Estimation of Social Costs between the Main Transport Modes using Damage Function Approach (피해함수접근법을 이용한 주요운송수단의 사회적 비용 산정)

  • The purpose of this paper is to estimate the social costs induced by various transport modes such as truck, rail and sea vessel. For this purpose, we introduce the damage function of each transport modes, and estimate social costs for 10 items using Meta Analysis. As a results, this study can find that shipping is the most efficient transport mode because it gives the lowest social costs among them. This study also find that the iso-cost transport distance that gives the equal social costs between the transport modes. Our methodology can be thought somewhat inferior to the Contingent Valuation Methods, however the advantage of this methodology is that we can decomposite the total social costs into item by item and can apply it to other researches.

  • In this paper, the selection of transport route for import-export container cargo based on the sacrifice model and CO₂ emission was investigated. At first, the transportation of import-export container cargo, the transport share of each transport route, the CO₂ gas emission, the sacrifice model and the time value of import-export container cargo were investigated. And next, the selection of transport route based on the sacrifice model was investigated for the transport of import-export container cargo from Seoul to Pusan Port. Finally, the transport route was also selected by using the sacrifice model including the effect of CO₂ emission. The research results show that the transport route selection results of import-export container cargo based on the sacrifice model represents the present status of the transportation of import-export container cargo very well. And also the research results show that the reduction of transport time was very effective to increase the share of coastal transportation.

  • 전국화물자동차운송사업연합회는 지난 7월 30일 전경련회관 3층 대회의실에서 화물운송 관계전문가 250여명이 참석한 가운데 화물자동차운송산업의 선진화를 위한 토론회를 가졌다. 이날 토론회에서는 화물자동차운송산업의 선진화를 위해 현 화물운송업계의 시장진입제도를 개선하고 규모의 경제실현을 통한 생산성 향상을 위해서 규모화를 유도해야한다는 의견이 제시되는 등 다양한 논의가 이뤄졌다. 본지는 이날 주제 발표로 나선 전국화물자동차 공제조합 부설연구소 임종길 박사가 발표한 내용의 핵심인 ''화물자동차운송산업의 10대 선진화 전략''에 대해 요약 정리해 게재한다.

The Duty and Liability of the Carrier in Relation to Cargo Delivery in the International Air Transport of Cargo (국제항공화물운송에 있어서 운송인의 화물인도 의무와 책임)

  • This paper intends to describe the carrier's duty for the delivery of international air cargo and the carrier's liability for the illegal delivery of cargo under the Montreal Convention, lATA Conditions of Carriage for Cargo and judicial precedents. Under the Article 13 of Montreal Convention, the consignee is entitled, on arrival of the cargo at the place of destination, to require the carrier to deliver the cargo to it, on payment of the charge due and on complying with the conditions of carriage. And unless it is otherwise agreed, it is the duty of the carrier to give notice to the consignee as soon as the cargo arrives. Under the Article 18 of Montreal Convention, the carrier is liable for damage sustained in the event of the destruction or less of or damage to, cargo upon condition only that the event which caused the damage so sustained took place during the carriage by air. And the carriage by air comprises by the period during which the cargo is in the carriage of the carrier. Under the Article 11 of lATA Conditions of Carriage for Cargo, carrier is liable to shipper, consignee of any other person for damage sustained in the event of destruction of loss of, or damage to, or delay in the carriage of cargo only if the occurrence which caused to the damage so sustained took place during the carriage as defined under Article 1. According to the precedent of Korean Supreme Court sentenced on 22 July 2004, the freight forwarder as carrier was not liable for the illegal delivery of cargo to the notify party (actual importer) on the airway bill by the bonded warehouse operator because the freight forwarder did not designate the bonded warehouse and did not hold the position of employer to the bonded warehouse operator. In conclusion, the carrier or freight forwarder should pay always attention the movement and condition of the cargo not to be liable for the illegal delivery of cargo.

  • Rail transportation system are needed to develop proper corresponds to satisfy various demands in freight transportation since there are many problems in rail transportation infrastructure and operation. This paper analyzes characteristics of rail transportation consumers and develops policy for vitality of rail transportation by survey of rail transportation consumers and AHP methodology. This paper is organized as follows. Section 1 presents the description of the objective and the methods for this study. Section 2 presents the description of the methods for analysis of characteristics of consumers of rail freight transportation. Section 3 presents the characteristics of rail transportation consumers by analysis the survey results of rail transportation consumers. Section 4 summarizes our conclusions and discusses further research topics.

