An Uncertainty Analysis of Calculating Life Cycle Maintenance and Energy Costs for Technical Proposals (기술제안입찰을 위한 유지관리 및 에너지 비용 산출방식의 불확실성 분석)

  • Although Life Cycle Cost (LCC) must be evaluated by experts, sometimes it may not allow a sufficient time for even the experienced LCC expert to make rational decisions. Therefore, it often ends with relatively comparing the final numbers. We have broken down 110 technical proposals that are actually bade and accepted for large construction projects, and then have analyzed the uncertainty of Maintenance and Energy (M&E) cost during building life cycle, which turns out be the most volatile factor in uncertainty of LCC. Also we suggest "Value Engineering Index (VEI)" - the reduced M&E cost that is normalized by the reduced first cost. It is analyzed that the most uncertain factors of the M&E cost include repair and replacement term differing from each project, duplicated repair and replacement, non-standard repair items, and site-specific energy cost. Eventually we propose a VEI population with a mean of 1.38 and a standard deviation of 1.19, which is obtained by individually and exclusively applying the uncertain factors of the M&E cost to the 35 standard sample of technical proposals. The LCC evaluators may be able to use the VEI population as the benchmark to select the technical proposal with the most reasonable LCC among many others in two suggested manners; the one is to deterministically calculate the probability of single VEIs, and the other is to stochastically calculate the probability of the VEIs where uncertainty is quantified.

  • Bridge is an indispensable facility as a social overhead capital. This study suggests and examines the ways of Economic valuation on maintenance alternatives for Bridge. In order to evaluate each alterative on the basis of the same time, the concepts of the basic year and the valuation year are introduced and applied. Interest rates and discount rates are also applied according to the time when each cost is incurred. This study also suggests the ways that the objects of the valuation on maintenance alternatives are not limited to construction cost, but the valuation period is fixed and so maintenance cost and remaining value incurred by maintenance alternatives are valuated. Furthermore, this study shows the way to estimate and evaluate maintenance cost through direct construction cost and annuity present value coefficient and the way to estimate remaining value based on the basic year. In addition, this study suggests economic valuation system, cost methods and analyses of the result through verification. The proposed system is considered to be applied to practical business.

Development of Stochastic Expected Cost Model for Preventive Optimal- Maintenance of Armor Units of Rubble-Mound Breakwaters (경사제 피복재의 예방적 최적 유지관리를 위한 추계학적 기대비용모형의 개발)

  • A stochastic expected cost model has been suggested by combining the nonlinear cumulative damage model with the expected cost model together which can be useful for doing the preventive optimal-maintenance of the armor units of rubble-mound breakwaters. The suggested model has been satisfactorily calibrated by comparison of the results from others models, also the sensitivity analysis has been carried out in detail under the variation of the associated parameters with the model. The optimal repair times can be directly evaluated by minimizing the expected cost rates that depend on the social importances, damage intensity functions and resistance limits. Finally, the present cost model has been straightforwardly applied to the armor units of rubble-mound breakwaters. Based on the assumption of turning the damaged structure back to the state as good as new after repairs, the required optimal repair times and magnitudes can be determined quantitatively in terms of the optimum balance between the costs and benefits on the preventive maintenance.

  • The GIS(Geographic Information System) projects require big initial investment and cost of maintenance. Decision makers would not launch GIS projects unless they are convinced of the benefits of the projects. Therefore the purpose of this paper is to develop an appropriate model for GIS project evaluation. We proposed a GIS project evaluation model and summarize the steps involved in Cost-Benefit Analysis(CBA). The costs of a GIS implementation include hardware and software cost, costs of database development, training expenses, annual maintenance expenses, and other annual expenses. The benefit by using GIS has been assessed into Type I(direct benefits), Type II(indirect benefits), Type III(benefits that result from the sale of information services), Type IV(intangible benefits).

