정부는 2000년에 차세대이동통신(IMT-2000) 사업자 선정을 완료하고 2002년부터 서비스를 시작한다는 계획을 발표했다. 차세대이동통신은 통신장비 및 기술규격의 국가별 차이가 줄어들고 기존의 국내, 국제, 유선, 무선전화, 위성통신, 인터넷, 고속 테이타 송수신 등 모든 현존 신규통신수단을 하나로 통합하는 혁명적 신기술로 사업권을 따내려는 업체들간의 경쟁 및 기존 통신업체들간의 경쟁이 치열해질 전망이다. 정부는 2000년 6월까지 차세대이동통신 면허발급 숫자와 사업자 선정방식을 발표할 계획을 가지고 있다. 정부는 아직 어떤 방식으로 차세대 이동통신 사업자를 선정하고 전파대역을 할당할지 확정하지 못하고 있으나 경매에 의한 주파수 할당제를 도입할 것을 검토중이다. 지금까지 정부의 전파자원 배분은 뚜렷한 원칙이 없고 그때그때 필요에 따라 정하였다. 최근에는 면허제를 채택하여 신청자들의 기술능력, 자금능력 등을 심사하여 전파자원을 할당하는 방식을 써왔다. 그러나 이와 같은 자원배분 방식은 중복투자와 과잉경쟁으로 이어져 무선통신 서비스의 비용상승과 품질저하를 초래하고 있다는 비난을 받고 있다. 전파자원의 효율적 이용을 위해서는 기존의 기술심사에 의한 면허제보다는 경제원리에 입각하여 가장 높은 자원사용료를 지불할 수 있는 사업자에게 주파수자원이 배정되도록 하는 것이 바람직하다.

The usage of fixed call services and public payphones decreased due to the mobile services became general communications tools and the new VoIP services are emerging. Public phone services are included in the scope of universal services and the prices of services is low and the services are easy to access anywhere. However the telecommunication markets are changed then the loss of public payphone services gets worse and the importance of public payphone have decreased. This paper reviewed the universal services regulations of public payphones in overseas countries and proposed the implications of improving the universal service regulations for public payphones.

유선과 무선으로 구분되어 있는 망, 기술, 사업, 서비스 등의 통합, 방송과 통신, 정보통신의 융합이 함께 복합적으로 일어나는 것이 산업계 현상의 하나이다. 현재 유무선 통합에 따른 인터넷 환경이 계속 발전되고 있다. 하지만 유무선 컨텐츠에 대한 일관된 분류체계의 부재로 인하여, 기업간, 나라간, 유무선 통합 컨텐츠 비즈니스의 수행에 대한 종합적인 분석이 불가능하다. 이러한 이유로, 유무선 통합 서비스에서 제공되는 다양한 컨텐츠에 대하여 종합적인 분석을 할 수 있는 자료가 필요하다. 이러한 자료를 도출하기 위해서 본 논문은 유무선 컨텐츠를 통합 관리하는 방안으로 분류체계, 식별체계, 속성체계 및 관리 프로세스를 정립 설계하는 방법으로 유무선 컨텐츠 각각에 대한 적시적이고 폭넓은 분석수행이 가능하고, 고객과 사업자에게 일관된 가치를 제공할 수 있다. 따라서 유무선 통합 컨텐츠 메타테이터를 설계하는 것으로 유무선 컨텐츠 관리가 곧 메타데이터 관리가 되게끔 하는 것이다.

무선시장의 급격한 확장과 유무선간 복합/결합서비스 등장추세에 따라 OECD 및 EU 각국을 중심으로 통신시장 경쟁구도 개편과 규제정책방향을 재검토하고 유무선간 대칭규제 방향을 지향해 가고 있다. 그러나 국내의 경우 유선사업의 성장세 둔화와 시장개방에 대한 비대칭 규제가 계 속되고 있는 상황에서 무선망 개방 등 통신시장의 합리적 경쟁구도 설정을 위한 방안 연구가 시급히 요청되고 있다. 따라서 본 고에서는 주파수 부족으로 여전히 경쟁이 부재한 이동전화 시장을 중심으로 경쟁을 활성화시키기 위한 여러가지 방안들을 살펴보고 이를 이미 실행하고 있는 외국의 사례를 통해 이들 정책의 도입 및 경제적 효과를 살펴보고자 한다.

In July of last year, the Korean version of the New Deal National Report Conference was held in the presence of the President, and the "Korean version of the New Deal Comprehensive Plan" was announced as its core strategy. In the field of education, the "Green Smart Future School" project has been included as one of the top 10 Korean New Deal projects. And last year, due to the spread of non-face-to-face classes due to COVID-19, the demand for ICT technology in front-line education sites rapidly increased. Therefore, In this paper, we examine the problems of the wireless network and wired infrastructure of the classroom in the past, and design wired network infrastructure and wireless network equipment for green smart classrooms with high-speed wireless networks that can be used for non-face-to-face and face-to-face classes, and build them in actual classrooms. An example for the following was presented.

