The usage of fixed call services and public payphones decreased due to the mobile services became general communications tools and the new VoIP services are emerging. Public phone services are included in the scope of universal services and the prices of services is low and the services are easy to access anywhere. However the telecommunication markets are changed then the loss of public payphone services gets worse and the importance of public payphone have decreased. This paper reviewed the universal services regulations of public payphones in overseas countries and proposed the implications of improving the universal service regulations for public payphones.

Mobile Number Portability means a network capability that users can change service provider while retaining a legacy mobile phone number. Therefore, n provides users with convenience to select service provider comparing service's quality and rate without changing a phone number. in our country, 2G MNP service of QoR method is going to serve in January, 2004. In this paper, We describe connection protocol and NMP procedure between SSP and SCP in order to provide 2G MNP service in domestic network

본 고에서는 요즘 전세계적으로 관심을 모으고 있는 정보통신 산업과 기술발전으로 인한 이동전화의 서비스 품질평가에 대한 방법을 정리하였다. 주요 내용으로는 이동전화 체감 통화품질 측정을 위한 시험조건 및 시험방법개선, 시험장비 기능 확인시험, 성능개선 요구 및 확인, 시험계획 수립 및 전국 측정 방법, 측정데이터 분석, 등급별 평가 등에 대한 내용으로, 특히 이동전화 품질평가 항목별 시험조건 및 시험방법, 이동전화 체감 품질 측정용 시험장비 성능/신뢰성 개선 그리고 전국 현장 측정 데이터분석 및 지역별 품질 산출, 등급별 평가 내용을 정리하였다. 또한 각 분야별 품질 평가 기술 방법에 패한 우리나라의 대응전략을 정리하여 산업체 기술개발에 많이 활용될 수 있을 것으로 사료된다.

Internet was first designed only for sending data, but as the time passed, internet started to evolve into a broadband multi-media web that is capable of transmitting sound, video, high-capacity data and more due to the demands of internet users and the rapid changing internet-communication technology. Domestically, in January, 2000 Saerom C&T, launched a free VoIP, but due to limited ways of conversation(PC to PC) and absence of a revenue model, and bad speech quality, it had hit it's growth limit. This research studied VoIP based on technological enhancement in super-speed internet. According to IDC, domestic internet market's size was 80,800 million in 2008, and it formed a percentage of 12.5% out of the whole sound-communication market. in case of VoIP, it is able to maximize it's profit by connecting cable and wireless network, also it has a chance of becoming firm-concentrated monopoly market by fusing with IPTV. Considering the fact that our country is insignificant in MVNO revitalization, regulating organizations will play a significant roll on regulating profit between large and small businesses. Further research should be done to give VoIP a secure footing to prosper and become popularized.

이동통신은 아날로그 음성을 전달하는1세대의 아날로그 이동 전화로부터 시작하여 2세대의 디지털 이동통신에서는 디지털 음성 전화 및 단문서비스를 제공하였으며, 3세대 이동통신시스템인 IMT-2000(International Mobile Telecommunications-2000)으로는 동기 방식 cdma2000과 비동기 방식의 W-CDMA에서는 2Mbps급 이상의 데이터 서비스를 제공한다. 현재 서비스 중이거나 계획 중인 WCDMA, cdma2000 1x,cdma2000 1x EVDO와 EVDV는 이동 멀티미디어 서비스의 제공을 목표로 설계되었으나, 현재 이들 3세대 시스템은 2세대 시스템에 비하여 기술적으로 진보된 개념들을 도입하였음에도 불구하고, 서비스 제공 관점에서 2세대 시스템과의 차별화에 성공적으로 대처하지 못하고 있고, 2세대 시스템이 이동전화 서비스를 제공하는데 있어 용량 부족의 문제가 없으므로 사업자들이 신규 투자에 매우 소극적인 상황이다.(중략)

This study aimed to investigate the extent of risks perceived by consumers in terms of health and economy while using cellular phone services. In addition, it also examined the factors influencing the level of risks and their effects on the level of satisfaction after using it. Major findings were as follows. First, the level of perceived risks were higher for married consumers. Consumers with high income felt economic risks lowly. Second, perceived economic risks influenced the level of satisfaction after using cellular phone, but not perceived health risks. Third, overall, consumers who rely on objective information source, possess high credibility on their cellular phone service companies, and own high level of knowledge how to properly use those phones, were more satisfied after using it.

SK텔레콤은 1984년 차량전화서비스를 개시한 이래로 무선호출서비스, 아날로그 이동전화 서비스, CDMA 이동전화서비스, CDMA2000 1X/EV-DO 및 WCDMA서비스를 위한 이동통신망들을 연이어 구축해 왔다. 이러한 다양한 서비스 통신망을 구성하는 많은 망장비들을 관리하기 위해 통신망에 대한 망관리시스템 구축은 필수적이었고, 다양한 방식으로 망관리시스템 구축이 시도되었다. 비교적 짧은 기간내 통신망을 구축, 확대하고, 새로운 이동통신망을 도입하면서 기존망과 연동시키는 일들은 망장비에 대한 빈번한 패키지 변경을 낳았고, 이는 특히 망장비로부터 망관리 정보를 수집하고 망관리시스템으로의 보고를 담당하는 망관리대행자(Agent)의 안정성 및 유지보수 문제를 야기시켰다. 이에 본 논문에서는 기존에 개발되었던 망관리대행자들이 가지고 있던 다양한 문제점들을 제시하고 이를 해결하기 위한 망관리대행자에 대한 새로운 구축방안을 제시한다

'84년도 2,658명에 불과하던 이동전화 가입자수는 '95년도 1월에 100만명이 넘어섰고, 경쟁이 도입된 '96년도에는 300만명으로 급성장했으며, '97년도 PCS서비스가 등장한 이래 '98년 5월 현재 약 975만명으로 6월경에는 1천만명 시대에 돌입할 것으로 예상.
