A Study on the Mobilization Simulation Mode of Government Exercise for Emergency (비상대비 정부연습의 동원 시뮬레이션 모형에 관한 연구)

  • This study is on the simulation conditions of the tentative 'mobilization simulation mode'(MOBSM) and the setting option of major simulation elements. The MOBSM is a training module that practices mobilization of various institutions through a simulation computer similar to actual situations. So far, mobilization exercise(Mob-Ex) is a message simulation method, so it is necessary to convert into a MOBSM because many problems such as fragmentary and practice only by some institutions are raised. Therefore, the theoretical background and previous studies on Mob-Ex and simulation were reviewed to derive the requirements and simulated elements of the MOBSM to meet the purpose of government level exercise and to suggest the critical concepts and the direction of application. The basic requirement is to simulate the main mobilization practices by institution and provide information on the mobilization execution in a nationwide scope. The simulation elements are simulated events and flow charts by mobilization type, simulated range and level by object, simulated contents of material mobilization by institution, key simulated items, DB application, and simulated period, etc. This study will be useful for policy establishment and follow-up research for technology development of MOBSM in the future, and will accelerate the transition to practical mobilization exercise by MOBSM.

  • 서울시 효자배수분구(광화문 지역)는 2010년, 2011년 호우로 인해 침수 피해가 많이 발생했던 지역으로 당시 주요 침수피해 원인은 광화문 사거리 및 경복궁역 인근에 위치하고 있는 굴곡 관로의 손실수두 증가(유입, 만곡, 마찰손실 등), 지하매설물로 인한 통수단면 감소 등으로 조사되었다. 따라서 대상지역의 침수 원인을 정확히 분석하기 위해서는 관거의 만곡, 급 확대 및 급 축소에 따른 손실계수의 적용이 요구된다. 손실계수는 유입부, 만곡부에 대한 계산식을 이용하여 산정하고 모형에 적용하였으며 적정 손실계수 값을 얻기 위해 손실계수에 대한 민감도 분석을 수행하였다. 모의 검토 대상기간은 우수관거내 수심 측정자료가 존재하는 4개의 이벤트를 선정하였으며 같은기간에 해당하는 AWS 매분단위 강우자료를 취득하여 모의에 적용하였다. 또한, 적정 손실계수를 선정하기 위해 관측치와 모의치의 적합도를 평가하였으며, 평가지표는 자료 개수에 관계없이 절대적으로 평가할 수 있는 NSE(Nash-Sutcliffe Efficiency)를 사용하였다. 손실계수 적용 여부에 따른 분석결과 손실계수를 적용한 모의치가 관측치의 오차가 미적용한 모의치보다 적합도의 평가지표가 우수하게 분석되었다. 손실계수 민감도 분석 결과는 경험식에 의해 산정된 손실계수를 적용한 Case3의 NSE가 가장 우수하게 분석되었다. 이와같이 도시 지역의 침수분석에 있어 우수관거에 대한 손실계수 적용으로 분석모형의 정밀도를 높일 수 있는 것으로 판단된다.

A Simulation Technique for RFID Adoption in Hospital (의료기관 RFID 도입을 위한 시뮬레이션 기법)

  • As a key technology of U-health, RFID can be applied to the hospitals in a variety of cases such as patient tracking, medical instrument management, and so on. However, adoption of RFID in healthcare does not reach expectations because of huge cost. Exact estimation of cost and effectiveness will boost adoption of RFID in healthcare. This study proposes a novel simulation technique to evaluate cost and effectiveness of RFID in hospital environment. To do this, this study proposes a technique for modeling patients' movements in a hospital. Based on the model, this study provides how to obtain tag event dataset by means of simulating identifications of RFID tags that are attached to patients.

  • The RSS Reader is a software application that assist users easily to read and collect contents which are frequently changeable syndicated contents of RSS format that published on the web. This paper presents a formula software design based on RUP object-oriented design method for implementing the RSS Reader. We extract a use case based on requirements for implement of the RSS Reader and propose a domain concept model by. Using above artifacts, we extract event to generate between users and, the RSS Reader and logical architecture. So, we design classes and packages of the RSS Reader. As proposed a formula software design about the RSS Reader in early stage, it can make the RSS Reader with a variety of characters easily based on these.

