최근 강력범죄가 빈번하게 발생하면서 이를 예방하기 위한 방안들이 활발하게 연구되고 있다. 특히 우발적으로 일어나는 범죄는 언제 발생할지 예측할 수 없기 때문에, 이러한 위기상황이 발생했을 때 즉각적으로 대처하는 것이 필요하다. 한편 과학 기술의 발달로 개인마다 스마트폰을 소지하고 있으며, 스마트폰은 단순한 통화 기능 뿐 아니라 TV, 카메라, 인터넷 등의 다양한 기능을 제공하고 있다. 본 논문에서는 음성인식을 기반으로 하여 위기상황에 효과적으로 대처하는 기술을 제안한다. 본 논문에서 제안하는 위기상황 대응을 위한 포터블 기기를 사용한다면 위기상황이 발생했을 때 적절하게 대처할 수 있을 것으로 기대된다.

현재의 상황을 인문학의 위기라고 전제한다면 상황을 극복하기 위한 고민이 반드시 뒤따라야 한다. 무엇보다도 '위기론'의 장본인인 인문학자들의 '자기반성'이 있어야하며 정부의 인문학 육성책에 대해서도 세밀한 검토와 지적이 필요하다. 아울러 정부와는 별도의 대학 차원, 작게는 학과나 단체 차원에서의 노력도 필요하다. 학문에 대한 자부심이 지나쳐 쓸데없는 우월의식을 갖는 것을 지양해야 하며, 과거를 돌아보는 반성의 자세로 전문성과 함께 대중성을 갖추기 위해 노력해야 한다. 위기를 기회로, 기회를 위기로 여기는 신중한 자세를 견지해야 한다.

Situational Crisis communication theory (SCCT), one of the major crisis communication theories, suggests that crisis managers have to choose the most effective crisis response strategy in accordance to the crisis type. However, there's a controversy over whether this theory is practically applicable in Korea. Therefore, this study analyzed statements of apology to see if companies in Korea are actually taking different response strategy according to the types of crisis. According to the result of analysis on 244 apology statements published in the newspapers from 2012 to spring of 2015, adaptive response strategy was mostly taken no matter what the crisis type was. In conclusion, there's a discrepancy in crisis response strategy between the theory suggested in SCCT and the current practices in Korea. This conclusion can contribute to devising an appropriate application of SCCT in Korea and to develop a more Korea relevant theory.

사회적으로 커다란 사건이 발생할 때마다 위기관리가 필요하다느니, 위기대응능력이 부족하다느니 하는 얘기를 자주 듣게 된다. 그러나 위기관리라고 하는 것을 올바로 이해하고 그것을 정착시켜 나가고자 하는 노력은 그다지 찾아 볼 수 없다. 왜냐하면 위기관리를 그다지 발생할 것 같지 않은 어떤 특별한 사건에 대해 어떤 특별한 방법에 의해 대처해야 하는 것으로 생각하기 때문이다. 위기관리는 결코 특별한 상황에 대처하기 위한 특별한 관리가 아니다. 위기를 유발시키는 사건과 그에 따른 상황은 우리의 일상 속에 존재하고 있기 때문이다.

글로벌로 핵심기술 경쟁 및 최상의 기술을 적용한 제품 제조를 실현해야 하는 ICT 분야의 수출 제조 중소기업은 내부, 외부적인 환경적 요인뿐 아니라 다양한 위기상황을 겪게 된다. 이러한 위기상황을 극복하고자 기업 자체적인 전략을 다방면으로 모색하고 실행하여 성공한 수출 제조 중소 벤처기업인 '(주)쎄믹스'가 있다. 2000년에 설립한 (주)쎄믹스는 반도체 검사장비 중 하나인 Wafer Prober 제조 전문기업으로, 'Simple Perfection'이라는 슬로건 아래 23년간 'OPUS' 및 'OPERA'를 생산, 판매에 전념하고 있는 글로벌 강소기업이며, 지속적인 핵심기술 연구개발을 통해 품질혁신에 성공하였고 글로벌 반도체 검사장비 시장에서 기술적 신뢰와 브랜드 명성을 인정받고 있는 벤처기업이다. 현재 (주)쎄믹스의 입지를 구축하기까지 수출 제조기업으로서 겪은 환율관리 실패인 키코손실에서 기인한 회사 위기를, 자체적으로 기술혁신, 조직혁신, 핵심인재 육성 등 전략적 기업혁신에 성공하여 회사의 존폐위기였던 상황을 극복하였다. 우선 키코손실을 떨쳐내고 새로이 시작하기 위한 S사와의 합병, 분할 후 조직 내부에 기업가정신을 고취하였고 핵심기술을 발굴하여 세계일류상품 인증, 월드클래스 300 선정 및 완수, 6개국에 7개의 자회사 설립 통한 조직혁신, 과감한 인재등용, 인재육성 위한 사내 컨퍼런스 제도 도입, TRIZ 등을 통한 과감한 교육혁신, 인재를 위한 특별한 복지정책 구현 등을 실천하였다. 본 연구는 '(주)쎄믹스'의 위기극복 사례를 통해 일본의 두 곳 대기업만이 누리고 있던 Wafer Prober 장비 시장에서 독자적인 글로벌 판로개척을 통한 자생적 성장시스템 구축과 창의적이고 자기 주도적인 혁신체제를 구축하는 계기를 제공하여 다양한 위기상황에 직면하였거나 위기를 미연에 방지하여야 할 중소기업인과 임직원들에게 성공 사례를 제공하고자 하였다.