  • In distributed file-systems, cooperative caching algorithm which owns the data cached at each node jointly is used to reduce an expense of disk access. Cooperative caching algorithm is the method that increases a cache hit-ratio and decrease a disk access as it holds the cache information of distributed systems in common and makes cache larger virtually. Recently, several cooperative caching algorithms decrease the message costs by using approximate information of the cache and increase the cache hit-ratio by using local and global cache fields dynamically. And they have an advantage that increases the whole field hit-ratio by sending a replaced buffer to the idle node on buffers replacement in order to maintain the replaced cache in the cache field. However the wrong approximate information deteriorates the performance, the consistency maintenance goes to great expense to exchange messages and the cost that manages Age-information of each node to choose the idle node increases. In this thesis, we propose a cooperative cache algorithm that maintains correct cache information, minimizes the maintenance cost for consistency and the management cost for buffer Age-information. Also, we show the superiority of our algorithm through the performance evaluation.

  • Estimating the repair and reinforcement (R&R) costs for each bridge member is essential for managing the life cycle of a bridge using a bridge management system (BMS). Representative members of a bridge were defined in this study, and detailed and representative R&R methods for each one were drawn in order to develop a systematic maintenance cost model that is applicable to the BMS. The unit cost for each detailed R&R method was established using the standard of estimate and historical cost data, and a systematic procedure is presented using an integration program to enable easy renewal of the R&R unit cost. Also, the average unit cost of the representative R&R methods was calculated in the form of a weighted average by considering the unit cost and application frequency of each detained R&R method. The appropriateness of the drawn average unit cost was reviewed by comparing and verifying it with the previous historical unit cost. The suggested average R&R unit cost can be used to review the validity of the required budget or the appropriateness of the R&R performance cost in the stage to establish the bridge maintenance plan. The results of this study are expected to improve the reliability of maintenance cost information and the rationality of decision making.

  • In this paper, a PMS(Pavement Management System) is presented for the public agency who wish to execute rational repair by referring to asset management information regarding road pavement. The aim of the paper is to provide the decision makers with the planning information regarding maintenance strategies for efficient road pavement management. We found that life cycle cost can be minimized and repair cost in each year fluctuates when repeating repair at the IRI management level. The validity of PMS application presented in this paper is investigated through case studies for conducted for 22 national highway road sections in Korea.

  • 본 연구는 교량시설물의 유지관리에 있어서 사후 대응적 방식에서 예방적 방식으로 전환하기 위해 유지관리와 관련된 이연비용을 관리하는 시스템 도입방안을 제시하고자 하였다. 이를 위해 선행연구사례와 기존 유지관리시스템을 조사하였다. 또한 이연비용관리에 필요한 생애주기 재설계와 데이터 수집 및 관리들의 요건과 이연비용관리시스템을 이용하여 이들 요건을 처리하기 위한 흐름을 구상하였다.

  • 현재 기업 내의 정보 시스템들은 개별적이고 다양한 형태의 데이터베이스를 활용하여 업무적으로 발생하는 대량의 데이터를 저장하고 관리하고 있다. 이렇게 개별적으로 존재하는 데이터베이스에 저장된 데이터들을 교환 위해 기업들은 EAI, 데이터웨어하우징 등의 기술을 활용하고 있다. 하지만 이러한 기술들은 도입 비용 및 유지관리에 많은 비용을 요구할 뿐만 아니라 각 벤더들마다 요구하는 환경이 상이하다는 문제점을 가지고 있다. 본 논문에서는 기존 기술들의 이러한 문제점을 해결하기 위해 기업 내에 분산되어 존재하는 관계형 데이터베이스간의 데이터를 교환하기 위한 방법으로 웹 서비스 기반의 RDB간의 데이터 교환 시스템을 설계한다. 웹 서비스를 사용함으로써 기업들은 기존의 웹 환경을 활용할 수 있으므로 도입 비용 및 유지관리 비용을 절감할 수 있고 XML 포맷을 사용함으로 플랫폼 및 시스템 환경, 사용언어에 독립적으로 데이터를 교환할 수 있다.
