의사결정표는 의사결정의 표현 방식 중 하나로 상황에 따라 취하는 일련의 행동들을 표 형식으로 나타낸 것이다. 이러한 의사결정표는 기업의 정보 시스템 (Information System)과 같은 의사결정 기반 시스템 구축에 유용하게 쓰일 수 있다. 복잡한 업무를 위한 의사결정 프로세스를 의사결정표를 이용하여 나타냄으로써 복잡한 로직을 정확하게 표현할 수 있고, 이해하기 쉽기 때문에 사용자와 프로그래머간의 의사소통을 원활하게 하며 문서화 작업을 비교적 간단하게 한다. 그러나 복잡한 의사결정이 필요한 업무의 경우 하나의 의사결정표에 필요한 정보를 모두 나타내게 되면 의사결정 단계를 이해하기가 어려울 뿐만 아니라 오류의 발생률도 높아지게 된다. 본 논문에서는 이러한 복잡한 의사결정을 돕기 위해 계층적인 의사결정표를 제안한다. 계층적 의사결정표는 여러 추상화 단계를 가진 의사결정표를 일관성 있게 표현함으로써 단계적으로 의사결정을 수행할 수 있게 하고, 이에 따라 의사결정에 대한 이해도를 높인다. 또한 기존의 의사결정표 지원 도구를 확장하여 계층적 의사결정표를 지원하는 도구를 개발함으로써 사용자의 편의성을 도모하였다.

Ubiquitous computing requires timely supply of contextual information in order to upgrade decision quality. In this sense, this study is aimed at proposing a multi-dynamic decision support system for highly ill-structured problems. Especially, it is very important for decision makers in the ubiquitous computing to coordinate conflicts among local goals and global goal harmoniously. The proposed Multi-Dynamic Decision Support System (MDDSS) is basically composed of both central structure and distributed structure, in which central structure supports multi objects decision making and distributed structure supports individual decision making. Its hybrid architecture consists of decision processor, multi-agent controller and intelligent knowledge management processor. Decision processor provides decision support using contexts which come from individual agents. Multi-agent controller coordinates tension among multi agents to resolve conflicts among them. Meanwhile, intelligent knowledge management processor manages knowledge to support decision making such as rules, knowledge, cases and so on. To prove the validity of the proposed MDDSS, we applied it to an u-fulfillment problem system in which many kinds of decision makers exist trying to satisfy their own objectives, and timely adjustment of action strategy is required. Therefore, the u-fulfillment problem is a highly ill-structured problem. We proved its effectiveness with the aid of multi-agent simulation comprising 60 customers and 10 vehicles under three experimental modes.

의사결정자 지원은 문제 인식, 대안 생성, 최적안 선정 등 협의의 의사결정 지원시스템 (Decision Support System, DSS) 뿐 아니라 의사결정자의 일상업무지원과 의사결정 능력 향상을 위한 교육을 포함한다. 본 논문의 목적은 의사결정자를 지워하기 위한 일종의 광의의 의사결정 지원 시스템인 의사결정자 지원시스템(Decision Maker Support System, DMSS)에 대한 개념적 틀을 제시하는 것이다. DMSS는 전통적인 의사 결정 지원시스템, 업무처리 시스템, 가상교육 시스템 및 이들을 통합 관리하여 특정 의사결정자의 요구에 맞게 구성해 주는 DMSS 관리자를 핵심 요소로 하며 원격의 의사결정자 존재를 생각하여 사용자 인터페이스는 웹 기반을 고려하였다. 특히 DMSS의 하위 시스템의 지식을 통합하기 위해 일원화된 지식베이스를 설계하였다. 그리고 DMSS의 가능성을 보이기 위해 가상 시나리오를 통해 설명하였다.

현대전에서 보여지는 전쟁의 형태는 단기속결전으로 빠른 의사결정을 요구한다. 이러한 의사결정의 합리성과 객관성을 높이기 위해 선진국들은 의사결정 시스템을 제공하여 지휘관의 의사 결정을 돕고 있다. 본 논문은 이러한 임무수행 중 의사결정에 도움을 주기 위해 전문가 시스템을 이용한 의사결정지원 전문가시스템을 개념적으로 설계한다. 이를 위해 먼저 미군에서 널리 사용되고 있는 CPOF 의사결정 모델을 임무중심의 의사결정 모델로 전환하여 IDEFO 표기법을 사용하여 제시한다. 그리고 변경된 의사결정 모델 프로세스에 전문가시스템을 적용하여 의사결정지원 전문가시스템을 개념적으로 설계한다.

This study evaluates empirically differences of performance in the two types of the decision-making. There exist implied noises in the information but consensus mitigates or clears noises from available information in the decision-making process. Decision-making peformance depends on information quality. Therefore the higher quality information are used, the more peformance decision-makers have. The results of this study shows that group decision-making is better than individual in decision making performance. It indicates that consensus mitigates or clears noises in the information. As variant individuals, however, have different performance, individual decision-makers also have different ability in analyzing information.

