정보시스템 아웃소싱 결정시 CEO의 역할에 관한 분석

  • 최근 국내기업들은 경영혁신 기법의 하나인 아웃소싱에 대한 검토 및 적용사례가 많아지고 있다. 아웃소싱이란 "정보시스템 기능의 일부 또는 전부를 외부업체에 위탁하는 과정"으로 정의된다. 그러나 이런 아웃소싱 결정은 최고 결정자(CEO) 의 소신이 없으면 어렵다. 따라서 본 연구에서는 회사의 최고경영자의 역할이 아웃소싱에 어떤 영향을 미치는지에 대하여 설문조사를 통하여 실증적인 분석을 하였다. 본 연구의 설문항목으로는 기업의내부적인 조직상, 관리상의 특성인 CEO의 컴퓨터 활용능력, CEO가 IS 조정(심의)위원회에서의 위치, 관리자(CIO) 와의 보고관계, IS 성과에 대해 아웃소싱의 활동범위 (7개)별로 구분하여 조사하였다. 아웃소싱 활동범위는 다시 S/W 활동(응용프로그래밍, S/W지원/교육훈련), H/W 활동(네트워크 관리, 중대형 컴퓨터 유지보수, 워크스테이션/PC 유지보수), 포괄적인 관리활동(시스템 통합, 설비관리)으로 구분하였다. 조사결과는 컴퓨터 활용능력이 높은 CEO가 아웃소싱을 많이 하였으며, 조정위원회에서 CEO가 활동적인 경우에는 S/W 분야에 아웃소싱이 많이 이루어졌지만, H/W, 포괄적 관리활동분야에서는 위원회 자체가 없는 경우에 아웃소싱이 많아졌다. 또한 CEO와 IS관리자(CIO)의 보고단계가 1단계 이상일 때는 모든 분야에서 아웃소싱이 많았으며, 산업계의 중간그룹에서 아웃소싱을 가장 많이 하는 것으로 조사되었다.것으로 조사되었다.

The Analysis of Education Needs of Dietitians and Cooks According to the Type of Hire and Education Background in Contracted Foodservice Management Company (위탁급식경영업체의 영양사, 조리사의 고용형태 및 학력별 교육요구도 분석)

  • This study was designed to develop the education and training program of dietitians and cooks in contracted foodservice management company. The instruments were developed by reviewing extensive literatures on education programs and by interviewing with dietitians and cooks who were working in contracted foodservice management company. A total of 400 questionnaires were hand delivered at the fourteen contracted foodservice management companies by designated coordinators. A total of 286 questionnaires were usable; resulting in a 70.0% response rate. Statistics data analysis was completed using the SPSS for frequency analysis, reliability, mean value, t-test and ANOVA. The results of this study were summarized as follows: 1. The dietitians wanted to take a management course. The cooks wanted to take a culinary education. The dietitians and cooks took an emphasis on service education, foodborne illness & HACCP and sanitation & safety. Service as well as the taste of food and sanitation was emphasized according to the flow of customer satisfaction. 2. Contracted foodservice management company should provide dietitians and cooks with an education for the job to accomplish customer satisfactions.

  • This paper examined closely on the application of the private securities to the measures for countering terrorism. It is related to the fact that the role of human information comes into the picture nowadays. On closer examination of the application of the private securities to the national facilities, transportation, and multi-use facilities, it was found that having consistent commissioned education through the private-public cooperation and enacting legislation for allowing armed guard to board ships, making private security guards to use sniffer dogs, placing private security guards in each subway station is required, and the active publicity campaign of the government concerned needs to take place for directing and setting up the system for supervising managers of the authorities and changing the way they think of countering terrorism.

Exploring the Opening Process of New Entrusted Public Daycare Centers: Focusing on Sejong City (신도시 신규위탁 국공립어린이집의 개원과정 탐색: 세종시를 중심으로)

  • Objective: The purpose of this study was to suggest institutional improvements and support measures for the opening process of new entrusted public daycare centers by exploring the experiences of the directors of daycare centers. Methods: In-depth interviews were held with nine directors of daycare centers in Sejong City. The recordings of the interviews were databased, and then the data were analyzed by categorizing the content. Results: First, the participants of this study were interested in the national/public daycare service consignment program and were eager to be selected for the program. They also had high expectations for operating daycare centers. Second, while preparing for the opening of the daycare center, the participants encountered problems after being selected for the program in terms of finance, facilities, equipment, and personnel management. Third, after opening the center, the participants went through the "survival period" as they had to overcome many issues while operating the center on their own. Conclusion/Implications: This study suggested financial and administrative improvements and support measures required for the consignment program so that daycare center directors can successfully and sustainably open and operate daycare centers.

A study of the search for a good secondary science classes: a case study of the alternative school students ('좋은 중등 과학 수업'에 대한 탐색: 대안학교 학생의 사례를 중심으로)

  • The purpose of this study was to investigate secondary students' perception of a good secondary science classes. Subjects were 18 secondary students who enrolled in alternative school located in Korea. The instruments of this study was a questionnaire which consisted of 18 items on 4 domains. Also data were collected from in-deep interviews and students' drawing. The results of the study were summarized as follows; First, students explained that good schools have the characteristics of the interesting and respectful atmosphere. Also there are good relationships between teachers and students. Second, they emphasized that good teachers are humanistic teachers. Third, good science classes are based on the constructivism in terms of the education methods. The results suggest that it may be necessary to remodel the merits of the alternative schools to solve the problem of public school. It is important to develop expertise of the science teachers in alternative school through teacher education programs based on the constructivism. Also it is necessary to provide appropriate learning space and various media for effective science teaching and learning in alternative school.

