A Study on the Justifiable Use of Weapons by Private Security: Focusing on Multi-user Facilities (민간 경비원(보안요원)의 정당한 무기사용 방안 연구: 다중이용시설을 중심으로)

  • 2023년 8월 3일 다중이용시설과 운송시설이 맞닿아 있는 서현역 부근의 다중이 밀집한 장소에서 차량돌진 및 흉기난동의 묻지마 범죄가 발생하였다. 차량을 인도로 몰아 보행자를 들이받은 뒤 백화점 내부로 들어가 흉기를 휘둘러 차량돌진으로 5명, 흉기난동으로 9명의 피해자가 발생하였다(리차드김, 2023). 서현역의 묻지마 범죄 이후, '살인예고 지도' 서비스의 등장하면서 많은 이용객이 상시 붐비는 번화가 및 백화점 등의 다중이용시설을 이용하는 시민들의 불안감이 전국적으로 크게 확산하고 있다(김잔디 & 최윤선, 2023). 급격히 늘어나는 국민의 불안감으로 정부에서는 '묻지마 범죄'를 '이상동기범죄'로 명명하고 근절을 위해, 사실상 테러와 비슷한 수준의 강력한 대책을 추진하고 있다(강은민, 2023). 이상동기범죄에 따른 강력한 대책으로 국무조정실(대테러센터), 경찰청 등 관계부처의 다중이용시설 대한 안전대책들이 강구되어지고 실정에서 「경비업법」에 따라 시설의 위험발생을 방지하는 업무를 담당하고 있는 민간 경비원에게 이용객의 안전을 보호하고 피해를 최소화하기 위한 일선 역할이 중요해졌다. 하지만, 이상동기범죄에 대한 일선의 초동대응이 인력과 장비, 정당방위에 대한 법제도의 뒷받침 미흡 등으로 인해 민간 경비원의 실질적인 대응이 어려운 실정이다. 많은 사람의 왕래가 있는 다중이용시설에서의 민간 경비원 최소 경력배치 기준, 현행범 제압을 위한 무기사용 기준, 이용객 보호를 위한 경비원 위력 사용 기준 등의 제도적으로 마련되어 있지 않아 민간 경비원이 범죄로부터 시설 이용객을 보호하는 것은 쉽지 않은 것이 현실이다. 따라서 본 연구에서는 다중이용시설 묻지마 범죄 등의 위험성과 민간 경비원의 무기사용과 관련한 법제도적 한계점을 고찰하여, 이에 대한 개선방안을 제시하고자 한다.

  • 현재 가스라이팅이 중요한 사회적 문제로 대두되고 있으며 이에 대한 정확한 개념을 아는 사람이 많지 않다. 가스라이팅은 데이트 폭력 및 다른 심각한 범죄로 번질 가능성을 가지고 있다. 따라서 본 논문에서는 가스라이팅의 위험성을 알리기 위해 몰입할 수 있는 스토리텔링 기능성 게임 콘텐츠로 가스라이팅 간접 체험을 제공하고자 한다. 기능성 게임은 단지 즐기기 위한 게임이 아닌 재미와 그 이상의 정보를 전달하는 게임이다. 유저들에게 끊임없는 동기의 제공과 문제 전체를 파악하는 능력과 실제로 경험하기 힘든 부분을 간접 체험으로 제공하는 기능성 게임의 특성을 통해 주제를 전달하고자 한다.

Analysis of the Case with Serial Killer Young Cheol Yoo (유영철 연쇄살인사건 분석)

  • Serial violent crimes have occurred more frequently. Additional attention is paid to relevant areas in which discussions has also increased. This study analyzed Young-cheol Yoo, serial killer case. Two of Yoo's crimes were studied for modus operandi. The cases selected were the premeditated break-in homicide of upper-class elderly people and the impulsive homicide of the Hwanghak-Dong street vendor. Crime motives, targets, times, places, means and methods were analyzed. Profiling techniques in Young-cheol Yoo cases were evaluated and the problems discovered during investigation were discussed. The followings are the findings of the analysis of the serial killer Yoo cases. Yoo exhibited a hatred toward the rich, the elderly, and women as well as a fear of diseases and death. Yoo's crime targets were the elderly residing in wealthy houses, street vendors and prostitutes. The numbers of victims were: 3 men and 5 women victims in 4 homicide cases involving the elderly residents in wealthy houses; one man in 1 street vendor homicide case 11 women in 11 prostitute homicide cases, so total 20 persons were murdered in 16 cases. The time of the crimes were between 10 am and noon in the homicide cases of the elderly and very late at night or early in the morning in the prostitute homicide cases. Means and methods facilitated include the use of a knife as a threat and a hammer made by Yoo to strike the head and face of victims. In the homicide cases involving the elderly, he attempted to disguise the crime scene as a burglary or committed arson to destroy the evidence; in the prostitute homicide cases, bodies were mutilated and buried in secret. 1) Generally each serial killer case has different characteristics, motives, and purposes; while some serial killer cases involve similar methods, others use different methods. Unlike other crimes, serial killers' characteristics and tastes are very different, so it is difficult to explain serial killings based on a specific model. It is important to accurately capture modus operandi of each serial killing and for detectives to familiarize themselves with them. The process of tracing and use of imagination which follows a serial killer's psychology and thought must be used to find out what kind of thoughts pushed the killer to commit the crime. In order to investigate and research difficult subjects such as serial killing, various methods, skills, and relevant knowledge should be studied, and institutional endeavors should go hand in hand with individual efforts.

  • Exercising and stretching are essential for the growth of children, but recently, children's outdoor activities are limited due to social risks such as fine dust and child crime. It has increased the need for children's programs that can be safely and easily followed indoors. In this paper, we developed a system to induce and manage children's voluntary stretching to support growth. The system developed in this paper recognizes the child's stretching motions in real-time using Kinect to evaluate the match rate with the standard motions. The system gives users the results with a calendar and check stamp to provide voluntary motivation for the child and to provide parents with systematic management of the child's progress.

Is it true?: A Meta-analysis on the Efficacy of CBCA in Detecting Truths (그 말은 진실일까?: CBCA의 진실 탐지 효용성에 대한 메타분석적 고찰)

  • Statement Validity Analysis (SVA) is utilized in criminal investigations and the court to assess the credibility of given statements. During this procedure, the criteria for Criteria-Based Content Analysis (CBCA) are used to evaluate whether statements include the characteristics reflecting actual experiences about the event in question. Various studies had been conducted on the efficacy (classification rates) of CBCA criteria, yet the consistency of the findings was not investigated. In the current study, a meta-analysis was conducted with Korean CBCA studies reported from 2004 to 2020 (a total of fourteen studies). As a result, the total score of CBCA was found to successfully discriminate truth and fabrication. A significant positive (+) effect size was found with four criteria (3, 4, 10, and 12), all of which are classified as cognitive criteria. However, contrary to the underlying assumption for CBCA, criterion 18, classified as one of the motivational criteria, showed a significant negative (-) effect size. Meanwhile, moderator analyses were possible for eleven criteria (2~9, 12, 13, 15) and the results showed the significant effects of potential moderator variables such as the gender and status of the participants, study types and designs, number of raters, and publication status. The current results suggests that more careful attention is required to each criterion-especially the cognitive criteria-rather than the total CBCA score as well as the possible moderator effects in order to assess truthfulness of the statements. The implication, limitations, and suggestions for future studies were discussed.