  • For power energy, optimal generation and distribution plans based on accurate demand forecasts are necessary because it is not recoverable after they have been delivered to users through power generation and transmission processes. Failure to predict power demand can cause various social and economic problems, such as a massive power outage in September 2011. In previous studies on forecasting power demand, ARIMA, neural network models, and other methods were developed. However, limitations such as the use of the national average ambient air temperature and the application of uniform criteria to distinguish seasonality are causing distortion of data or performance degradation of the predictive model. In order to improve the performance of the power demand prediction model, we divided Korea into five major regions, and the power demand prediction model of the linear regression model and the neural network model were developed, reflecting seasonal characteristics through regional characteristics and migration period learning techniques. With the proposed approach, it seems possible to forecast the future demand in short term as well as in long term. Also, it is possible to consider various events and exceptional cases during a certain period.

Quantitative Evaluation of Energy Coupling between Quasi-Periodic Substorms and High-Speed Coronal Streams (준 주기적인 서브스톰과 고속 태양풍 사이의 에너지 결합에 대한 정량적 평가)

  • It has been known that high-speed solar wind streams associated with coronal holes lead to quasi-periodic substorms that occur approximately every $2{\sim}4$ hours. In this paper we examined 222 repetitive substorms that occurred during high-speed stream periods in July through December in 2003 to quantitatively determine a range of energy input from the solar wind into the magnetosphere between two consecutive substorms. For this study, we have used the Akasofu ${\varepsilon}$-parameter to time-integrate it for the interval between two consecutive substorms, and have applied this method to the 222 substorms. We find that the average amount of solar wind input energy between two adjacent substorms is $1.28{\times}10^{14}J$ and about 85% out of the 222 substorms occur after an energy input of $2{\times}10^{13}{\sim}2.3{\times}10^{14}J$. Based on these results, we suggest that it is not practical to predict when a sub storm will occur after a previous one occurs purely based on the solar wind-magnetosphere energy coupling. We provide discussion on several possible factors that may affect determining substorm onset times during high-speed streams.

  • COMS(Chollian) satellite which was launched on June 26, 2010 has three payloads for Ka-band communications, geostationary ocean color imaging and meteorological imaging. In order to make efficient use of the geostationary satellite, a concept of mission operations has been considered from the beginning of the satellite ground control system development. COMS satellite mission operations are classified by daily, weekly, monthly, and seasonal operations. Daily satellite operations include mission planning, command planning and transmission, telemetry processing and analysis, ranging and orbit determination, ephemeris and event prediction, and wheel off-loading set point parameter calculation. As a weekly operation, North-South station keeping maneuver and East-West station keeping maneuver should be performed on Tuesday and Thursday, respectively. Spacecraft oscillator updating parameter should be calculated and uploaded once a month. Eclipse operations should be performed during a vernal equinox and autumnal equinox season. In this paper, operational validations of the major functions in COMS SGCS are presented for the first three month of in-orbit test operations. All of the major functions have been successfully verified and the COMS SGCS will be used for the mission operations of the COMS satellite for 7 years of mission life time and even more.

Performance Analysis of Population-Based Bandwidth Reservation Scheme with Various Request Reservation Ratios (요청 예약 비율에 따른 Population-Based Bandwidth Reservation 구조의 성능 분석)

  • To accommodate the increasing number of mobile terminals in the limited radio spectrum, wireless systems have been designed as micro/picocellular architectures for a higher capacity. This reduced coverage area of a cell has caused a higher rate of hand-off events, and the hand-off technology for efficient process becomes a necessity to provide a stable service. Population-based Bandwidth Reservation(PBR) Scheme is proposed to provide prioritized handling for hand-off calls by dynamically adjusting the amount of reserved bandwidth of a cell according to the amount of cellular traffic in its neighboring cells. We analyze the performance of the PBR scheme according to the changes of a fractional parameter, f, which is the ratio of request reservation to the total amount of bandwidth units required for hand-off calls that will occur for the next period. The vague of this parameter, f should be determined based on QoS(Quality of Service) requirement. To meet the requirement the value of Parameter(f) must be able to be adjusted dynamically according to the changing traffic conditions. The best value of f can be determined by a function of the average speed of mobile stations, average call duration, cell size, and so on. This paper considers the average call duration and the cell size according to the speed of mobile stations. Although some difference exists as per speed, in the range of 0.4 $\leq$ f $\leq$ 0.6, Blocking Probability, Dropping Probability and Utilization show the best values.
