The e-Government in Korea has made such good results as improvement of official work productivity and citizen service quality. However, e-Government in Korea involves many problems and subjects to must solve, especially, at the side of citizen services. Every public organization as supplier provides each service of themselves to the civilians. Citizens feel inconvenience yet, because they must visit and are supplied various civil services to one public affair from several public institutions. When we consider the paradigm shift of the e-Government service, the status and problems of the e-Government in Korea required more better service model to the citizen. To realize the citizen oriented service, the integration and linkage of the system infrastructure and applications among governmental organizations are required. In this changed situation, when new one/non-stop service model of the digital government is developed and launched, the e-Government can supply better service to the citizens. In this study, the model that we suggest is among the new service models of the e-Government, named the Integrated Civil Service Model. The e-Government involving the Integrated Civil Service Model can make more outcome, such as better civil life convenience, cost-effective results by processing time and cost reduction for public affairs of citizens.

The electronic transactions over the Internet are growing across the world recently. There have been a lot of identity theft incidents during these online transactions nowaday. Therefore, a high level of identity proofing shall be carried out when using online services to deal with these matter. To prevent this kind of incident, i-PIN was introduced in Korea, which is used as an Internet Personal Identification Number. The i-PIN is designated to provide an online identification of the Internet users. As such, the unique identification numbers are provided to the internet service providers. This paper is to analyze the capabilities that the i-PIN provides, to propose the assurance security model for i-PIN. Furthermore, the security analysis results are presented. The result of this paper can be applicable to improve the applicabilities of the i-PIN.

Lately, as artificial intelligence becomes a source of global competitiveness, the government is strategically fostering artificial intelligence that is the base technology of future new industries such as autonomous vehicles, drones, and robots. Domestic artificial intelligence research and services have been launched mainly in Naver and Kakao, but their size and level are weak compared to overseas. Recently, deep learning has been conducted in recent years while recording innovative performance in various pattern recognition fields including speech recognition and image recognition. In addition, deep running has attracted great interest from industry since its inception, and global information technology companies such as Google, Microsoft, and Samsung have successfully applied deep learning technology to commercial products and are continuing research and development. Therefore, we will look at artificial intelligence which is attracting attention based on previous research.

The volume of electronic banking service via smart phone is expected to increase dramatically under smart convergence environment. Under such circumstances, the effort to establish the mobile electronic banking culture which took a major step forward from the conventional electronic commerce method is essential. It is necessary to standardize the mobile payment infrastructure in order to resolve the initiative conflicts between financial institutions and newly launched non-financial institutions. Furthermore, a domestic and international strategy is required as the number of NFC technology based smart phone transaction business is increased. As various types of business enter the electronic commerce field, efforts to resolve the dissatisfaction of the customers are critical. Additionally, security is one of the significant issue due to the conversation process to open-type operating system. This study surveyed and analyzed the current domestic and foreign status, the problems in Korea, and suggested an effective counterplan and policy, which could be helpful in governments' preparation for electronic commerce policy.

The B2B e-commerce assurance system supports e-commerce purchases by Credit Guarantee Fund. This process seeks to replace a variety of current systems, including B2C, the credit card payment method on B2B, 2001 Credit Guarantee Fund and the Bank, logistics, e-MP (Market Place), and Business-to-business e-MP (business-to-business electronic payment settlement system). Over the past 10 years of its operation, the e-MP service (B2B e-commerce electronic payment systems) has contributed much to the growth of SMEs. The development of business-to-business e-commerce transactions systems and limits have provided a stable purchasing platform, improving corporate competitiveness. However. the project-based scale of credit guarantee institutions has limitations. To overcome these limitations, we propose a new model of direct or indirect government support for small business e-MP projects. This new model will support the B2B electronic commerce by allowing it to directly involve guarantee institutions directly in B2B online transactions. Therefore, this study urges government backing of the SME based B2B online business model with e-MP service.

This study aims to improve the openness of administrative data and to make extensive use of it in the academic and policy development, analyzing the quality requirements as the users' view of administrative data using statistical purposes. Conducted the exploratory analysis on the case of the Transaction-based Price Index of Housing, applying the administrative data of Realestate Transaction Management System in Korea, based on Denmark's 7 quality indicators for the statistical use of administrative data. According to the results of this study, the administrative data could improve the efficacy of the policy by facilitating the collection of the statistical data which help analyzing the actual market situations. On the other hand, the data have some constraints in adding the required items to producing the statistics, or improving the timeliness problem, due to the characteristics focused on the civil service.

Electroencephalograph(EEG) information, which is an important data of brain science, reflects various levels of information from the molecular level to the behavior and cognitive stages, and the explosively amplified information is provided at each stage. Therefore, EEG information is an intrinsic privacy area of an individual, which is important information to be protected. In this paper, we apply spring security to web based system of spring MVC (Model, View, Control) framework to build independent and lightweight server system with powerful security system. Through the proposal of the platform type EEG analysis system which enhances the security function, the web service security of the EEG information is enhanced and the privacy of the EEG information can be protected.

This article analyses frame transition of personal information leakage in Korea from 1984 to 2014. In order to investigate the transition, we have collected newspaper article's titles. This study adopts classification, text network analysis(by co-occurrence symmetric matrix), and clustering techniques as part of social network analysis. Moreover, we apply definition of centrality in network in order to reveal the main frame formed in each of four periods. As a result, accessibility of personal information is extended from public sector to private sector. The boundary of personal information leakage is expanded to overseas. Therefore it is urgent to institutionalize the protection of personal information from a global perspective.

The opening of public data has been perceived as a critical factor in deciding a country's rise or fall. Since the global economic crisis, countries around the globe have expanded the supply of public data as a new growth engine to create significant economic effects. As a result, there has been a rising demand for a study on the influence of public data in the private sectors. This study attempted to achieve the following objectives. First, the effects of independent variables-system quality, information quality, information security, social influence, innovation and assistance by the public organization- on the intention to use the public data was examined. Second, the effects of the mediating variables - Perceived Ease of Use (PEU) and Perceived Usefulness (PU) - on the independent variables and intention to use (dependent variable) were investigated. Third, after selecting utilization type, frequency of public data usage and frequency of occupational & e-government service usage as moderating variables, their effects on the relationship between the independent variables and dependent variable (intention to use them in the private sector) were studied. It is expected that the study results would be useful in developing strategies aimed to utilize public data in the private sectors.
