최근 한국에서는 기후변화에 따른 영향으로 집중호우의 발생 빈도와 강우강도 증가 및 지속적인 도시침수로 인한 인명 및 재산 피해가 발생하고 있다. 도시침수 예측은 수치모델링, 강우기반의 침수예측 연구가 주를 이루고 있으며, 정량적인 침수계측데이터를 활용한 분석기술은 부족한 실정이다. 침수지도, 침수예측 결과 검증과 더불어 센서기반의 정량적인 침수심 계측 결과를 활용한 도시침수 관리기술 개발이 필요하다. 현재 개발된 침수센서는 개발 주체에 따라 센서 관리 규정이 각각 상이하며, 정해진 규격과 기본적인 성능기준이 부재함에 따라 예산, 유지관리 등 비효율적인 사례가 발생하고 있다. 이에 본 연구에서는 침수센서의 설치시 효율화와 시행착오 등을 방지하기 위해 침수센서의 설치 및 운영에 필요한 성능기준과 설치방법 등을 가이드라인으로 제시하고자 하였다. 가이드라인을 작성하기 위해 도심지 침수센서 관련 설치절차, 설치위치 선정방안, 측정주기, 점검 및 관리 방안 등에 대한 국내외 사례를 조사하였으며, 사례 분석을 통해 침수센서 가이드라인 목차를 도출하였다. 가이드라인 목차로는 침수센서 세부구성 및 작동원리를 기술한 표준모델 구축 방안과 지표, 지표하 등의 계측지점별 센서 설치방안, 현장설치 절차도, 시운전지침으로 구성하였다. 향후 가이드라인을 통해 침수센서를 효율적으로 운영하여 도시침수 발생시 선제적 대응체계 강화 방안 마련에 활용될 수 있을 것으로 판단된다.

The purpose of this study was to propose the developmental direction for small libraries based on a set of various situational analysis of small libraries in Seoul. By analyzing the operational status of the autonomous regions of different operating methods, we also pursued qualitative enhancement of small libraries by autonomous district by proposing optimized operation methods. As a consequence of the study, it was analyzed that the public and private libraries need to be distinguished in consideration of the characteristics of operation according to the operating entity rather than uniform budget support and guidance management. That is, the small libraries scattered throughout Seoul were founded by the principal of their establishment for the purpose of providing knowledge information and reading culture service within the public activity area. Therefore, if Seoul intervenes and manages under the current situation, where the libraries are operating independently in accordance with the purpose of establishment, regardless of whether they meet the user requirements or not in terms of quality or quantity, various problems may be caused. In this background, it seems appropriate to restrict the library management in line with relevant regulations.

As the national competitive power indicator, the infrastructures have been constructed with government's SOC budgets. However, even SOC budget is decreased, Public-Private Partnership Project (PPP project) has been introduced to solve demands on extending infrastructures, and among PPP projects, road projects take high portions. This study analyzes the operation & management item of financial model which is connected to the O&M cost and project proposal of previously proposed road project and analyzes the Korea Expressway Co.,'s project cost items and O&M tasks to reflect the characteristics of road projects. Based on results, this study suggests necessity of the O&M cost breakdown structure and the cost calculation standard on each cost item. Also, for the existing task execution tools, O&M cost calculation tool and finance analysis task tool will be integrated, and the system is suggested web-based system. Thus, it is expected that it contributes to the securing overall business values on PPP project and expending profit-base infrastructures.

기업의 목적은 이익을 창출하는 데 있다. 이를 위해서는 제품별 생산성을 높여 원가를 절감해야 하지만, 대부분의 레미콘 제조업체는 원가관리를 운영하지 못하고 있는 실정이다. 레미콘 제조업체의 제품공정은 단순하나 제조원가 중 직접재료비가 약 70% 이상으로 큰 비중을 차지하고 있다. 따라서 원가절감의 여부가 경영성과에 미치는 영향이 크다고 할 수 있다. 또한, 정부 공공기관 등은 예산을 안정적으로 관리하고, 부당한 지출을 방지하기 위하여 엄격하게 원가계산제도를 운영하고 있다. 레미콘 제조업체의 원가관리를 위해서는 우선적으로 업체 특성에 맞는 원가관리 시스템을 구축하여야 한다. 이를 위해서 본 논문에서는 레미콘 제조업체의 특성에 맞는 원가관리 시스템을 설계하였다. 시스템 설계는 전체 프레임워크, 처리 절차, 데이터베이스 스키마와 자료구조, 입력 출력 설계로 구성하였다. 원가계산의 절차는 정부원가계산 제도를 이용하여 설계하였다. 본 논문의 성과로, 계약자는 원가정보를 신뢰하며 이용할 수 있고, 레미콘 제조업체의 원가정보 표준화에 기여할 것으로 기대한다.

