This study is intended to analyze the actual condition of operating the full-text information disclosure system of government and Officials' Perceptions. According to the results of analysis, the public servant group's level of full-text information disclosure system was high. With regard to the positive and negative function of full-text information disclosure, an expectation for positive function was high in the aspect of assuring the transparency of administration. And public servants were worried about an increase in the burden of administrative duties. With regard to factors in hindering the development of full-text information disclosure, it was shown that the percentage of clients' abuse and misuse of full-text information was the highest. For the activation of full-text information disclosure system, it is necessary to prepare measures for preventing the abuse and misuse of full-text information.

With the provision of the original text information disclosure service, the time spent on determining the disclosure of the original text information decreased, and the number of original text information disclosure significantly increased. In public institutions, the risk of the exposure of personal information also increased. In this study, the status of personal information protection in the original text information disclosure service was investigated. Moreover, the causes of the exposure of personal information were analyzed, and improvements were proposed. The survey presented the following results. First, 13% of the original text information collected contains personal information, which is the nondisclosure information. Second, among the original text information that includes personal information, the original text information, including the personal information of the public official, was the most important. In particular, many records about vacation and medical leaves were found. Third, there were many cases in which information about the individual of the representative was exposed in the agency that deals mainly with the contract work. Fourth, a large volume of personal information was not detected by filtering personal information. Upon analyzing the cause of the exposure of personal information, the following improvements are suggested. First, privacy guidelines should be redesigned. Second, the person in charge of the task of deciding whether or not to disclose original text information should be trained further. Third, the excessive disclosure of information based on the government's quantitative performance should be eased. Fourth, the filtering function of the personal information of the original text information disclosure system should be improved.

인터넷과 웹 기술의 발전은 전자도서관의 목록정보나 목차정보서비스에서 원문정보서비스로의 변화를 주도하고 있다. 그러나 대학에서 생산하는 학문적 가치가 높은 학술지들은 웹을 통해 원문으로 서비스되고 있지만 상이한 OPAC 시스템과 목록을 위한 통일된 메타데이터의 부재로 원문정보를 공유$.$활용하기가 매우 힘든 실정이다. 본 고에서는 각 대학에서 생산하고 구축된 원문정보를 메타데이터 기반의 목록시스템을 이용하여 모든 대학의 학술지 논문정보를 검색하여 공유할 수 있는 분담목록시스템모형을 제시함으로써 대학 학술지 이용의 효율적 방안을 모색 해보고자 한다.

Changes in document delivery service environment such as spread of web-based research information communication and direct communication between users and information providers have considerable effects on document delivery service institutes. Swift advances in information technology have allowed users to receive information on their desktops via web. Web-based document delivery makes the massive scale of reproduction and distribution possible so it needs to protect the copyright holders' rights. This study identifies the current trends and issues of document delivery service environment and reviews electronic document delivery services of foreign countries. Also this study introduces the domestic electronic document delivery service, e-DDS, and evaluates the copyright issues for the service.

IT 기술에 의해 정보유통 환경이 진화하면서, 정보 획득의 방법에 있어서 웹과 디지털 기술을 활용하는 전자원문서비스가 활성화되고 있다. 그러나 국내 저작권법상 저작권자의 개별적인 허락없이는 해외 학술자료의 전자원문서비스가 불가능한 실정이다. 이 연구에서는 저작권법 조항의 문제점을 지적하고, 전자원문서비스의 실현을 위한 방안으로 확대된 저작권 집중관리제도의 도입을 검토한다. 확대된 저작권 집중관리제도(ECL)는 집중관리단체가 대리하지 않는 권리자에게로 이용허락계약을 확대시키는 것이다. ECL을 통해 국내 어문저작물의 복제 전송에 대한 저작자의 권리를 신탁관리하는 (사)한국복사전송권협회가 해외 학술자료의 이용에 대해서도 사용승인 및 사용료 징수 등의 역할을 수행하며, 이를 통해 도서관은 진정한 전자원문서비스를 실현할 수 있을 것이다. 전자원문서비스를 통해 저작권의 합리적인 준수는 물론, 학술정보 유통 활성화에 기여함으로써 궁극적으로 국가 경쟁력 제고를 도모할 수 있을 것이다.

