Cluster policies that focus on industrial specialization, networking, value chains, and industrial ecosystems have shown some problems and limits in advanced industrial economies. The innovation district, suitable for the era of urban innovation, convergence of industry, housing, leisure, and related variety, emphasizes cooperation through the convergence of various innovations, workshops and industries, and communities. It is important to build a quintuple helix based on cooperative governance through public-private partnerships, integrate the physical and cultural atmosphere, and service industries that strengthen the place prestige. Beyond the industrial aspect, innovation districts can facilitate changes in urban amenities and lifestyles and creative atmosphere, such as diversity, lifestyle, charms, and openness, and promote social vitality and economic interactions. The governance of innovative districts can promote inter-organizational exchanges, and combinations. When knowledge is created through exchanges between companies, it also affects changes in the governance system, evolving from a rigid and centralized system to an open, dynamic, and organic system. Through the innovation policy, the existing Central Business Districts (CBD) can be able to be transformed into a Central Lifestyle Districts (CLD).

  • This paper studies the impact of domestic and foreign economic activity on mobility among regions. The shortage of human resources and demand continues in Eastern Europeans. Especially Ukrainians, have entered the Polish labor market to make up for the scarce areas. As a result, Poland's supply and demand in Ukraine is disproportionate. Minimum wage increases are putting continued pressure on employers. Therefore, the regression equation in the form of job-seeker's economic activity ratio, y= AX2+B,(x=settlers) can be used to grasp the relationship between curves. According to the domestic and foreign workers who migrated, economic activities was rather than increasing the local population, the settlers of nearby large cities is more proportional. Empirical analysis has shown that the human resource hub has increased migration to large cities and industrial. The hub 'A'nation has been created for mobility in 4th wave re-industry, and the same re-industrialization (N2) in other cities has attracted nearby human resources, but not settle. After all, the hub relationship between N1 and N2 is a mobile relationship. Due to wage inequality or a positive wellbeing chasm, workers are not settled plant area but a nearby city, or commuting between borders is easy to go into the hub central city. However, this proved on emerging from the relatively temporary settlers in the AI era.

  • The gender difference in social roles affects digital devices' utilization differences in man and woman even in the 21st Century. Prior studies analyze the digital divide (genders, ages, etc.) from the assessment perspectives of digital equipment, such as PCs. In the area of high speed internet, most functions of PCs have been replaced with smartphones, and around 80% of the mobile phone users adopt smartphones. Subsequently the inequality of physical access to the digital devices is no longer a criterion for digital divide. The focus on digital divide should be shifted from the physical access to other factors, such as socio-technical or socio-cultural ones. This paper examines utilization of women's digital equipment, in particular, preparing for tourism activities, which is popular but sensitive to the technology. A survey was conducted with participants of [Suncheon Garden Expo] 2013. The results of this study capture the inactive use of digital devices particularly women over 50s. This phenomenon (high utilization of the digital devices for social or informative purposes, but low utilization of the digital payment) implies other aspects of Korean women (economic independence, low self-assertion, technical difficulties, etc.), which is considered from the socio-technological convergence perspective. This study also has a practical implication on the side of the digital device developers as well as marketing, where the qualitative communication is likely to be incorporated for the women over 50s.
