Basic summary of the medical administration : First of all Ming dynasty was at its last stage of dynastic era that the politics reached absolute autocracy. The influence of centralized power lead to systematical medical administration management system that was generally formed around Tai Yi Yuan(太醫院). Criticizing treatments via shamanism with supernatural powers and advent of strengthening medical concepts were steps toward a new phase. Medical education in regional areas showed drastic development and preventative medicine on epidemics as well as relief work succeeded to a certain amount. Overall Ming(明) dynasty has somewhat of a growth in some areas keeping the basics of Tang(唐) Song(宋) and Yuan(元)'s medical administration, however basically, unique contribution was not shown much. But on the other hand, measures such as common medical system, reserving incompetent doctors, positioning medical officers by the amount of contributions, paying salary with medicine instead of currency brought losses on medical development.

Basic summary of the medical administration : Due to Qing dynasty being the last of the dynastic era, it revealed overall extreme political traits in politics, economy, phenomenon, and cultural aspects. Few emperors of the early Qing dynasty adopted appeasement policy that mitigated ironies to a certain extent and showed growth in various business related fields. Even the medical administration had freshness during that period. United medical administrative system was generally formed, chicken pox was effectively prevented, shamanistic treatment was banned, medical journals were complied by the government, medical relief was more intensely done. However, actions on restoring Ming dynasty and against Qing dynasty as well as the reform power grew against Qing government threatening it. The drastically grown forces from the western region damaged Qing dynasty that the governors had to adopt despotic measures in politics, economy and culture. Social chaos began to arise, economy stagnated and weakened that the medical field also dwindled to the point where it could not be restored to the original point. The era of Qing dynasty was the period that had scientific culture at its fast growing pace, but for Chinese medicine, by contrary, due to autocracy and other factors, was faced with barriers in the medical development.

Basic summary of the medical administration: First of all, Liao Jin Yuan dynasties had broad cultural exchange between north and south that the two traditional medical administrations were closely linked which later formed a system that united as one. Establishment of governmental medical office and governmental medical education organization was the very first attempt in the history of the medical administration. The measure on promoting the social level of medical doctors has an important meaning on the growth of the medical field. Medical policy on prisoners was done under the new condition brought on from experience. Medicine not of China was broadly interchanged, medicine from Arab was spread throughout China, and the department on skeletal injuries and the dietary treatments had major development. At this era, under a overall expansion of politics, economy, culture and medicine, scholastic dispute on medicine triggered medical expansion.

교토의정서 발효는 전력산업에도 많은 영향을 미칠 것이며 국제환경규제 강화에 대응하기 위하여는 온실가스 배출 저감기술이나 에너지효율 향상 등의 기술시장 활성화가 필요한 시점이다. 온실가스 배출량 산정은 기후변화협약과 관련하여 전력산업의 위험요소와 기회요 소를 파악하기 위한 기초 자교로서 본 연구는 전력사 온실가스통계 통합기반 구축의 일환으로 국내 도서지역의 전력 수급 실적을 분석하고 이에 따른 온실가스 배출계수를 산정 하였다.

교토 의정서에 의한 지구 온난화의 규제 및 방지를 위하여 자동차에 환경 관련 규제가 강화되고 있으나 재생에너지가 전체 에너지에서 차지하는 부분은 2020년에 약 1%(현재는 약 0.4%) 정도로 예측되어 대체에너지 개발 이전에 에너지 저감 기술에 대한 필요성이 대두되어 차량의 공회전 상태시 엔진 구동을 정지시키는 Stop-Start 시스템에 대한 연구가 자동차 제조사 중심으로 연구되어 왔으며 불필요한 공회전으로 소모되는 연료 손실 중 $5{\sim}8%$ 이상 회수 가능함이 입증되고 있다. 본 고에서는 Stop-Start 시스템 기술에 대하여 소개하고, 국/내외 시장동향을 분석하여 그 필요성에 대하여 고찰하며, 한국전자통신연구원에서 개발중인 IT 융합 Stop-Start 시스템 개발 현황에 대하여 기술한 후 결론을 맺는다.