Transition from Church School-Centered Education to Family-Centered Christian Faith Education (교회학교 중심의 교육에서 가정중심의 기독교 신앙교육으로의 전환)

  • The purpose of this study is to restore religious education at home. Currently, Korean church education is facing a crisis. First, there is a decrease in the number of children in the church due to the problem of the low fertility rate. Second, the number of young people leaving the church is increasing. As a result, Maneun Church and church schools are being reduced or closed. In order to solve this problem, it is necessary to change from church school-centered education to family-centered faith education. This is because the restoration of faith education is also connected with the restoration of the Korean church in crisis. As an alternative to overcome the current crisis of church education, it is necessary to return to the original form of religious education. In other words, we must return to the way God commanded religious education through parents at home. The most important thing is to overcome and recover from the absence of religious education at home. A Christian home becomes a place of education that fulfills the primary responsibility of religious education for children. God has given his parents the primary authority and responsibility for the religious education of their children. However, amid changes in society and home, the educational function of the home was entrusted to other educational institutions or specialized teachers. Parents of Christian families tend to delegate their children's religious education to church schools by neglecting their educational authority and responsibility. Therefore, the purpose of this study is to reinforce that parents should have a Christian view of faith education and become the main agents of their children's faith education. Parents have the authority, responsibility, and duty as teachers for religious education given by God. The educational authority and responsibility of parents originate from God. God has commanded his parents to bring up their children in faith. Therefore, for parents to become the main agents of their children's religious education, restoration is needed in Christian home education. Therefore, the task of restoring the Christian family as a place of effective Christian education and fulfilling the educational mission of faith that God has given to parents is, first, that parents and the church must recognize the importance of Christian home education anew. Second, parents must have the correct awareness and mission in the Christian view of children. The mission of parents in a Christian home is to teach, train, and admonish their children in the Lord so that they can live with Christian values. Third, the church should actively support home education and form a deep bond between church education and home education.

An Activated Analysis of the Development of Animation in Taiwan (대만애니메이션의 발전과 그 동향 분석)

  • Animation in Taiwan has been profoundly influenced by the production of labor intensity for American and Japanese in the early days of its development. This phenomenon of the labor intensity reached peak in the 1980s. Information Bureau of Taiwan began to establish a system of supportive funding for its animation industry in the 1990s. During this period, the animation industry in Taiwan gave special emphasis to the theme of the local culture and to the creative works of the animation. By the 2010s, the elements of Chinese culture were introduced in the animation production in Taiwan. Through cross-national cooperation in production with other advanced countries, the Taiwan-made animation was successfully expended to the international market. However, the animation industry in Taiwan is facing the following problematical challenges: Firstly, the Taiwan government gives special attention to the financial support of animation industry rather than training university students to become professional experts in animation production. Secondly, there is no professional higher institution established to train specialized professional animation film-makers. Thirdly, Due to the lack of the cultural inspiration and the original mind, the form of its creative animated production is primarily imitated from other advanced countries. And fourthly, despite the fact that there is a cooperation and exchange programs between Taiwan and other foreign animation industries.

Evaluation on the Improved Individual Training Account System of Korea (개선된 내일배움카드제훈련에 대한 평가)

  • Korean government improved the Individual Training Account (ITA) System in September 15, 2011. This paper evaluated the Improved Individual Training Account System of Korea based on the success conditions of contracting-out public services. The results showed that the improved ITA system of Korea was expected to solve some of the problems of former ITA system of Korea by stabilizing ITA training market, improving target of ITA and better matching between jobs and training courses, and activating trainees. Nevertheless the improved ITA system of Korea still has some problems to be solved. The relationship between job placement services and issue of ITA should be closer by improving tailored total one-stop services for job seekers. The government should develop infrastructure for evaluating, monitoring and supporting the ITA training to enhance the effectiveness and efficiency of the ITA training system.

  • Currently many Traffic Management Centers(TMC) have been constructed, there are in the process of operating and propelling. Although many TMC are constructed up to now, we have no discussion about positive operation plan and no many studies. We consider that the center should foster many experts for a qualitative development. So we provides to analysis internal and external operation system of UC and to Present the solution about a problem of government subject and an adequate scale of operation system. Also we Present a drawing up plan about regular and occasional educational plan and operation manual for activating the educational system. We suggest that many TMC and government should pay attention to those issues and invest money in operation issues and researches.

A Study on Development of the Individual Training Account System in Korea (직업능력개발계좌제훈련의 발전방안)

  • The Individual Training Account System(ITAS) is a new vocational training system for the unemployed in Korea. This paper analysis ITAS based on the theoretical framework of contracting-out public services. The results show that ITAS has problems of targeting and mismatch with the training needs of the industry. Also the possibility of the moral hazard problems of training institutions and trainees can be increased in ITAS. The unstability of training market may deteriorate the quality of the vocational training under ITAS. In order to solve these problems, there should be consulting services on the job finding and vocational training before issuing the training account so that trainees can take guided training courses according to industrial needs for vocational training. Government has to develop a more efficient monitoring and evaluation system on the vocational training institutions and to restructure the private training market based on the evaluation.
