The Trend-analyses of Studies on Estimation of Cost for Early Childhood Education and Child-care Services (유아교육비·보육비 산정연구 동향분석)

  • This study aimed to analyze the trends of studies on estimation of cost for early childhood education and child-care services provided by both the kindergarten and child-care centers. A total of 21 papers including academic journals and policy research reports were collected. The papers were analyzed with the annual trends, research contents, and estimation methods of cost for early childhood education and child-care services. The main results of this study were as follows. Firstly, the studies on estimation of cost for early childhood education were performed earlier than the ones on estimation of cost for child-care services. The research contents were composed of analyzing operating expenses and estimating cost for early childhood education and child-care services. Secondly, there were similarities in the estimating processes of cost for early childhood education and child-care services, but the definition of operating expenses used for the estimation of cost differed. Thirdly, there were differences in the items of operating expenses inputted to estimate cost and in the calculation procedures of items in studies. Finally, based on the results, this study suggested what future studies and policy should consider in the estimation of cost for early childhood education and child-care services.

An Analysis of Change in Efficiency of Department of Early Childhood Education in KOREA (3주기 및 4주기 교원양성기관 평가 후 전국 대학 유아교육과 효율성 분석)

  • This study analyzes changes in the efficiency of the Department of Early Childhood Education in Korea to examine the effectiveness of the National Evaluation for Teacher Education Institution. We provide policy implications from exploring factors influencing efficiency and comparing characteristics of efficient and inefficient departments. With 149 Department of Early Childhood Education in Korea, DEA was conducted to estimate the relative efficiency, and the Tobit model was applied to explore factors affecting efficiency. The results confirm that the Department of Early Childhood in Korea is run efficiently, though there was no change in scale efficiency and relative efficiency after the two phases of the National Evaluation for Teacher Education Institution. The results show the number of books per student was significantly lower despite a significantly higher employment rate. Efficiency of college departments, department greater than 60 (per cohort), and department in metropolitan city (except Seoul area) is confirmed greater. These results provide policy implications on developing evaluation measure and processes to improve education quality and efficiency.

Changes in Preschool Childcare and Private Education Expenses of Different Income Groups Caused by the Expansion of the Childcare Subsidy Recipients: A Focus on Universal Childcare Policy (보육비 지원대상 확대에 따른 소득계층별 유아 보육비 및 사교육비 변화: 무상보육정책 시행을 중심으로)

  • Objective: The purpose of this study was to examine the changes of childcare expenses and private education expenses caused by target expanding the childcare subsidy policy and its relationship to household income. Methods: The study analyzed data of the Korean Welfare Panel Study from 2009, before the universal childcare policy was enforced, to 2013, when the universal childcare policy was enforced. Results and Conclusion: The results of analysis were as follows. First, while childcare expenses, private education expenses, and their ratios to household income showed a tendency of gradual decline, the graphs of childcare and private education expenses were symmetric. Second, there were differences in childcare and private education expenses among income classes. Third, in 2009, before the universal childcare policy was enforced, household income affected childcare and private expenses. Lastly, in 2013, after the universal childcare policy was implemented, household income had a greater effect on private education expenses, while the effect of household income on childcare expenses became insignificant.

A Study on Actual Conditions of Preschool Education for Activation of Public Education (공교육 활성화를 위한 유아교육 현황 분석)

  • This study intended to activate public education, researched and analyzed real conditions of preschool education to know desirable directions of public education and help parents recognize public education. The final purpose is to offer basic materials to reestablish preschool education in the public education system. First, parents' recognition concerning preschool education in the public education system was much different from that of teachers. As for definitions of preschool education as a public education, parents understood that it means 'the nation and self-governing bodies manage aid both the public and private kindergartens', and teachers recognized that it means that 'the nation and self-governing bodies not only found operate public kindergartens but also aid manage educational funds of private kindergartens. Second, the examination of educational environments of kindergartens told that teachers and parents thought that opportunity to enter the kindergarten is not equal for all children in our country, and quality of kindergarten teachers is satisfactory. Also, they thought that curriculums of preschool educational organs have been set well according to children's developmental stages, education quality is different according to preschool education organs' foundation-types. They recognized that facilities and apparatus of preschools are satisfactory, security and neatness of preschools are satisfactory, too. Third, the examination of developmental directions of preschool education as a public education proved following facts; as for foundation-types of kindergartens in the future when promoting preschool education as a public education, parents answered financial support and supervision by the government, teachers answered aid and management of operational fees as well as support for teacher personnel expenses.