Recently the government expands its investment in basic research to overcome the limit of technology catch-up strategy. At this point, Korea's R&D supporting system needs to be evaluated whether it is appropriate to support creative basic research. Therefore, this study approaches to analyze the cases of basic research supporting system about the characteristics of basic research and necessary systematic requirements. This research discussed the necessity for introducing the paradigm of policy management system of basic research. Also it found that the performance of basic research is very important element for the effectiveness of research itself as well as continuous appropriacy of the system.

This research is based on social flow that is in need of sports welfare that diagnoses the delivery system of sports program pass that is typical business of national sports welfare services and operation structure, and analyze the supplier, operator, beneficiary and all that is related to business from multilateral aspects, therefore seek for operation systems for provision systems of sports welfare services. To clearly grasp the operating mechanisms of service provision system that is happening in real field, there were in-depth interview done by the 18 people of suppliers, operators, and beneficiaries that are the main participants of business, and through which drew an ideal agreed point for sports welfare services to get in the right direction. The result of this study is as following: First, based on the limited government budget for the compilation of budget for the business of sports welfare services it is found that there is need of constructing a pragmatic service provision system that can bring maximum of efficiency. Second, voucher that was introduced for market logic application and greater transparency of the business of sports welfare services has a complex structure that it is in need of simplification of structure which that is well fit with its characteristics. Third, for convenience enlargement in administration and management, make management policy of provision system be reflected and therefore enlarge the independence of management and secure the power of negotiation regarding fee savings through centralized budget management.

The asset management of infra facilities is a total framework for finally supporting a safe and comfortable service, which includes functions of supporting evaluation of condition and performance of infrastructures, making the decision method of repair or rehabilitation of deteriorated facilities, and lengthening the life cycle of structure through the decision of adequate cost and time of repair or reinforcement. In the range of the asset management, organization, human, the target, and information & data of company are included. Therefore, in this paper, appling the method of asset management analysis to the infra structures, the process of the risk assesment using BRE (Business Risk Exposure) and the basis of consisting ORDM (Optimized Renewal Decision-Making) are expressed.

For the bridges managed by the municipalities, there is a need for a maintenance management system for the municipal governments for the scientific and systematic maintenance standard and the scientificization of the budget acquisition and execution through the quantified data base. The purpose of this study is to develop a system for efficient management of small bridgies maintained by the municipality and use ICT convergence technology such as BIM / GIS technology. The details of the system development include the development of the small bridgies maintenance program for mobile devices, the development of the small bridgies maintenance database, the development of the small bridgies integration maintenance management, and the reliability of the program system developed by checking the construction and operation contents of the small bridgies test-bed. The developed program system is linked to the development of smart name plate and reader module of non - power system.

The existing management job of research expenses has been divided into three parts： budget planning, budget draw-up, and exact settlement of budget. However, it caused some problems. Under this current circumstance it is required to obtain research expenses steadily, to operate efficiently and to use them clearly to solve such problems. As a result of a study on data warehouse development process of existing system integration company (Inmon, IBM) to reflect current trend described above, data warehouse development process of Inmon uses systematic and gradual access as a classical development cycle method. It causes overlap and feedback to the previous step in the process of each step Is requested. And another problem that it is difficult to toil what function refers and corrects data because functions and data are separated during performing development process at data warehouse development process of IBM is caused. Integrated management data warehouse development process of research expenses in the enterprise environment which applies UML at planning and analysis step, design step and implement and test step is suggested in this paper. Information retrieval agent uses existing budget plan DB, budget draw-up DB and budget settlement DB to find out information that a user wants to know. Information retrieval agent collects and saves information at integration database and information integration agent extracts, transports, transforms and loads the data. Information integration agent reduces a user's efforts to access to a number of information sources and check each of them. It also screens out data that a user may not need. As a result, integrated management data warehouse development process of research expenses in the enterprise environment reflects a user's requirements as much as possible and provides various types of information to make a decision which is needed to establish the policy of research expense management. It helps an end user approach his/her desired analysis information quickly and get various data from the comprehensive viewpoint rather than the fragmentary viewpoint. Furthermore, as it integrated three systems into one, it is possible to share data, to integrate the system, to reduce operating expenses and to simplify supporting environment for the decision making.

The computerized management system for bridges is required due to the increased service life and number of bridges. This paper provides information and communication technology (ICT) - based bridge management system (BMS) to enable life cycle management through a comparative study with the development trend and function of domestic and foreign BMSs. BMS developed as an operation system combined an internet and mobile program, and was based on GIS technology and an object-based information management system. BMS supports the establishment of long-term strategies and short-term plans based on predicting the life-cycle performance profile and the necessary budget by object-based informatization for the whole life-cycle information of bridges. Useful knowledge information for supporting decision making was derived from the life-cycle management strategies establishment for approximately 6,000 existing bridges. BMS was developed to be applicable to all nationwide road bridges. In addition, it can be used practically to maintain the performance based on accurate maintenance result management, reducing cost by reasonable budget management, and enhancing the convenience and reliability of field data collection.
