A Study on the Improvement in Evaluation Indicators of Public Libraries (공공도서관 운영평가지표의 개선 내용에 관한 연구)

  • This study was to investigate the usefulness of the measures of the Korean Public Library Operation Assessment. The analyzed data were collected through a fulfillment degree of the evaluation indicators and the opinions of librarians for public libraries evaluation indicators. Same time, the comparative analysis of public library statistical indicators and evaluation indicators was performed. Based on the results of the analysis, I was selected assessment items that need to delete and modify. The improvements proposed in this study will provide a direction for the improvement of the Korean Public Library Operation Assessment. And may be applied to improve the process of the public library evaluation.

A Study on the Development of Operational Evaluation Indicators for Special Subject Archives (주제기록관 운영평가 지표 개발에 관한 연구)

  • Special subject archives in different fields have been established and the related studies have been constantly made so far, but no evaluation index reflecting the characteristics of the archives has yet been developed. Thus, this study intends to develop a draft of the special subject archive operation evaluation index through literature research and propose the special subject archive operation evaluation index through a Delphi survey. A Delphi survey was conducted thrice, with 10 persons in charge of archiving thematic archives in 5 fields. Finally, a special subject archive operation evaluation index consisting of 4 evaluation categories, 10 evaluation items, and 28 detailed items was proposed. This study is significant because it was the first in Korea to develop and propose an operation evaluation index for special subject archives.

  • This study recommends the evaluation measures and indicators to evaluate the operations and performance of each Foreign Research Information Centers (FRIC) established to support the effective and efficient use of the foreign academic journals at the national level. The indicators are comprised by 3 major sections, subdivided into 35 sub-indexes. Each of indicators is scored according to the weights derived from the AHP survey to the related researchers and the practitioners. As a result, total score of 1,000 is distributed to 3 major sections of operational strategy section (190), operational systems section (440), and operational outcomes (370). Based on the evaluation indicators, measure dictionary is developed, followed by preliminary tests both by the parent organization and by each centers, in order to check the feasibility of the measurement.

  • This research examines whether the evaluation index used Dream Start services operation evaluation has 'reliability in evaluation field and area' and 'whether there is discrimination according to evaluation index'. To do this, we conducted an empirical analysis based on the evaluation data of 126 municipal and provincial governments that received the 2018 Dream Start services operation evaluation. First, as a result of examining whether there is trust in each evaluation area, it was found that the reliability of the basic construction, integrated case management, and service operation field is higher than .6 and the lower evaluation indexes are the same Standards were met. However, the field of resource exploit and connectivity was not so reliable as the concept of sub-domains. Second, 'Are there discriminatory power according to the evaluation indexes?' The results showed that 18 of the 28 indicators were highly discriminative. On the other hand, 10 indicators showed low discrimination power.

다목적댐의 용수공급능력 평가지표 산정에 관한 연구

  • 본 연구에서는 용수공급의 효율화를 최대화하고 비상시 수자원시스템의 최적운영을 위하여 다목적댐의 용수공급능력 평가지표를 산정하였다. 분석대상 유역으로는 비교적 자료구축이 잘되어있다고 판단된 안동댐을 선정하였으며 용수공급량을 -10~10%까지 증가시켜가면서 댐 모의운영을 실시하였다. 저수지 모의운영에 의해 용수부족사상수, 부족량, 부족기간 등을 산정하였으며, 이를 토대로 다목적댐의 용수공급능력 평가지표인 신뢰도(시간기준, 빈도기준, 양적기준), 복원도 및 취약도를 산정하고 계획용수공급량의 증감에 따른 이들 지표들의 영향성에 관하여 분석하였다.

  • The small library evaluation index, which was previously developed and is currently in use, needs to be improved because of two major reasons: inefficient allocation of points along with evaluation items and detailed indicators that are different from the actual environment of small libraries; and the lack of value as basic data for preparing policies relevant to small libraries. Therefore, the present study proposed a small library operation evaluation index (draft) that includes not only a quantitative evaluation but also a qualitative evaluation that allows the evaluation of the basic purpose and value of small libraries by reflecting the demands of the small libraries that are being evaluated. The proposed small library operation evaluation index (draft) was made to be an evaluation for self-inspection that enables small libraries to autonomously conduct operation evaluation and gauge their level by diversifying the evaluation methods and the evaluation scale of detailed indicators.

  • 본 연구에서는 해운기업의 안전관리체제 운영 지원과 시스템 운영 모니터링 및 운영성과 평가도구로 활용할 수 있는 안전 관리체제 운영평가 지표를 개발하였다. 이 지표를 이용하여 안전관리체제 도입을 준비하고 있는 기업이나, 기도입하여 유지 발전시키고자 하는 기업에게 운영 단계별 필요한 지식을 알기 쉽게 종합 수록하여 상시 활용할 수 있는 지침서 내지 컨설턴트 역할을 할 수 있을 것이다. 또한 자체 내부심사 시 및 시스템 운영성과 평가 시 평가도구로 활용하여 시스템의 지속적인 개선 및 발전에 기여할 수 있을 것으로 보인다. 이 지표는 크게 대 기준 11개 항목, 중 기준 35개 항목, 소 기준 447개 항목으로 구성되어 있다.

  • Evaluation indicators reflecting recent digital environments are needed as a tool to increase research library's competitiveness and productivity. Especially, research libraries have different subject backgrounds and there are many one-person libraries. In this study, we developed new evaluation indicators based on the draft indicators made in 2007 considering these environmental elements so that it may be used easily and applicable to various research libraries. In developing the new indicators, we reviewed other library type's indicators and listened carefully to the comments from expert librarians in the research libraries through several meetings. After developing the indicators, we made a survey in order to verify its validity as well as its effectiveness and also made a test evaluation for research libraries. The proposed indicators will contribute in evaluating the current level of Korean research libraries and promoting them to the future-oriented libraries.

  • In this study, the index for operation evaluation index for safety management system that can be facilitated as the assessment tool for system operation monitoring and operation outcome and the safety management system of shipping companies has been developed. By using this index, this study may provide the instruction or consultation for frequent facilitation by comprehensively recording the required knowledge for each operation stage for the companies that prepares the introduction of the safety management system and companies that already introduced the system to maintain and develop the system. In addition, when working on internal audit and assessing the system operation outcome, it may be facilitated as the assessment tool to contribute in continuous improvement and development. This index is consisted of 11 large categories, 35 items of medium categories and 447 small categories.

  • The purpose of this study is to develop the indicators of user satisfaction for Korean public library evaluation. This is an attempt to overcome the inequality of indicators, which mainly consist of inputs and outputs. User satisfaction indicators are constructed through literature reviews and the prepared indicators are tested through a user survey of public libraries. Notably, the test is focused on the applicability of indicators for public libraries with a variety characteristics such as scale and operation organization. Based on the analysis of the results, this study suggests a total of 10 indicators.
