본 논문은 다량우편물의 대부분을 차지하는 창이 있는 봉투와 최근 증가되고 있는 명도 값이 높은 색깔이 있는 우편봉투 영상에서 구조적 방법을 분석하여 수취인 주소 영역을 자동적으로 추출하고 추출된 영역에서 우편번호를 찾아 제안된 신경망으로 인식 및 검증할 수 있는 실용적인 시스템을 구현하였다.

This study found that there are problems in sending mails at the postal service reception desks and proposes a system which transmits address information to POSNET(the terminals at post office reception) without the use of an additional security system based on address information which is stored in the terminals of mobile phones. The system proposed transforms the information of users into two-dimensional barcode(QR code) of the POSNET and a number of address information is texturized and transmitted to the POSNET with the use of how to read QR code and LAN such as bluetooth. When the system proposed is connected to the postal reception system, it can create and output mail addresses for mobile computers automatically and contribute to better performance for the post office reception clerks and better economic results.

기계 구분이 어려워 집배원의 수작업 구분에 의존하던 우편물의 배달순로 작업을 인식 기술과 자동 처리 기술의 발달로 인하여 세계 각국은 우편번호에 배달개소를 표현 할 수 있는 코드로 확장하여 배달순로 구분 자동화틀 시도하고 있다. 우편물 순로구분을 위한 주소코드 연구는 국가별 순로구분 자동화 현황에 대한 분석하고 우리나라의 사용하는 우편번호와 주소 지번 체계의 분석을 통하여 우편물 구분 적합한 주소코드와 순로코드를 설계하고 주소코드를 이용한 우편물 처리방법을 제시하였다.

우편물량 처리에서 병목현상의 원인이 되고있는 수작업에 의한 순로구분 작업을 원활하고 신속하게 처리하며 집배원의 업무 부담을 경감시키기 위해 자동화가 시도되고 있다. 이러한 자동화된 순로구분기의 개발에 있어 순로구분에 필요한 주소 데이터 베이스를 관리하기 위해서는 각 배달지점에 대한 고유한 ID 부여가 필요하다. 따라서 본 논문에서는 아직 체계화되지 않은 한국 주소의 배달점 코드 설계 방안에 대해서 연구하였다. 먼저 해외 각국의 배달점 코드할당 방법을 알아보고, 배달점 코드의 기본 정의 및 설계 방향을 제시한다. 그리고 각 주소의 고유한 배달점 코드를 설계하는데 있어 여러 가지 방안을 제시하고 각 대안별 장단점 및 설계 방법을 제시하였으며 적합한 설계 방안을 선정하였다. 또한 기존의 주소체계뿐만 아니라 도입 예정인 새주소 체계와의 적합성도 고려하였다. 본 논문에서 제시한 우편번호 앞 3자리와 6자리의 일련번호를 연결한 배달점 코드가 현재의 한국 주소체계 뿐만 아니라 새주소 체계에도 적합할 것으로 판단된다. 마지막으로 몇 가지 적용 사례를 통한 제안한 방안들을 검증해 보았다.

In this study, we have developed and evaluated an information extracting module based on the named entity recognition technique. For the given purpose in this paper, the module was designed to apply to the problem dealing with extraction of postal address information from arbitrary documents without any prior knowledge on the document layout. From the perspective of information technique practice, our approach can be said as a probabilistic n-gram (bi- or tri-gram) method which is a generalized technique compared with a uni-gram based keyword matching. It is the main difference between our approach and the conventional methods adopted in natural language processing that applying sentence detection, tokenization, and POS tagging recursively rather than applying the models sequentially. The test results with approximately two thousands documents are presented at this paper.

This study analyzed media reports on the Address of Things, which are being introduced through the amendment of related law and pilot projects. The titles and its texts in the media's reports were collected by searching for 'Address of Things' on the Naver News Platform. Then, we analyzed the corpus using by topic modeling and network analysis. As a result, there were four topics: 'Promotion of the address of things system', Proof of assigning Address of Things', 'Improvement of usage of the Roadname Address Systems', and 'Education and public relation for the address activation'. It was confirmed that the topic 'Proof of assigning Address of Things' was the main agenda. We presented some implication by comparing the results with the 「3rd Basic Plan for Address Policy (2018-2022)」 of the Ministry of Public Administration and Security.

Address and location information is gaining importance as a channel between business entities and customers. However, as the new address scheme, which is based on street name and building number, is deployed, various problems occurred in the areas of postal service, logistics and management of customer information. And therefore it is necessary to make plans for integration and application of address information and location information. In this study, we clearly identify the problems when the governments and companies manage the address and location information under the circumstances of new address system. And we suggest improvement plans from the viewpoint of code scheme and database linkage.

도로명주소는 2014년부터 본격 사용 중에 있으며 점차 활용이 증가하고 있다. 도로명은 행정구역과 함께 사용되며 거점을 표현하는 기준점으로서 도로명의 간결성은 우편/물류 등의 다양한 분야에서 주소정보를 입력하는 업무에서 중요한 요소이다. 본 논문에서는 도로명주소 체계에서 정의된 도로명 부여 규칙을 토대로 실제 사용 중인 도로명에 대해 살펴보고 도로명 주소 입력 간편화 등의 관점에서의 개선 방향을 제시한다.

우편물을 배달순서대로 정렬하는 과정을 순로구분이라고 하는데, 우편물의 처리과정에서 가장 많은 시간이 소요되는 부분이 바로 이 순로구분 과정이다. 우정선진국의 순로구분 자동화 시스템은 바코드를 이용하여 순로구분를 자동으로 처리하고 있지만, 국내의 시스템은 순로구분의 전 단계까지만 수행하고 나머지 과정은 배달원이 자신의 경험에 의해 수작업으로 처리하고 있다. 본 논문에서는 우편물을 자동 검증하는 방법으로 바코드 대신에 우편영상 특징기반의 Virtual ID 사용을 위한 유사한 우편영상 추출방법을 제안한다. 제안 방법은 질의영상과 후보영상간의 유사성을 판별할 때, 각 영상의 수취인 영역에서 추출된 문자열 Bounding Box들의 대응되는 쌍을 결정하고 그 쌍들의 영역이 겹치는 정도를 유사도로 측정하는 방법이다 291개의 우편영상에 대하여 실험한 결과, 289개의 영상이 정상적으로 유사한 우편영상으로 추출되었다. 또한, 유사한 우편영상으로 추출된 영상의 평균개수는 3.78개로 비교적 높게 나왔지만 이는 실험 데이터에 동일 DM 발송 우편물이 연속적으로 위치한 경우가 많았기 때문이다.