This study tried to understand the structural relationship between public crisis communication, emotional influence, and behavioral intention in a national crisis/risk situation. Based on the results of previous studies and empirical studies, the results of crisis/threat type, crisis/threat response, sentiment (crisis/risk responsibility, strategic risk/risk reflective response), and action intention For tourists who visit tourist destinations, as well as the relationship between crisis and risk communication at the tourist destination and one of the unique emotions of Koreans (crisis threat responsibility, strategic response, and reflective response to crisis threat) The relationship between the outcome variable, behavioral intention, was identified. A theoretical study was conducted on each research concept to achieve the proposed research purpose. Based on this, a questionnaire was drawn up and empirical research was conducted in parallel. Three hypotheses were established, and meaningful results were confirmed according to the results of the hypotheses. When a risky situation occurs, the government, business, and local community will actively respond and respond to it as an opportunity to offset the risk of crisis.

본 연구는 공중보건 비상사태 발생 시 시민들의 위기의식과 신뢰 간의 관계를 살펴보았다. 위기의 영향은 개인, 사회, 국가에 따라 다르다. 정부의 위기관리는 특히 '공공성'이라는 측면에서 비정부기구와 매우 다른 것이 국민의 책임의식을 해소하기 위한 관료제를 수반하기 때문이다. 전염병 확산 단계에서 사람들은 부정적인 감정에 쉽게 빠지게 되며, 중대사고 발생 후 대중의 부정적인 감정을 줄이는 것은 중대사고로 인한 조직의 피해를 효과적으로 줄일 수 있다. 코로나19 팬데믹 상황에서 시민들의 위기의식이 신뢰에 미치는 영향을 기반으로 공중보건 위기상황의 관리를 최적화하고 시민들의 정신건강을 증진 시킬 수 있는 방안에 대한 지침을 제공해야 한다고 판단 된다.

Korea has been preparing and operating crisis management standardized manuals so that over 30 disaster types that need to be managed at the national level can be selected and systematically managed. This study analyzed the crisis alert levels of two standard manuals related to the case with reference to the contents of the Framework Act on the Management of Disaster and Safety and National Crisis Management Basic Guidelines. According to the Act and Guidelines, crisis alerts are issued before a crisis or disaster, but the criteria of crisis alerts of the two manuals showed that the national crisis had already occurred and the disaster occurred due to a marine vessel accident at the serious level. In addition, the results of timing of issuance of crisis alert were reviewed. If the signs can be identified, a crisis alert may be issued prior to the occurrence of the incident, but a crisis alert cannot be issued when an incident occurs without a sign. In the case of an incident where there are no signs, but there is a possibility of spreading to a national level disaster, the disaster management supervision agency could issue a crisis alert.

최근 들어 자판기 중소기업들의 경기가 말이 아니다. 가중되는 경기침체에 따라 수요위축이 가중되고 있는 현실에서 중소기업들은 악전고투를 하며 어려운 시장상황을 헤쳐나가고 있는 게 보통이다. 자판기 산업의 열악한 대외환경에 사업 투자를 중단하는 업체도 늘고 있고, 새로운 기업들의 신규투자 동향은 꽁꽁 얼어붙어 있다 할 정도로 부진하다. 한마디로 자판기 분야 중소기업은 위기 상황이라 할 정도로 많은 어려움을 겪고 있다. 아이템 지향적인 자판기 산업 특성상, 중소기업의 부진은 자판기 산업 성장동력을 급속히 위축시킨다는 점에서 심각한 문제가 아닐 수 없다. 자판기 산업이 활력을 회복하고 불황을 탈출하기 위해서는 중소기업의 새로운 활로모색이 시급한 시점이다. 금호 기획취재에서는 위기의 중소기업 상황을 긴급 진단하고, 시장 활성화 방안을 모색해봤다.

1999년은 1998년부터 시작된 도서관계의 각종 위기상황이 계속되었다. 그러나 때로 위기상황이 또 다른 기회를 가져오기도 하였으며, 국가 경제가 급속하게 회복되면서 제반 상황이 새로운 국면으로 전환되기도 하였다. 우리 협회는 1999년 한 해 동안 일반사업 뿐 아니라 각종 프로젝트, 해외 도서관계와의 협력강화 등 폭넓은 활동을 비교적 활발하게 수행하였다. 1999년도에 수행한 우리 협회 사업 가운데서 외부의 재정지원을 유치하여 수행한 사업들만을 요약 정리하면 다음과 같다.
