Development of Road Management System Introducing Concept of Location Based Service (LBS 개념을 도입한 도로시설물유지관리시스템 개발)

  • Local government has constructed GIS DB for efficient business achievement and effective management of complex city facilities and has been developing and utilizing application systems, such as Underground Facility Management System Road Management System and so on. However, Facility Management System is providing functions for business, but not for GIS DB's maintenance. City facilities GIS DB managed by GIS technical expert collects basic figure and attribute information through survey and field investigation and is constructed via complex process, such as structurize editing etc. So it has been concerned that the update and confidence of CIS DB can be lower if a business man who does not have enough experiences about Facility Management System operates it by himself. Therefore, functions that enable business users to operate Facility Management System easily should be provided.

  • With the social infrastructure being deteriorated, there is a growing need to introduce the asset management to social infrastructure management in order to increase their value and save budget. Social infrastructure asset management is a new concept of facility management in response to these demands. It is defined as a procedure for collecting and analysing facility maintenance data and for making and practicing an economically optimized management plan. Detailed survey work of asset management business is analyzed in order to derive a strategy for asset management information. The contents of IIMM of New Zealand and the asset management definition of the FHWA of the United States, and representative facility management systems of Korea are analysed. The role between organizations and the relationship between business and organization were analyzed. Information required for asset management and for existing facility management systems is compared with business of asset management. In this thesis, three development strategies are suggested. The first one is to develop core business of asset management while excluding duplicated development. The second one is to divide system's structure into three layers. And the last one is to share information by interfacing asset management systems with existing facility management systems.

  • 미국, 영국, 호주, 뉴질랜드 등 나라들은 최소의 비용으로 도로시설의 기능을 유지하기 위해 사회기반 시설의 유지관리에 자산관리체계를 도입하고 있다. 자산관리체계를 도입하기 위해서는 기존의 사후 대응적 (fix-on-failure) 유지관리 방식에서 사전 예방적(preventive) 방식으로 전환이 필요하다. 본 연구는 해외에서 활용되고 있는 자산관리용 소프트웨어의 특성을 분석하여 사전 예방적의 유지 관리하기 위해 필요한 자산관리시스템 개발 방안을 제시하였다.

A Case Study on the Improvement Plan for Cost Prediction of Educational BTL Project based on Running Cost Analysis (교육시설 BTL사업의 유지관리비용 비교분석을 통한 비용추정 개선방안에 관한 사례연구)

  • The purpose of this study is to examine the problem of BTL(Build Transfer Lease) projects through comparative analysis on running costs, focusing on primary school, junior and senior high school education facilities, and then to provide useful information on the estimation of running costs by suggesting valid cost criteria. For this, eight schools from A and B consulting firms were sampled from capital region and other areas. Sampled schools were classified into four categories according to school grade, and running cost data are collected and analyzed from relative view points. The results of this study are as follows: 1) running costs which are analyzed by categories show some difference among sub-items, 2) major problems related to running cost prediction of BTL projects are revealed and improvement schemes are suggested for two groups (Owner and Project applicants).

  • Aging educational facility shall be managed and maintained through integrated service perspectives, in consideration of functions of each facility to provide safe and comfortable environment, rather than temporarily fixing/repairing problems. For doing this, it is a must to firstly understand the limitation of highly biased performance-based maintenance practice, which is a most common type applied at present, and therefore to establish maintenance system that reflects the functions and characteristics of maintenance service that a facility was designed with. Therefore, the objective of this study is to find items that have an influence on service level recognition in order to fairly evaluate service functions of educational facilities, and subsequently to use these factors as ingredients of establishing a consistent and efficient maintenance system. Therefore this study proposed explanatory variables to measure influential factors for each major maintenance category. Then appropriate statistical verification was carried out on questionnaires that collected from a number of industry experts to test its fe asibility.

  • A building structures was used the facility management phase through $planing\cdotdesign\cdotconstruction$. phase. building's length of life was shorter than its physical length of life, because of the lack of law and institution, the lack of related agencies' preparation and owner's preparation. Also, considering the construction life-cycle, the facility phase accounted for $70\%$ of whole official lift, therefore, it needed to be opposed to systemic facility management. Current facility management system practically managed the defect of facility and almost never communicated between the other phase. In the side of policy, domestic law, institution, and policy related to building structure focused built-up market. and then the management of existing facilities was not consolidated efficiently. The purpose of this study was to suggest the direction of facility management construction for managing, utilizing, and operating public facilities, moreover, to study the direction of current facility management system improvement corresponding to total computer integrated construction system under government agencies.

