고령사회를 대비한 정보격차해소 정책방안 고찰

  • 본 연구는 고령사회 도래에 따른 고령층 정보격차해소 방안에 관한 연구이다. 먼저 정보격차에 관한 이론적 쟁점을 살펴본 후 해외 주요국들의 고령층 정보격차해소 현황을 소개하고, 고령사회 도래에 따라 고령층의 정보사회 참여를 촉진하기 위한 고령층 정보격차해소 방안을 고찰하고 있다. 향후 빠르게 진행될 고령사회에 대응하기 위한 고령층 정보격차해소 정책방안으로서 정보격차 진화의 단계별로 제1유형, 제2유형, 제3유형으로 분류하여 정책방안을 제시하였다. 제1유형에서는 정보의 접근성, 제2유형에서는 정보의 활용성, 그리고 제3유형에서는 정보의 수용성을 기준으로 정보격차가 분화된다. 이 유형들은 그 일부가 정책방안을 구상함에 있어 중복 고려될 수 있다. 제1유형에서는 보편적 접근 및 서비스를 지향하는 입장에서 정보기기에 대한 균등한 접근기회 보장 및 인적 네트워크 강화를 중요하게 고려해야 할 것이다. 제2유형과 제3유형에서는 고령층의 사회참여 역량을 강화함으로써 궁극적으로 삶의 질 향상에 기여할 수 있는 방향으로 나아갈 수 있도록 하기 위하여 정보활용 능력 및 세대 간 의사 소통 능력의 증진이 중요하게 고려되어야하겠다. 이와 같은 대응방안을 체계적이고 지속적인 대책으로 접근해 나갈 필요가 있다.

  • The proposed new UCI syntax is compatible with the existing identifier and defines fixed length in such cases as printable ID, bar code and QR code which may entail better usage of identifier itself. For the compatibility, the identifiable metadata "key" is used for the existing UCI identifier and "UCI" element of metadata is defined for the new UCI identifier. The new UCI identifier plays roles of the resolution service and representation, and the old UCI identifier plays a role of internal DB management. Also, the object code has two types, meaningless and meaningful. The meaningful object code type can be used according the content classification standards in various field as comics, games, advertisement etc. The standardization activities can be supported by the root agency of UCI.

  • With Seopa Ryu-Hee's Chunqiugwalyebulyu as the main research subject. this paper is to clarify characteristics in classification of the book's introductory remarks and its academic values. This book is a sort of synthetic collection of introductory remarks classification that defines standardized introductory remarks based on fundamental principles of Chunqiu introductory remarks. Seopa presented two fundamental principles for classifying Chunqiu introductory remarks. First, he clearly defined the nature and the system of the book Chunqiu, which was to present the background of classifying Chunqiu introductory remarks. Second, he declared that writing style and righteousness in Chunqiu serves as standard for classifying the introductory remarks. Seopa classified introductory remarks by type in accordance with these fundamental principles of introductory remarks in order to lay the groundwork for right interpretation of Chunqiu. Further, he was convinced that this classification of introductory remarks would block any chance of the book's wrong interpretation and at the same time, be able to remove the rationale behind distorted theories. This book can be appraised to have significant academic values in that it attempted standardization in classifying Chunqiu introductory remarks through systematic and synthetic analysis on various introductory remarks.

An Exploratory Study on the Effect of LCZ Type on Particulate Matter (LCZ 유형이 미세먼지에 미치는 영향에 관한 탐색적 연구)

  • As of 2019, Korea's fine dust is the most severe among 38 OECD countries, and in the same year, 「the Framework on Disaster and Safety Management」 was revised to define fine dust as a social disaster. Currently, the government is working to achieve its emission reduction goals by preparing a comprehensive fine dust management plan (2022-2023) consisting of a total of five areas, 42 tasks, and 177 detailed tasks. However, it is necessary to come up with measures in consideration of the various spatial characteristics of the city, not just as a source of emission. Therefore, in this study, the shape of the city was classified using the LCZ (Local Climate Zone) classification system into 17 types by building type and land cover type in Busan, and the average annual PM10 and PM2.5 concentration were mapped using the IDW technique. In addition, Fragstats and Moving Window were used to quantify the LCZ classification system. Finally, correlation analysis and regression analysis were conducted to analyze the relationship between the LCZ classification system and PM10 and PM2.5. As a result, it was confirmed that the type of low height of the building and the type of green space with trees had a positive effect on the concentration of PM10 and PM2.5. Therefore, this study is expected to be used as basic data to establish fine dust reduction policies based on efficient spatial planning.

Analysis of presidential records in the 1960s : focused on economic sector (1960년대 대통령기록 분석 경제 분야를 중심으로)

  • The National Archives's presidential records in 1960s are neither complete nor accurate. However these records are worth enough to researchers as a source of the main policy stream and informations of the time. In the past, the catalog of National Archives only contained simple record information without the analysis of content. Therefore this article designed the subject classification scheme based on analysis of presidential records in economic sector. The distribution aspect of the subject record type is the clue to understand the main project of presidential secretary in 1960s during the industrialization process. Also the information of the content of record such as the character, association, location invigorate the collection of record and its use to related organizations.

  • NIST in the United States has developed SCAP, a protocol that enables automated inspection and management of security vulnerability using existing standards such as CVE and CPE. SCAP operates by creating a checklist using the XCCDF and OVAL languages and running the prepared checklist with the SCAP tool such as the SCAP Workbench made by OpenSCAP to return the check result. SCAP checklist files for various operating systems are shared through the NCP community, and the checklist files include ID, title, description, and inspection method for each item. However, since the inspection items are simply listed in the order in which they are written, so it is necessary to classify and manage the items by type so that the security manager can systematically manage them using the SCAP checklist file. In this study, we propose a method of extracting the description of each inspection item from the SCAP checklist file written in OVAL language, classifying the categories through a machine learning model, and outputting the SCAP check results for each classified item.

