The purpose of this paper is to empirically identify whether unit bias exists or not under the flat rate pricing in the Korean mobile telecommunication market and to give the desirable form of pricing plans for minimizing this irrational behaviors. Our results show that with the flat rate pricing consumers tends to make more voice or data traffic over their optimal consumption level, meaning the existence of unit bias in the Korean mobile market. These results imply that under the current pricing plans subscribers may pay higher monthly fee than their optimal cost which maximizes their utility, for using the telecommunications service. Thus, policy makers need to consider adopting mobile operators' segmentation of the flat rate pricing plans for the reduction of subscribers' telecommunications costs and the improvement of consumer welfare.

This paper is concerned with automatic telemetering system which reads the consumed quantity of electricity, gas, and piped water. The existing metering method such that a meterman visits households and directly reads meters can cause several problems, including violation of privacy and the possibility of criminal accident, as well the inefficiency in viewpoint of system operation and rate notification. In this paper, we propose a new automatic telemetering and rate notification system, in which the system reads several meters at remote locations and notifies the rates to the customer's cellular phone with short message service(SMS). The proposed system has been developed by using CDMA mobile communication modules and personal computers. This system can operate only with cellular communication network even without wired-internet facilities. In particular, the developed system can provide home security and convenience as well as cost reduction, and thus be applied to intelligent home networks.

본 논문은 번호이동성의 구현에 따른 경쟁촉진 효과와 경제적 효과에 대해 호주와 영국의 사례를 분석하여 소개하였다. 분석 결과에 의하면, 번호이동성 구현은 통신사업자들간의 경쟁을 촉진시켜 통신서비스 요금의 인하와 보다 양질의 서비스가 제공될 수 있을 뿐만 아니라, 번호이동성 구축에 소요되는 비용보다는 이로 인한 국가 전체의 경제적 이익이 비용을 상회한다는 것이다.

Security is essential to make use of application service securely in VANET environments. This paper proposes payment protocol which supports user's anonymity. The proposed protocol is designed to use a charge card as a payment method and performs pre-registration, renewal and payment phase. The user's anonymity and disclosure of charge card information is protected through the pre-registration and renewal phase, and also fast computing operation is supported by minimizing the computational load on vehicles.

과거 사무실과 같은 실내 환경에서 무선을 이용하여 네트워크 접속을 위해 개발된 무선랜 기술이 최근 실외 공중망 서비스와 연계되며 미국을 비롯하여 유럽 등지에서 신규 통신서비스 개발이 활발히 사용되고 있다. 이러한 이동환경에 적합한 선불과금 방안은 선불제 요금제도의 필요성이 대두되면서 중요한 연구과제가 되고 있다. 본 논문에서는 무선랜 이동환경에 적합한 선불과금 모델을 제안하고 검증한다. 제안된 과금 모델은 차세대 이동통신의 이동환경에서 적용이 가능한 인터넷 IP 과금 방안을 연구하는데 기반 기술로 이용될 것이다.

The relationship between market structure and social welfare outcomes has received considerable critical attention in the field of competition policy research. In particular, it is necessary to study in greater depth the impact of market power on social welfare in the telecommunications industry, which is highly likely to form a monopolistic market structure. This is because, when market powers are concentrated on few upper carriers, there are negative effects on social welfare due to an excess of profits. Against this background, the present study investigates the relationship between the market structure of the mobile communications industry (the level of market power) and social welfare outcomes (the retail rate cut) through an international comparison. The results demonstrate that both the market structure and competition status of the Korean market have had significant gaps in global trends. It also points out that the monopolistic market structure (when the leading provider has more than 50% of the market share) has significantly negative effects on consumer welfare (the retail price cut). In addition, the findings of this study suggest that the direction of competition policy should focus on not only improving market concentration(HHI), but also on mitigating the monopoly of power of a dominant operator.

The purpose of this paper is to estimate 'willingness to pay' for mobile data service by using contingent valuation method with double bounded dichotomous choice question. The findings are as follows.: First, the willingness to pay of mobile data service is considerably lower than current retail price. Second, the perceived degree of mobile data service such as awareness and benefit recognition is positively related to the willingness to pay of mobile data service. Our results suggest that active promotion and strengthening of the content of mobile data service are needed in order to enhance the profitability of mobile operators. The analysis results will be used to set the mobile operator's pricing strategy and to build up a successful communication policies in the mobile ecosystem.

규제당국은 설비를 보유하고 있지 않는 다양한 형태의 사업자들의 서비스 시장 진입장벽을 낮추기 위한 제도적 장치로서 전기통신사업 법 개정을 통하여 공정경쟁과 이용자보호를 위한 도매규제방안을 강구하고 있다. OECD 국가들은 도매제공 도입 등으로 인해 고용증대효과, 요금인하효과가 발생하였다. 특히, 도매제공 및 요금규제를 하고 있는 노르딕 국가들은 OECD 전체 회원국 중 가장 낮은 이동전화 요금수준을 유지하고 있다. 국내의 경우 해외와 같이 도매제공(무선재판매) 의무화를 위해서는 먼저 현행 법규정에 무선재판매 의무제공에 대한 근거를 마련해야 한다.

최근 이동통신망과 무선 인터넷망간의 서비스 연동을 위한 움직임이 산업계를 중심으로 본격화되고 있다. 무선 인터넷망과 이동통신망이 결합되면 무선 인터넷망의 서비스 커버리지가 제한적이라는 점을 훌륭히 보완하여 이용자들은 이음새 없는 매끈한 통신서비스를 언제 어디서나 받을 수 있다. 이용자의 단말기는 무선 인터넷 주파수가 있는 곳에서는 무선 인터넷망으로, 무선 인터넷망이 없는 곳에서는 이동통신망으로 사용자를 자동적으로 접속시켜 주며 요금도 절약해 주는 효과가 있어 새로운 시장기회 창출의 시너지 효과도 가져올 것이다. 본 고에서는 이동통신과 무선 인터넷 서비스의 특성과 연동을 위한 고려사항들을 살펴보고, 이동통신과 무선 인터넷 연동 시장 동향을 분석한다.
