstly, this paper examines the developmental processes and contents of the long term care insurance system and the care plan services which are the services to aid the utilization of long term care services. Secondly, this paper describes the care manager which conducts the role of care plan services intentively. Thirdly, this paper makes the research framework which is formulated as the legislative views about the care manager on the long term care insurance act, task systems, recruitment and retraining systems, and research data of care manager. Summarizing the contents of care manager's circumstances and characteristics about the long term care insurance, the results are explained as follows. that is to define care manager's status as the components of care plan center, to control indirectly the activities of care manager's care plan by operating care service center and care plan center in equal corporate, to set role and task ambiguously, to recognize care manager's role as the attributed role of care service center, to give licence and qualification in local government. Therefore, it's difficult to realize care plan depending on speciality and neutrality for the service user. The essential parts for the reform of care manager systems may be to separate care service center and care plan center and to redefine the task and role of care manager, the role and task of which should be put on care plan services.

본 논문에서는 국내 제조업 기업을 대상으로 한 $\ulcorner$기술혁신조사$\lrcorner$ 통계를 바탕으로 기업의 혁신 활동과 이를 지원하고 있는 각종 정부지원제도에 대한 실효성을 다루었다. 분석대상 기업의 수는 2,591개였고, 기술혁신지원 프로그램은 11개로 조세지원제도가 7개 기술지원제도가 6개였다. 기술혁신지원 프로그램의 실효성을 분석하는 실증모형에는 선택변수모형이 이용되었으며, 실증결과는 현재 시행중인 분석대상 기술혁신지원제도의 실효성이 실망스러운 것으로 나타났다. 이들 프로그램의 효과는 대체로 10% 미만이었고, 대기업과 중소기업에 대한 적절한 차등효과를 가져오지 못하는 것으로 판단되었다. 이에 따라 기술혁신지원제도에 대한 개선이 보다 현실성 있게 개선되어야 할 것으로 보인다.

This study analyzed the relationship between recognition and utilization of work-family balance support policy. 'Childcare leave' was the most Implemental and utilized policy, and 'working hours reductuion', 'flexible commute time' in order. Awareness(p<.001) and satisfaction(p<.05) of using work-family balance support policy positively affected the effectiveness recognition. For intention to use work-family balance support policy, awareness and satisfaction of work-family balance support policy was not significant but family support marginally affected. This study provided implications for expanding policy consideration on female workers' family and understanding the effectiveness of work-family balance support policy.

The government provides various support systems for small-medium companies who perform a vital role for hiring and manufacturing: focusing on activating of start-up. Various governmental supports have been made and these entrepreneurship support systems have been contributed a certain point to start-up activation. Based on precedent study, this study has been setup the independent variables as five factors: mainly tax support system, financial support system, technology support system, management support system, self-employment infrastructure support program and empirically completed with the hypothesis how independent variables affect entrepreneurial intention. In this study, surveys which consist of measurements and questions allowing drawing variables and verifying the relationship between variables, and empirical study methods that prove in accordance with statistics process of measured data were implemented. To conclude, the results are as follows. It was showed in supplemental analysis performed through path analysis that tax support system and financial support system influence entrepreneurial intention.

The purpose of this paper is to analyze the structure and characteristics of the utilization support systems(USS), which has been institutionalized to aid the use of social welfare services in Japan's social welfare systems recently. In order to conduct such purposes, this paper made the process as follows. Firstly, this paper examined the developmental processes of social welfare systems, and the back ground of institutionalization of USS in Japan. Secondly, this paper formulated at ideal dimension the analytic model which was to explain the structure and characteristics of the USS. To build this model, this paper used two factors which were the connective dependency to the welfare support systems and the feasible-satisfying alternative setting for user. Thirdly, this paper analyzed the characteristics of the user-driven support facilities which has already activated in social welfare systems in Japan. According to the result of analyzing such model, this paper explained that USS in Japan has possessed the structure and characteristics, such as to aid self actualization and human right of user, to compose the inner coalition organization with supply systems, to emphasize the employee to train care management's skill, and to keep up bounded openness to USS's participation. Therefore, oligopoly market is formulated owing to bounded openness in the field of USS and the role of social worker such as a care manager is emphasized on making care plan.

Analysis results, the satisfaction of small business that uses support system is shown to be significantly related with education degree, entrepreneur motivation, and business kind is partly related. It will conduct a decision-making governor to help small business owners entered the start-up market and.

본 보고서는 KISA의 지원에 의하여 수행된 2016년 '전자상거래제도개선전담반'의 토론내용을 중심으로 대표저자인 필자가 작성했다. 우리나라는 2016년초 처음으로 전자상거래 무역이 흑자를 기록했다. 그러나 무역 규모에 비해 전자상거래 수출실적이 극히 미흡하다는 판단 아래 정책 효과를 배가할 범정부적 제도 개선책을 도출했다. 제I장에서는 전자상거래가 앞으로 대한민국 수출의 경제성장 동력원으로서 일익을 담당할 중요한 부문임을 역설하고, 제II장 본론에서 용어의 통일, 전자상거래 무역통계 제도 개선, 유통 통관 관세 제도 개선, 전자상거래 고급인력 양성, 글로벌 공동이용 플랫폼 기술개발 지원, 전자상거래 지원을 위한 표준화 등 개선안을 정리하였고, 제III장에서는 정책제언을 수록했다.

국내에서는 올해 ESCO자금이 증액됐다. 에너지이용합리화자금이 소폭 감소된데 비해 ESCO자금만 지난해보다 2백억 원이 증가돼 1천4백73억여 원이 지원된다. 이와 함께 올해부터는 운영의 묘를 살려 특성업체 편중 지원 방지와 우수한 ESCO의 활동을 장려할 계획이다. 선착순 지원제도를 폐지하고 일정기간을 두고 접수분을 일괄 검토, 업체별로 지원액을 조정, 추천토록 제도를 추진할 계획이다.
