A Report of the Assistive Technology Service Operating System for the Disabled in Sweden (스웨덴 장애인 보조기구 제공 시스템에 대한 소고)

  • The present report aims to examine the assistive technology(AT) service operating system for the Disabled in Sweden, and will give it to NHIS(National Health Insurance Service) to manage of policy for AT service operating system. The user of AT is around 10% of the Disabled in Sweden which is introduced the AT service system to support the independence for the Disabled. To provide AT service, the role of the Ministry of Health(planning and regulation, controling Handisam and Hi as a subsidiary), County councils(providing and follow up medical AT service, operating AT service center) and Municipalities(providing general AT service) in Sweden is decentralized strictly. Specially, all the AT device is lent freely and recycled suitably for persons with Disabilities, moreover nurses, physical therapist and occupational therapist has a qualification for prescription of AT device . This finding will be the basis to improve Assistive Technology Operating System in Korea.

  • 아시아 파렛트 표준기구(상설국제기구) 설립 및 운영계획(안)은 2003년 아시아 파렛트 표준화 회의(2003.10.16, 서울) 합의서와, 제2차 동북아 산업표준 협력회의(2003.10.31, 북경) 비망록에 의거 합의된 사안으로, 지난 2004년 9월 22일$\~$23일 서울에서 개최된 한중일 파렛트 전문가 회의를 통하여 기본안이 확정 되었으며, 제2차 한중일 파렛트전문가 회의(2005. 04 예정, 중국 북경)를 통하여 세부내용 확정 및 준비위원회 구성 예정이다. 아시아 파렛트 표준기구(상설국제기구)는 동북아 표준파렛트 규격 제정을 위한 한중일 3개국 파렛트 전문가들의 실무작업 사업전개를 위한 상설국제기구이며 2006년 3월 창립을 목표로 하고 있다.

  • The present study aims to examine the assistive technology service operation system[ATSOS] of the support system for independent living[SSIL] which was introduced after the enactment of the Law of Assisting the Independence for Persons with Disabilities[LAIPD] and to discuss its implications in the development of the assistive technology service delivery system[ATSDS] and the related measures for promoting the assistive technology industry in Korea. For this purpose, the literature review and the field study were employed. The research findings showed that the Japanese SSIL, which adopted the user payment system as measures to establish the sustainable ATSOS, arranged the consumer participation structure through substantial cooperation among related government departments. The result of this study indicates the need to secure the consumer's right to choose in a comprehensive utilization process of assistive technology services as for the establishment of the ATSDS in Korea. Furthermore, the arrangements for practical cooperative strategies among related government departments are encouraged.

Participatory Budgeting's Types and Policy Implications by Participatory Institutions and Participatory Levels (참여기구와 참여수준에 따른 주민참여예산제도의 유형과 시사점)

  • Participatory budgeting has been introduced and proliferated with differentiated types by Local Finance Act which had been revised in 2011. This study aims to classify the types of Participatory Budgeting by participatory institutions and participatory levels and suggest the implications. We have reviewed the participatory budgeting operation ordinances, operating plans and operating systems of 243 local governments. And the participatory budgeting can be divided into five types. First, submission of opinion type found in 100 local governments is characterized by operating without participatory institutions. Second, commission type found in 85 local governments is characterized by having only participatory budgeting committee. Third, regional meeting type found in 21 local governments is characterized by having participatory budgeting committee and regional meeting or only regional committee. Fourth, public-private partnership type found in 30 local governments is characterized by having citizen-government meeting. Fifth, delegated power type found in 7 local governments is characterized by having policy fair or mobile voting, or both. Analysis showed that institutionalization levels of participatory budgeting is not high because many local governments(76.5%) are belong to submission of opinion type or commission type in South Korea. For developing participatory budgeting, participatory institutions, such as citizen-government meetings, policy fair or mobile voting, should be adopted and proliferated in more and more local governments.

  • 대학의 생명은 대학운영의 자율성이다. 대학 외부의 대학에 대한 통제와 간섭은 대학의 창의적인 교육과 연구활동을 위축시키고, 그 결과 국가와 대학의 발전을 저해한다. 새로운 기구의 신설로 인한 예산이나 인력의 소요보다는 기존의 기구에 대한 정비·확장과 대학평가기관 간의 유기적인 평가체제 구축을 통한 기능의 활성화를 기하는 것이 국가와 대학의 발전에 기여할 것이다. 따라서 정부로부터 독립된 자율적인 기구로서 공정하고 객관적인 평가를 실시하여 그 결과로 신뢰도를 확보할 수 있을 것이다.

  • The APT(Asia Pacific Telecommunity) Standardization Program(ASTAE) as means of regional cooperation in standardization was launched on February 1998. Its major functions are to study standardization-related issues and make contributions to the international standardization organizations like ITU, to bring about harmonization of telecommunications standards for the region and to disseminate information on regional and international standardization activities. In addition, through the third ASTAP forum of the An which held at Seoul on lune 2000, its organizational structure was changed and focused on the creation of more productive outputs and the more active participation of industry-related organization, for the pursuit of regional common interest and the enhancement of regional positions toward international standardization arena. Bearing in mind the consideration outlined above, this paper aims to analyze telecommunications standardization policy and current issues intended by Asia-Pacific regional standardization organization and accordingly, to suggest a strategy for strengthening telecommunications standardization activities in Asia-Pacific region.

  • 전력계통의 안정성이 무너질 경우 정전의 발생으로 국가적인 경제적 손실과 더불어 사회적 혼란이 야기될 수 있다. 따라서 전력계통의 신뢰성 보장을 위해 국가 차원의 제도마련 및 운영이 필요하다. 이에 미국에서는 전력운용의 신뢰성 보장을 전담하는 기구를 통해 전력사의 전력계통 운영을 감시 및 감사함으로써 전력계통 신뢰도 보장에 힘쓰고 있다. 본 고에서는 전력계통의 신뢰성 침해의 다양한 원인 중 최근 큰 이슈가 되고 있는 사이버 보안 침해에 대응하기 위한 전력계통 신뢰도 관리 기구의 활동을 살펴보고, 국내에 전력신뢰도 관리기구 및 관련 관리체계 구축 시에 사이버 보안 측면에서 고려되어야할 사항들에 대해 살펴보고자 한다.