  • Facility Management is the longest in the building of life cycle. Because it occupies more than 80% of cost, the phase of Facility Management has to be managed and has to be perceived as important as design and construction phase. The method to manage building more efficiently is the introduction of Facility Management System used by CAD and database. But information Requirement is now input by hand in the most Facility Management System. This study aims to analyze the example of applying BIM in the Korea or abroad and the errors of this were deducted by many phase. Lastly, the possible solution is suggested in order to be used in the Facility Management System. This study's benchmarking is COBIE which is developed by the COE(Corps of Engineers) and now popular in the world. The suggestion in this study is the method that I have already mentioned is helpful for a designer to do modeling when a designer uses BIM S/W(software). To be more specific, the method plays a side role in helping data input considering the phase of Facility Management.

  • 통합수자원의 관리(IWRM)에 대한 명확한 용어의 기원과 정의는 내려져 있지 않으나, 1992년 더블린에서 열린 물과 환경에 대한 국제 컨퍼런스에서는 통합수자원관리에 적합한 가이드라인 성격의 원칙을 정하였다. 또한 GWP(2000)는 '생태계의 근본을 지키면서 최대한의 사회, 경제적 가치 창출을 위한 물과 육지, 그리고 이와 관련된 자원을 관리하고 개발하는 과정'으로 통합수자원관리에 대한 일반적인 정의를 내리고 있다. 한편 우리나라에서 하천유지유량의 개념이 문서상으로 나타나기 시작한 것은 1960년대이며, 1995년에 그 구체적인 산정방법이 정립되었고, 1999년 전국 4대강 수계의 하천유지유량이 산정되었다. 이 값들은 2006년 60개 지점에 대해 고시되었으며, 같은 해 환경개선용수의 개념이 정립되고 2007년 개정된 하천법에 보완된 하천유지유량의 개념이 출현 하였다. 하천유지유량 산정방법 또한 보완되어 2007년부터 금강권역을 시작으로 하천 유지유량 재 산정 작업이 시작되어 현재 진행되고 있다. 해외의 경우 1990년대 중반 호주와 남아프리카공화국, 미국 등에서는 하천생태계, 특정 유량이 아닌 전체적인 변동성(유황)을 중요시하는 환경유량의 개념이 정립되어 활발히 연구되고 있다. 본 연구에서는 통합수자원관리와 우리나라의 하천유지유량 및 환경개선용수, 그 중요성이 더욱 강조되고 있는 환경유량의 관계를 살펴보고 향후 하천수 관리에 대한 방향성을 제시하였다.

  • 최근 홍수 시 제방붕괴로 인한 인명 및 재산피해가 증가되고 있어 노후화된 제방 시설물의 안전관리 체계에 대한 필요성으로 국토교통부에서는 국가하천유지보수 종합체계 시스템을 개발하였으나 아직 시범단계로 실무에 적용하여 활용하고 있지 못한 실정이다. 효율적인 국가하천시설에 대한 유지관리를 위한 자료D/B화 및 관리대장, 점검기법, 보수보기법 등을 제시하고 있으나 국가하천에 국한되어 있어 전국단위 하천시설물의 전주기에 대한 통합적인 관리는 반영되어 있지 못하다. 하천시설물 생애주기관리를 위해서는 모든 하천시설물에 대한 이력관리가 필요하나 현재는 시설물의 안전관리에 관한 특별법(시특법) 상의 1, 2종 시설물에 대해서만 시설물정보관리종합시스템(FMS)에서 이력관리를 수행하고 있는 실정이다. 따라서 본 연구에서는 국가하천 및 지방하천에 대한 하천시설물의 생애주기 관리방안을 도출하기 위해 기존의 시스템의 기능 및 구조를 분석하였으며 이를 통해 하천시설물 생애주기 관리방안을 제시하였다.

  • This paper is studied on waste water maintenance management system for Integrated computing environment. This computing environment consist of Waste-Water Maintenance Management and GIS(Geographic Information System). This system can be developed by constructing Database which is set of rules occurring while management work of waste water system is processed. This system will help person who has responsible for making decision. Objective of such computing environment is providing efficient working environment for waste water facility management. Especially we analyzed problems of existing waste water maintenance management. We carried out efficient management of water facility and it will provide solution for major decision making work with low cost using Waste-Water Maintenance Management System