  • 고객으로부터 물품의 주문, 물품 생산, 출하, 상차, 배송 그리고 고객 인도로 이루어지는 SCM 상의 사이클에 있어서 운송 부분은 물류비의 50% 이상을 차지하고 있다. 일반적인 화물 운송의 경우 차량 단위로 적재하여 운송하게 되며, 이러한 차량의 운송비 절감은 수배송 경로 최적화, 차량 운행 및 상태 관리를 통한 운송 계획의 효율화, 차량의 혼적 운송, 공차율 감소 그리고 배차 관리를 통해 이루어질 수 있다. 이에 본 고에서는 물류 운송단계에서 운송 계획의 효율화와 운송비를 절감하기 위하여 적용 가능한 텔레매틱스 기술에 대해 살펴보고 물류 산업 적용 방안 및 관련 서비스 동향에 대해서 살펴보고자 한다.

  • 늘어나는 물동량으로 인해 화물 운송의 중요성은 커지고 있으며 그와 더불어 화물 운송 중 발생하는 도난 또는 분실 사고도 빈번히 발생하고 있다. 고가 화물의 경우 운송 도중 사고가 발생하게 되면 일반 화물에 비해 그 피해정도는 훨씬 심각하다. 그러나 대부분 고가 화물의 운송 중 발생하는 사고에 대한 대책은 운송 보험 가입을 통해 도난 및 분실 피해에 대한 보상에만 초점이 맞춰져 있는 상황이다. 이에 본 연구에서는 새로운 기술인 IP-RFID를 이용하여 운송 중인 고가 화물의 상태 정보 및 위치 정보 파악과 화물 운송함 잠금장치 제어를 통해 고가 화물의 도난을 사전에 방지하고 안전하게 운송 할 수 있는 방안을 제시한다.

  • 국제 물동량의 증가로 인한 해상운송의 활성화는 시장 참여자들의 경쟁 심화로 이어지고 있다. 따라서 해상운송의 효율성 향상을 통한 경쟁력 강화의 필요성이 높아지고 있다. 특히 한국의 경우에는 자동차 수출입 물동량의 증가로 인한 자동차 운반선사(Car Carriers)의 효율적인 운송계획의 중요성이 강조되고 있다. 이에 본 연구에서는 자동차 운반선의 현황분석을 통한 운송계획의 문제점을 분석하고, 이를 해결할 수 있는 자동차 운반선 해상운송계획 지원 시스템을 개발한다. 이는 자동차 운반선에 관한 해상운송계획 과정을 체계화함으로써 계획의 수립 속도 및 질적 수준을 향상시키고, 계획의 체계적인 관리(수정, 변경 등)를 가능케 함으로써 사용자가 보다 나은 의사결정을 내릴 수 있도록 하기 위함이다. 한편 자동차 운반선의 해상운송계획 과정에서 해상운송과 자동차 화물의 특성에 의해 발생되는 다양한 예외상황들을 고려할 수 있도록 하기 위해 IP(Integer Programming) 모형을 사용하여 이익을 최대로 하는 또는 비용을 최소로 하는 최적의 안을 생성하고, 계획 수립 이후에 발생하는 변경사항들을 실무자가 효율적으로 수정할 수 있도록 해상운송계획 지원 시스템을 개발한다.

  • The cost of domestic container transportation is higher than international sea transportation and it cannot meet the needs of customers either. However, domestic carriers try hardly nothing to improve the carriage system. Especially, the inland transportation connecting Busan port is not receiving a careful study in spite of the importance and urgency now. This paper reviews intention of forwarders, shipping companies, and transport companies conducting a questionnaire and analyse the preferences of transportation modes amongst existing highway, railway, coastal shipping and inland waterway. Its aim is to analyse which factors affect freight agents to choose particular mode.

An Empirical Study on the Forwarder's Satisfaction to Service Quality (해공복합운송 서비스품질이 포워더의 만족에 미치는 영향)

  • As the globalisation of corporate's managemental environment, all parts of logistics such as procurement, production and sales are globalized. The ways of transportation in Korea and Japan, where are difficult to use land-transportation, are sea-transportation and air-transportation. Sea & air is a way of the international transportation which is combined by Sea and Air to reduce the transportation fee and shorten the delivery time. The main body of multimodal transportation service is the corporate, actual carrier who undertakes the actual transport. It is essential to establish service quality to maintain their going concern. In other words, the actual carrier has to emphasize the importance of service quality to forwarder tan any other business conditions. In this study, we examine the determinants of service quality for actual carrier in multimodal transportation. Through the multi-regression analysis based on SERVPERF by Cronin and Taylor (1992), we analyze the service quality dimensions of actual carrier. Also we examine the relations between the determinants and customer's satisfaction. Using statistical hypothesis testing, the determinants of service quality are reliability, responsiveness, assurance, tangibles, and we could look into the factors which the actual carrier should control with priority.
