A Study on freedom of information in the Government 2.0 era (거버먼트 2.0 기반의 정보공개제도 개선방안에 대한 연구)

  • The concept of Government 2.0 is spreading rapidly in many countries and is fundamentally changing existing freedom of information system which has passively responded to information demands. This study aims at discussing possible strategies for a new freedom of information system that is based on the Government 2.0 notion which presents revolutional approaches to public sector information's creation, management, and usage. For the purpose of the study, precedence studies and researches about both freedom of information system and Government 2.0 are analyzed. Furthermore, mutual relationships between them are discussed. Through this discussion, social and economic benefits from freedom of information systems which are based on Government 2.0 are explored. As a case study, Data.gov services in the US, the UK, and Australia which are recognised as a feasible plan to set up Government 2.0 are analyzed. Their three common characteristics- revaluating public sector information's reuse, establishing exclusive agencies, and providing raw data-are discussed. Then, various mashup services which use Data.gov services' raw data are also studied. Issues related to the freedom of information system in South Korea are examined. As a result, a policy framework for establishing Government 2.0 based freedom of Information system is discussed in terms of three aspects, law, technology and organization.

  • 'Carbon-neutrality Assessment based on Technology Application Scenario (CATAS)' provides an analysis of greenhouse gas (GHG) reduction effectiveness when applying carbon-neutrality technology to areas such as energy conversion, transportation, and buildings at certain spatial levels. As for the development scope of the model, GHG emission sources were analyzed for direct GHG emissions, and the boundary between direct and indirect emissions are set according to the spatial scope. The technical scope included nine technologies and forest sinks in the transition sector that occupies the largest portion of GHG emissions in the 2050 carbon neutral scenario. The carbon neutrality rate evaluation methodology consists of four steps: ① analysis of GHG emissions, ② prediction of energy production according to technology introduction, ③ calculation of GHG reduction, and ④ calculation of carbon neutrality rate. After the web-based CATAS-BASIC was developed, an analysis was conducted by applying the new and renewable energy distribution goals presented in the 「2050 Greenhouse Gas Reduction Promotion Plan」 of the Seoul Metropolitan Government. As a result of applying solar power, hydrogen fuel cell, and hydrothermal, the introduction of technology reduced 0.43 million tCO2eq of 1.49 million tCO2eq, which is the amount of emissions from the conversion sector in Seoul, and the carbon neutrality rate in the conversion sector was analyzed to be 28.94 %.

  • We classify SNS into two categories and describe the merits and demerits of them. In order to combine the merits of each kind of SNS, we propose the social information sharing system for social network service using social content channel. It makes user share information faster and gather information more effectively. In this paper, we present AskMyFriend. It opens a channel aggregating users' interaction and recommends person who is most likely to know about topic of the question.

  • Various contents are needed by many users as more developing the internet technologies. However, the conventional contents service structure can't support these requirements sufficiently. Therefor, the UCC that novel contents type is made based on the Web 2.0 concepts. It is needed the contents authoring tools that can use easily for creating multimedia UCC. In this paper, we analyze problems of exist ActiveX based contents authoring tool and local application based contents editor. we design and propose new authoring system that solve problems of exist system.

  • The public and civilian demands regarding 3D geo-spatial information processing on mobile device including smartphone are increasing. But there are few actual implementations or application cases. This work is to present some results by a prototype implementation of 3D terrain information visualization function with satellite image and DEM using HTML5 WebGL, which is a web-based graphic library under the standardization process. This is a useful standard for cross-platform operation for 3D graphic rendering without other plug-in modules. As the results, in the different types of operating system or browser in a personal computer or a smartphone, it shows same rendering results, as long as they support HTML5 WebGL. As well;geo-metadata search and identification functions for data sets for 3D terrain visualization process are added in this implementation for the practical aspect.