An efficient management system for parking lots and traffic monitoring in a metropolitan city is a very important issue, which is tightly closed to qualify of life. While a residential permit parking program has been contributing to resolve the lack of parking places, there has been no autonomous authentication system due to no apparent entrance gate and smallness of each parking zone. In this paper, we propose and implement an authentication system for residential permit parking lot using wireless sensor networks, which is cost-effective and even no need for additional managing person. Through the experimental evaluation, we analyzed relationship between the life time of sensor nodes and the various values of sleep periods to minimize power consumption of the nodes, and also showed that the difference of luminance sensed by each sensor node is at least 45 or bigger between when the parking place is occupied or not, resultingly it can be used to decide whether a parking place is occupied or not by simply detecting the change of luminance sensed.

Economists have advocated that the market competitiveness improved the firm's productivity and eventually its service quality. However, the previous researches did not provide the empirical results enough to prove that the competitiveness do improve the service quality. In this paper, we conducted an empirical research to find whether the competition induces the quality of service. The telecommunication industry was chosen since it went through the increasing competition along with a high attention. We found that competition itself does not guarantee the quality of service. It is the intensity of competition that improves the service quality. The service quality depends mainly on the competitor's competence, i.e. the intensity of competition rather than the competition itself. In sum, when we want tc improve the service quality as well as the productivity, we had better increase the intensity of competition by allowing many new strong entities.

국내 무선 인터넷의 사용자 증가는 유선 인터넷 사용자 증가 추세를 앞지른 지 오래며, 그 기반이 되는 무선 인터넷 지원 기기와 기간 시설에 대란 확충은 이동통신 업체의 주 사업영역이 되고 있다. 이와 동시에 국제적인 WAP 포럼에서 제정한 WML(Wireless Markup Language)을 사용하여 저작된 무선 컨텐츠의 양적, 질적 성장 또한 이뤄지고 있으며, 대형 무선 컨텐츠 제공업체들도 속속 등장하고 있는 추세이다. 본 논문에서는 WML을 사용하여 대형 무선 컨텐츠률 저작할 때 요구되어지는 기능인 다수 개발자의 통시 저작 기능과 WML 문서내의 링크 관리 및 실시간 Push 서비스를 위한 스크립트 자동생성 등을 지원하는 WML 저작도구를 설계 및 구현하였다.

본고는 `99 하반기 시범 서비스를 눈앞에 둔 WLL 시장전망 및 표준화 동향 소개를 목적으로 하였다. 기존의 음성/동회선으로 표현되는 가입자망(Access Network)은 유선망 제공 서비스의 무선망에서의 요구, 데이터 트래픽의 음성 트래픽 추월, 그리고 음성과 데이터 통합 서비스 요구 등 다양한 사용자 요구에 대응하기 위하여 새로운 전환기를 맞이하게 되었다. 그러므로 이와 같은 가입자망 진화 추세에 부응하고 가입자망의 경쟁을 도입하기 위한 정책으로 WLL(Wireless Local Loop)이라는 기술이 대안으로 고려되어지고 있다. 이 기술은 선진국에서는 신규사업자의 우회회선으로, 개발도상국에서는 POTS용으로 필요성이 대두되고 있으나 경제성 여부는 찬반이 일고 있다. 따라서, 본 논고는 ITU/AMD 조사에 기반하여 WLL 시장전망 및 경제성에 관하여 살펴본 후, 엔지니어링 입장에서 구현 기술 및 시스템 특성에 관한 표준화 동향을 소개하였다.

인터넷의 폭발적인 발전과 더불어 온라인 게임은 인터넷 산업을 주도하는 원동력이 되고 있다. 최근 온라인 게임은 유선통신망에서 무선통신망으로 사업범위를 넓혀 핸드폰이나 PDA 등의 무선단말기에서도 게임을 즐길 수 있게 되었다. 그러나, 온라인 게임의 전송프로토콜로 이용되고 있는 TCP 프로토콜은 무선통신 환경의 높은 비트 오류율로 인하여 폭주제어 알고리즘이 오동작을 일으키며 이로 인하여 전체적인 게임 서비스의 성능이 저하된다. 따라서 본 논문에서는 무선 온라인 게임 네트워크에서 TCP 프로토콜의 성능을 개선시키기 위한 응답패킷 분할 기법을 제안하였다. 제안된 기법은 컴퓨터 시뮬레이션을 통해 성능을 분석하였으며, 그 결과 기존의 TCP 프로토콜에 비하여 성능이 향상되었음을 확인하였다.
