도시 미활용 공유재산의 관리 및 개발에 관한 연구 - 유휴 학교부지를 중심으로 - (A Study on Development Methodology and Management of Disused Public Assets in Urban Area - Focus on Disused School Site -)

  • In recent years, the change of urban function and the decrease in birth rate have given rise to merge, abolition and relocation of the existing schools. This study explores the possibilities for various land utilizations of disused school sites, aims to propose the effective asset management and the proper development methodology. Firstly it examines the status of small class school in urban area and the linkage complex development method. Among various methods, it compares the validity between the closed school management and public asset management method. In addition, it analyses the national finance method and public-private partnership investment as a proper development methodology to ensure both the common-benefit and profitable business. As a result of study, it prposes the BTO(build-transfer-operate) method to use effectively the disused school sites in urban area.

군부대 유휴부지를 활용한 탄소 순 배출량 제로 달성을 위한 태양광 패널 및 수소 연료 저장시설의 설치 규모 예측 (A Study on Predicting Installation Scale of Photovoltaic Panels and Hydrogen Fuel Storage Facilities to Achieve Net Zero Carbon Emissions Exploiting Idle Sites of Military Bases)

  • In this study, the scale of renewable photovoltaic(PV) panels and hydrogen fuel storage facilities required to achieve "net zero carbon emissions" in military facilities were predicted based on actual electricity consumption. It was set up to expect the appropriate installation size of PV panel and hydrogen fuel storage facility for achieving carbon neutrality, limited to the electricity consumption in the public sector, including national defense and social security administration in Yeongcheon. The experimental results of this paper are largely composed of two parts. First, representative meteorological factors were considered to predict solar power generation in the Yeongcheon area, and solar power generation was estimated through a multiple regression model using deep learning techniques. Second, the size of solar power generation facilities and hydrogen storage facilities in military bases was estimated with the amount of solar power generation and electricity consumption. As a result of this analysis, it was calculated that a site of 155.76×104 m2 for PV panels was needed and a facility capable of storing 27,657 kg of hydrogen gas was required. Through these results, it is meaningful to demonstrated the prospect that military units can lead the achievement of "carbon net zero 2050" by using PV panels and hydrogen fuel storage facilities on idle sites of military bases.

폐교 발생 지역의 특성을 기반으로 한 도서관의 폐교 활용 제고에 관한 연구 - 폐교 발생 지역의 사회경제적 지표 분석을 기반으로 - (A Study on Improved Utilization of Closed School in the Library Based on Characteristics of Closed Area - Based on the analysis of area where closed school occurs through the Socioeconomic Index -)

  • 최근 초고령화 사회, 저출산, 학령인구 감소, 정부의 학교 통폐합 권고 기준 확대 등의 이유로, 지속적으로 폐교가 늘어나고 있는 가운데, 폐교의 유휴시설과 부지를 활용하여 새로운 시설이나 공간으로 재탄생되는 사례가 나타나고 있다. 폐교 활용은 크게 도시재생과 같은 맥락에서 이해할 수 있으며, 이에 본 연구는 도시재생사업에서 쇠퇴지역을 평가하는 기준을 활용하여 폐교 발생 지역의 특징을 확인하고, 폐교 활용 유형을 종합적인 관점에서 분석하고자 하였다. 연구 결과를 통해 도출된 폐교 활용의 유형과 형태, 시사점을 기반으로 폐교 발생 지역의 특성을 확인하고, 이를 바탕으로 도서관의 폐교 활용을 제고하고자 하였으며, 향후 폐교 발생 지역을 유형화하여 폐교 발생 지역의 특징을 고려한 지역별 도서관의 폐교 활용 체계 및 모델이 필요함을 제언하였다.