사람들은 누구나 시간과 장소를 구분하지 아니하고 의사결정을 내려야 할 상황에 처하게 된다. 특히 조종사의 경우에는 의사결정을 하여야 할 상황이 보다 시간적으로 제한되어 있고, 또 다른 어떤 경우보다 그 내용이 더 복잡하다는 특성을 가지고 있다. 특히 항공기 운항중 발생하는 조종사의 의사결정은 그 방법에 따라 결과는 아주 다른 양상으로 나타나게 되는데 합리적인 의사결정이 이루어졌다면 그 결과는 안전성과 경제성이 동시에 실현되지만 합리적으로 의사결정이 이루어지지 못하였다면 항공기 사고라는 최악의 사태로 이어지게 된다. 그러나 현실적으로는 조종사들이 사회, 문화적 특성과 개인적인 태도 및 성격에 따라 집단내 구성원들의 의사를 종합하여 의사결정을 얻지 못하고 경우에 따라서는 기장 개인의 능력에 따라 의사결정이 이루어지고 있는 실정이다. 이러한 점에 착안하여 본 연구에서는 조종사의 합리적인 의사결정에 영향을 미치는 요인들을 분야별로 내용을 분석하고 의사결정의 이론적 고찰을 통해 조종사의 합리적인 의사결정을 위한 방안을 제시하고자 하였다. 특히 조종사 자격 관리 및 능력개발 프로그램시 태도 변화를 위한 교육이 우선해야 한다는 것과 그리고 미국의 여러 기관에서 연구 수행한 결과를 인용하여 조종사의 태도분석방법을 소개함으로써 조종사 자신들이 직접 지니고 있는 위험한 태도 요소를 자각할 수 있도록 하였으며 이에 대한 행동상 지켜야 할 원칙을 제시하여 자신이 의사결정을 해야하는 경우 적용할 수 있도록 하였다. 앞으로 이와 관련하는 지속적인 연구를 함으로서 합리적인 의사결정을 위한 요인들의 상관관계를 분석하고 항공기 운항분야중에서 부분적이나마 정형적인 의사결정모델이 개발될 때 항공기 안전운항에 크게 기여할 것으로 기대된다.

The purpose of this paper is primarily to examine models of collective decision-formation and decision-making. The goal is to propose a model of decision-formation and decision-making that is appropriate for a democratic society. Habermas distinguishes these models of decision-formation and decision-making by liberal, republican, and deliberative political models according to their justification types. Axel Honneth, on the other hand, is divided into three models of liberalism, proceduralism, and republicanism. I want to divide the model of possible decision-making in democratic society into three, that is, the model based on force, the model based on procedure, and the republican model. This distinction will identify the characteristics of each decision-making model and this confirmation will help us find the best decision-making model for a democratic society. In the end, I will combine the republican model with the procedural model. For this synthesis, I will also propose three conditions in modern society. I will argue that the three conditions of collective intelligence, active freedom, and horizontal networks are necessary.

This study investigates the effect of information about risk on investment decision making. The model was constructed with two independent variables and two dependant variables. The first independent variable deals with whether information about risk is provided or not. The meaning of information about risk is the degree of uncertainty for investment decision making. The other independent variable involves attitude toward risk, such as the degree of tolerance for risk. Two dependant variables are concerned with the effect on investment decision making, such as the degree of riskiness of decision making and decision confidence, respectively. This study deals with the investment decision in options on stock indices. The findings of this study are as follows. The more the degree of tolerance for risk, the more the degree of decision confidence. This means that risk-taker has more desire for achievement than risk-avoider has. And the message alerting risk of investment decision making takes little effect on investment decision making.

AHP는 원래 단일 의사결정자의 분석도구로 개발된 다속성 의사결정기법이지만 복잡한 시스템에 대해서는 여러 전문가가 참여하는 집단의사결정에 많이 쓰인다. AHP를 집단의사결정에 이용하기 위해서는 첫째, 전문가들의 의견을 종합하는 방법론의 문제와 둘째, 신속하고 정확한 의견수립의 도구문제가 해결되어야한다. 이 논문에서는 전문가들이 제시한 비교행렬들로부터 하나의 중요도(combined priority)를 구하는 베이지안 방법을 정리하고, 이를 바탕으로 웹 기반에서 AHP의사결정에 대한 설문지를 작성하여 의견을 수립하고 분석할 수 있는 의사결정 시스템을 제시한다. 개발된 시스템의 구성 및 특성을 설명하고 가상의 의사결정 문제를 통하여 시스템의 기능과 사용방법 및 화면설계 등을 예시한다.

해상교통관제사의 업무는 선박교통의 안전과 효율을 목적으로 하는 의사결정의 연속이다. 의사결정은 문제해결과정의 일종으로 가치 판단을 포함한다. 올바른 의사결정을 내리기 위해서는 해상교통상황을 정확히 파악하는 것이 우선되어야 하지만, 상황판단을 제대로 했다하더라도 의사결정을 그르칠 위험이 있다는 측면에서 관제사가 적극적으로 습득하여야 하는 인지과제다. 본고에서는 먼저 관제사에게 필요한 의사결정 이론에 대해서 기술한 뒤, 이를 구체적인 관제과제에 적용할 때 합리적인 의사결정 모델보다는 휴리스틱 또는 재인촉발의사결정 모델을 사용한다는 점을 밝혔다. 또한 관제사의 의사결정 과정에서 발생할 수 있는 실수를 사례 위주로 고찰하였다. 특히 관제사의 업무역량 향상을 위해서 의사결정방법을 어떻게 훈련할 것인가를 제안하였다.