본 논문에서는 사실적인 아바타(avata) 구현의 핵심이라 할 수 있는 입체적인 얼굴 표현을 위해, (※원문참조) 기하학적인 정보를 사용하지 않고 중첩 메쉬를 허용하는 개선된 메쉬 워프 알고리즘(mesh warp algor※원문참조)을 이용하여 IBR(Image Based Rendering)을 구현하는 방법을 제안한다. 3차원 모델을 대신하기 위해 (※원문참조) 인물의 정면, 좌우 반측면, 좌우 측면의 얼굴 영상들에 대해 작성된 메쉬를 사용한다. 합성하고자 하는 (※원문참조) 정면 얼굴 영상에 대해서는 정면 메쉬만을 작성하고, 반측면이나 측면 메쉬는 표준 메쉬를 근거로 자(※원문참조)된다. 얼굴 포즈 합성의 성능을 펴가하기 위해, 얼굴을 수평으로 회전하는 실제 포즈 영상과 합성된 포(※원문참조)에 대해 주요 특징점 들을 정규화 한 위치 오차를 측정한 결과, 평균적으로 양 눈의 중심에서 입의 (※원문참조)리에 대해 약 5%의 위치 오차만이 발생한 것으로 나타났다.

학술연구를 수행하는데 도움이 되는 중요한 정보 중의 하나는 학술연구자가 연구 중인 분야의 최신 논문에 대한 원문 정보와 이 논문이 실려 있는 학술지의 소장 정보라고 할 수 있다. 이러한 정보를 효과적으로 학술 연구자에게 제공하기 위해 첨단학술정보센터(Korea Research Information Center: KRIC)에서는 전문학술정보센터(Special Research Information Center: SRIC)로 지정된 대학도서관에서 구독하는 학술지에 게재된 논문에 대한 목록 데이터를 통합하는 학술지논문 종합목록 시스템을 구축 중이다. 이 시스템에서는 기존의 대학도서관에서 사용하고 있는 목록기술규칙인 MAEX(MAchine Readable Cataloging)대신 인터넷 기반의 디지털 도서관에 적합한 형태를 가지는 더블린 코아를 새로운 목록기술규칙으로 채택하였다. 이러한 더블린 코아를 사용하게 되면 목록자는 전문적인 교육 없이도 간편하게 새로운 목록을 작성할 수 있다. 학술지논문 종합목록이 구축되면 학술연구자들은 원하는 논문이 검색된 경우, 원문이 구축되어 있으면 인터넷을 통해 곧바로 원문을 볼 수 있고, 원문이 구축되어 있지 않다면 복사/팩스 서비스 시스템을 통해 원문을 제공받을 수 있게 된다.

The object of this study is to help the government-affiliated public institutions, which are ahead of the Immediate Disclosure of Original Official Documents in 2016, to conduct a systematic disclosure of the original official documents on the basis of records management. As of now, many government-affiliated public institutions are facing difficulties in systematically conducting the immediate disclosure of original official documents as they lack specialists in records managements, let alone a system for carrying out the procedures. In this situation, the study induces insights on this matter by inspecting former cases of the Ministry of Government Administration and Home Affairs, and of Seoul Metropolitan Government. Moreover, the study examines the examples of three government-affiliated public institutions, which are establishing a records management system to better cope with the immediate disclosure of original official documents. The institutions are in the beginning stages of building up a system for records management and immediate disclosure of original official documents. Therefore, the characteristics of these institutions must be considered in working out the strategy for immediate disclosure of original official documents. For this reason, this study reflected the attributes of each institute in establishing a self-developed records management system; in which, the disclosure of original documents based on registrars and records management system is made possible. This study also suggests functional requirements that must be included in coping with the immediate disclosure of original official documents.

인터넷의 활용과 컴퓨터 기술환경의 새로운 패러다임 변화는 디지털도서관의 등장을 가져오게 하였으며, 동시에 이미 온라인 서비스를 실시해오던 여러 분야의 정보센터들로 하여금 어떠한 유형의 데이터도 저장, 관리, 제공하며 정보라는 상품을 생산해 내는 정보시장(Information Marketplace)의 역할 자로서 요구하고 있다. 본 논문에서는 1980년대부터 진행되어온 도서관 서지자료의 Database화 작업과 병행하여 도서관 이용자에게 보다 광범위하고 효용성 있는 정보를 제공하기 위한 디지털도서관의 이론적 배경에 대하여 기술하고, 디지털도서관의 주요 소장정보인 원문이미지정보의 처리기술에 대한 이론을 정리하며, 현재국내에서 추진중인 원문이미지정보시스템의 분석을 통하여 향후 디지털도서관 구축시 비교분석 모델을 제시해보고자 한다.

이용자가 요구하는 정보량의 급증과 다양한 정보 제공을 위해 도서관들이 네트워크를 형성하고, 전문적인 원문 제공 기관들이 이용자들에게 양질의 서비스를 제공하고 있지만, 대부분의 대학생들은 소속 도서관의 서비스에만 의존하고 있다. 대학생들이 특별한 이용 권한 없이 소속 도서관의 승인만을 통해 원문 제공 기관의 다양한 서비스를 이용할 수 있는 원문서비스 게이트웨이 시스템을 구현하였다. 게이트웨이 시스템의 통합 인터페이스를 통해 분산된 자료들의 통합 검색 및 원문 신청, 내역 소회 등의 서비스를 쉽게 이용할 수 있다.