  • With the recent development of 4th industrial revolution technology, BIM information systems are spreading to civil engineering fields as a link to this technology. Accordingly, the Land, Infrastructure and Transport Ministry is announcing a technical policy to introduce the BIM information system into the construction sector from 2020. Usually, SOC-related facilities are complex, making it difficult to implement BIM without a standards framework. To overcome these problems, it is urgent to develop a BIM standard classification system. In this study, the BIM property classification system was developed to link the previously developed object classification system by analyzing domestic and foreign prior studies and working standards. This includes property information of businesses, facilities, parts of facilities and components that correspond to the level of object composition in the road and river sectors. It also suggested ways to apply expansion to various SOC areas and to organize spatial information by facility. The results of this study were applied to road facilities to verify the possibility of information building. The development of the BIM Standards Classification System through this R&D will contribute to the development of construction IT by providing conditions for convenient modeling and information system.

소셜미디어 채널별 특성이 소비자 만족도에 미치는 영향에 관한 연구: 콘텐츠 유형과 개인특성을 중심으로

  • 웹 기술의 발전과 스마트폰 이용자 수의 증가는 소비자와 기업 간의 관계를 혁신적으로 변화시키고 있다. 기업이나 공공기관들은 고객들과 커뮤니케이션 효과를 극대화 하기 위해 새로운 크로스미디어 플랫폼으로 등장한 소셜미디어를 적극적으로 활용하고 있다. 블로그, 페이스북, 인스타그램 등 더욱 다양하지고 변화의 속도가 빨라지는 소셜미디어 트렌드 속에서 기업들은 채널의 특성에 따라 어떠한 콘텐츠가 소비자에게 만족과 구매에 중요한 영향을 미치는지 체계적인 분석과 운영전략이 필요한 실정이다. 본 연구에서는 기업 마케팅의 활용 관점에서 블로그와 SNS 채널 특징에 따라 콘텐츠 유형의 만족도를 비교 분석하고, 이용자의 개인 특성에 따라 채널별로 어떠한 차이가 있는지에 관한 전략적 틀과 시사점을 제시하고자 한다. 이를 위해 소비자와 판매자 간의 커뮤니케이션 방법에 따라 소셜미디어 콘텐츠를 홍보성, 정보성, 소통성 유형으로 구분하여 블로그 페이스북, 인스타그램의 소셜미디어 채널별로 소비자 만족도를 조사하고자 한다. 또한, 인터넷 이용자의 개인 특성에 따라 선호하는 SNS 콘텐츠 유형이 다를 수 있음에 착안하여 SNS를 이용하는 사용자의 특성을 네 가지 형태로 분류하고 특성에 따른 만족도의 영향관계를 분석하였다. 본 연구 결과를 통해 다양한 소셜미디어 채널을 활용하고자 하는 기업들에게 효율적인 SNS 마케팅 전략구축 방안과 인터넷 이용자 특성을 고려한 콘텐츠 활용 방안에 대한 시사점을 제시하였다.

  • 농촌진흥청에서 제공하고 있는 수치토양도는 수문 수자원 분야에서 SCS-CN법을 이용한 유효우량 및 유출곡선 산정에 가장 많이 활용되고 있다. 토양조사 국책사업 결과 전산화된 토양도 및 토양검정 데이터베이스에 기초한 토양정보 웹 시스템은 전국의 토양 전자지도와 토양 통계 자료를 주제별로 검색하거나 필지별 토양분석 성적에 따른 토양관리처방서를 조회하는데 사용되는 농업분야 이외의 사용자 그룹을 위해 필요한 정보를 제공하도록 활용 및 유통 요구도가 높아지고 있다. 수치토양도가 수문학적 토양유형 정보를 포함하도록 제공하는 것이 먼저 필요할 것으로 생각되고 다음으로는 수문 수자원 분야 활용 측면에서 수치토양도가 제공하는 속성, 축척, 제공형태, 좌표체계, 서비스 방식 등에 대하여 활용정책을 마련하여 이에 따라 자료가 유통될 수 있도록 하여야 할 것이다. 앞으로 활용이 가능하게 될 수치세부정밀토양도와 토양유형을 이용하여 충북 괴산군 소수면의 소유역에 대해 SCS 삼각법에 따른 단위도 작성, 유효우량 산출 및 유출곡선을 작성한 결과 농업과학기술원의 정 등(2006)이 분류한 토양유형을 이용한 결과 정 등(1995)에 따른 토양유형을 이용한 결과에 비해 CN값과 유효우량이 더 높게 나타났고 삼각단위도로부터 유도한 정점의 유출량과 시간별 유량 관측값에 더 가까운 것으로 나타났다.

Indicators of Rural Regional Development Level by the City/County Type (농촌지역 발전수준 지표체계 설정과 시·군 유형별 비교)

  • This paper builds a system of indicators representing rural regional development level. Indicators were classified into two groups, that is, living environment indicator group and regional vitality indicator group. Living environment indicator group consists of four indicators including housing, road, water supply, and sewage system, while regional vitality indicator group consists of five indicators including regional economy, public finance, and demography. Real data of the year 2002 and 2006 were used to do the basic statistical analysis and estimate the suitable statistical distributions for each indicator. Data were applied for the three city/county type, general city, urban-rural combined city, and county. General cities have the strongest urbanization tendency among the three types, while counties have the weakest tendency. General cities turned out to be superior in housing condition, road density, water supply system and sewage system. Indicators of employment and local finance showed the highest levels in counties. The results of this analysis are expected to provide local governments with the appropriate reference for their rural regional development policy.