  • The Objective of this research was to construct the multimedia database system that was necessary for the education of the practitioners and the students. To establish this system, there were technical problems as follows 1) The processing of the images, 2) The rapid processing of the information with the computer network, 3) The development of diagnosis tools, 4) The technique to establish the database system, 5) The link between the database system and the internet, and 6) The method to educate through many cases. The analysis for diagnosis and treatment planning were provided as two parts : model analysis and cephalometric analysis. As a model analysis, arch length discrepancy and Bolton tooth ratio were provided for the part of patient information. Cephalometric analyses were provided in the part of initial diagnosis. The Cephalometric analysis ver 2.0 and the PowerCeph pro 3.3.5 were used to show Tweed, Steiner and Jarabak analysis. In the main part, Kim's analysis and some measurements were added.   • The need of continuous management for diseases came to the fore as a chronic disease has increased, however, research related to personalized food intake analysis are insufficient. In diabetes risk analysis model of this study, food preferences are calculated by Pearson correlation coefficient that is proven method to assess the similarity, and diabetes risk is computed as a Logistic regression that was used in prevalence studies. For the Significance evaluation of this model, it was verified through t-test at 0.05 level of 52 comparison subjects and 52 control subjects. Both groups were significantly independent (p=0.046 <0.05). This model is a new way to personalized health management, through the application to healthcare system based on web and mobile.

  • 웹 2.0의 기술이 보급됨에 따라 소셜 네트워크 서비스에 대한 관심이 증가하였다. 국내에서는 싸이월드, 미투데이 등과 같은 서비스가 널리 사용되고 있으며 최근 급부상한 트위터는 여러 분야에서 관심을 받고 있다. 트위터는 팔로워나 트윗 등 활동 정도에 따라 랭킹 서비스가 제공되고 있지만 랭킹은 그들 사이의 관계를 세부적으로 나타내지 못한다. 본 논문에서는 트위터의 사용자들 사이에 존재하는 관계를 시각적으로 나타내는 도구에 대해 개발한다. 국내 사용자 중 팔로워의 랭킹에 따른 사용자를 이용하고, 시각화를 위해 생물학적 데이터를 네트워크로 나타내는 Cytocape 플랫폼을 사용한다. 사용자 간의 관계를 나타내는 네트워크를 통하여 온라인상에서 영향력 있는 사용자들의 관계를 나타내고 그들의 관계를 수치로 분석한다. 또한 복잡한 네트워크로부터 선택된 노드와 관련된 연결만을 추출하는 기능을 제공하여 온라인상의 관계를 상세하게 나타낸다.

  • 스마트폰의 보급 확산과 웹2.0의 확대로 개인들의 정보 생산과 소비활동이 쉽게 이뤄지면서 참여, 공개, 대화, 커뮤니티 연결의 특성을 기반으로 한 소셜미디어의 등장과 활용빈도가 크게 증가되고 있다. 이러한 정보 통신 기술의 발전으로 '물리적인 지점망 = 영업력'이라는 등식이 더 이상 유효하지 않는 시대가 도래됨에 따라 고객을 '기다리는 영업'에서 '찾아가는 영업'으로 영업방식에 대한 새로운 접근법이 필요한 시점이다. 이에 본 논문에서는 기존 단방향성의 독점적인 '전달'에서 벗어나 양방향적인 정보흐름이 가능한 '소통'을 지원하는 온라인 관계 마케팅의 필요성을 살펴보고, CRM시스템과 연계하여 고객과 영업점 직원 창구단말기간 1:1 소통할 수 있는 새로운 마케팅 채널로서 SNS을 활용한 스마트 채널의 구축방안을 제시하고자 한다.

  • 태깅은 웹 2.0의 핵심 기술 중 하나로, 매우 유연하고 역동적인 분류 체계를 제공한다. 하지만 유연성과 역동성의 확보에 의해 계층 구조나 연관 관계와 같은 태그의 관계성이 부족하거나 존재하지 않는 한계점을 가지고 있는 것 또한 사실이다. 이런 한계점을 보완하기 위한 방법으로 계층 관계를 형성하기 위한 계층 클러스터링 방법과, 연관 관계를 형성하기 위한 협업 필터링 방법이 존재한다. 이 두 가지 방법은 태그의 관계성을 제공하지만, 연관 관계와 계층 관계 중 하나만 제공한다는 단점을 가진다. 본 논문에서는 태그 검색 시 연관 관계뿐 아니라 계층 구조의 탐색을 제공해주기 위한 태그 클러스터링 알고리즘을 설계하였다. 제안한 알고리즘은 사용자 태그셋을 활용하여 태그의 유사성을 계산하는 방법을 제시하고, 기존의 시각화 방법(태그 구름)과 다른 새로운 형태로 시각화 할 수 있는 결과 데이터를 제공한다.
